Dyzma Kazimierz Gałaj (born January 15, 1915 in Mystkowice near Łowicz ; died December 6, 2000 in Warsaw ) was a Polish sociologist and politician of the peasant parties . 1971 to 1972 he was Sejmmarschall ( President of Parliament ).

Life

Dyzma Gałaj's parents were farmers. He entered a teachers' college in Łowicz, and was expelled from school in 1932 because of his affinity with the Polish League of Communist Youth. He was later admitted to a teacher training college in Wymyślin and after graduating in 1936 he taught 1937-1939 as a village teacher. In 1936 he joined the village youth club "Wici".

After the outbreak of the Second World War , he took part in the conspiracy and was in contact with the Workers 'Party of Polish Socialists, the Peasant Party “People's Will” and the Communist Polish Workers' Party . In 1944 he was briefly detained in Pawiak prison by the German occupiers . After the war he became chairman of the "Wici" in the Lodz region from 1946 to 1947 , then a member of the board of the Stronnictwo Ludowe in the region and, after the unification of the peasant parties in 1949, a member of the main committee of the Zjednoczone Stronnictwo Ludowe . In 1947 he was elected to the constituent Sejm and was a member of the constitutional committee. In 1950 he graduated from the University of Łódź with a degree in sociology and devoted himself to his scientific career. In 1952 he left the Sejm temporarily. 1950–1956 he was a lecturer at the Olsztyn Agricultural College , parallel to 1951–1952 at the Wroclaw Agricultural College and then from 1958–1964 at the Main Agricultural College in Warsaw . There he received his doctorate in 1959 and completed his habilitation in 1964. He was then appointed head of the Research Institute for Urban and Village Sociology at the Polish Academy of Sciences , where Mikołaj Kozakiewicz became his assistant. In 1970 he was awarded an extraordinary professorship.

In 1965 Gałaj was again a member of the Sejm from the constituency of Ciechanów . Re-elected there in 1969, he was also admitted to the ZSL party executive committee and appointed to the ZSL parliamentary group. On February 13, 1971, he was elected Sejm Marshal to succeed Czesław Wycech, who was retiring . He displayed a confident style of leadership and exercised his constitutional rights as President of the Chamber. Thus he sometimes got into conflicts with some representatives of the dominant socialist party Polska Zjednoczona Partia Robotnicza . He advocated the development of private companies within the socialist economy. The legislative period ended early on February 15, 1972 with the dissolution of the Sejm. In the two subsequent legislative periods 1972–1976 and 1976–1980 he was still a member of the State Council and 1972–1976 even a member of the State Council , but then all political influence was withdrawn and he resigned in 1976 as a member of the party executive and parliamentary group chairman. In 1977 Gałaj was appointed full professor and in 1985 he retired.
