The district of Qarghayi (also spelled Quarghaee or Qarghaee ) in Laghman has 60 villages.

The district is the largest district in Laghman Province and is located 30 km from the provincial capital Mihtarlam . It borders in the north on the Mihtarlam district , in the northeast on the Alingar district , in the south on the Nangarhar province and in the west on the Kabul province . The population is 94,600 ( as of 2009 ). The population consists mainly of Pashtuns , Tajiks and Pashaien . For some time there was a tense situation between the Pashaien and the Pashtuns or the Tajiks. The district center is in the village of Lal Khanabad , which is located between the Kabul River and the Alingar tributary .

Agriculture is the main source of income for the district as much of the arable land has not been affected by a drought . The health system is in better shape than in the other districts . Many houses were destroyed during the war in Afghanistan .
