EU Latin America and Caribbean Foundation

The EU-Latin America-Caribbean-Foundation (EU-LAC-Foundation) is an international organization established according to international law with the aim of furthering the political, economic and scientific relations between the states of the European Union, Latin America and the Caribbean with the involvement of civil society actors to deepen and to fill the strategic partnership between the two regions with life. Its seat is the Free and Hanseatic City of Hamburg. The establishment was decided in 2010 by the heads of state and government of the 61 member states and the EU in Madrid. The EU-LAC Foundation promotes and coordinates results-oriented measures in support of bi-regional relations and gives the partnership an increased public presence.

history

During the fifth EU-LAK summit in Lima (Peru) on May 16, 2008, the heads of state and government of Latin America and the Caribbean (LAK) and the European Union (EU) adopted the initiative to set up a bi-regional organization. At the sixth EU-LAC summit on May 18, 2010 in Madrid (Spain) it was decided to set up the EU-LAC Foundation [L103 / 3 ] as an instrument to strengthen the bi-regional partnership and discourse on joint strategies and measures. On November 7th, 2011 the EU-LAC-Foundation officially started its work in Hamburg. The organization was temporarily set up as a foundation under German civil law to accelerate the start of work.

The agreement on the establishment or conversion of the EU-LAC Foundation as an international organization under international law has been open for signature by all Latin American and Caribbean countries, the EU member states and the EU since the EU-CELAC foreign ministers' meeting on October 25, 2016 finally came into force on May 17, 2019.

Members

The EU-LAC Foundation consists of 61 members: 33 member states from Latin America and the Caribbean, the 27 member states of the European Union and the European Union itself.

Goals and Activities

The EU-LAC Foundation aims to:

  • Contribution to strengthening the bi-regional partnership process between the LAC and the EU, including through the involvement and participation of civil society actors.
  • Promote mutual knowledge and understanding between the two regions and
  • Improvement of the mutual perception of the two regions and the awareness of the bi-regional partnership.

In order to achieve the stated goals, the organization carries out a wide range of initiatives with the following thematic priorities:

  1. Higher education and knowledge generation
  2. Science, technology and innovation
  3. Small and medium-sized enterprises (SMEs), employment and competitiveness
  4. Sustainable development and climate change
  5. Culture
  6. Civil society

The EU-LAC Foundation has a Board of Trustees, a President and an Executive Director.

Board of Trustees

The Board of Trustees of the EU LAC Foundation adopts the general guidelines for the work of the Foundation and sets the operational priorities of the rules of procedure. The Board of Trustees consists of 62 members, each with one representative from the members of the EU LAC Foundation. It has two chairs: a representative of the EU and a representative of the Latin American and Caribbean countries. The Board of Trustees holds at least two regular meetings a year.

The President is elected by the Board of Trustees for a term of four years. The President of the Foundation has a mainly representative role, he carries out his work on a voluntary basis. The office of president is held alternately by a national of an EU member state and a national of a Latin American or Caribbean country. If a president is appointed from an EU member state, a managing director must be appointed from a Latin American or Caribbean country and vice versa.

Executive Director

The managing director manages the foundation and is the legal representative of the foundation. The Board of Trustees appoints the Executive Director for a term of four years, renewable once, and is chosen from among the candidates proposed by the members of the EU-LAC Foundation. The office of Managing Director is held alternately by a national of an EU member state and a national of a Latin American or Caribbean country. If a managing director is appointed from an EU member state, a president must be appointed from a Latin American or Caribbean country and vice versa.

financing

The EU-LAC Foundation is mainly funded by its members. Contributions are made on a voluntary basis. The Board of Trustees can - while maintaining the bi-regional balance - consider other modalities of financing the Foundation's activities.
