Elaine Costanzo Duke (* 1958 in Ohio ) is an American civil servant and entrepreneur.

Life

Elaine Costanzo Duke, daughter of Concetta Scherma and Francesco "Frank" Costanzo, was born in 1958 in Ohio. She is of Italian descent. The Costanzo family comes from Coreno Ausonio ( Lazio region ) and their maternal grandparents (Scherma family) immigrated to the United States from Aidone ( Sicily ) . Duke earned a bachelor of science degree in business management at New Hampshire College (now Southern New Hampshire University ) and a Master of Business Administration at the Chaminade University of Honolulu .

After completing her bachelor's degree, she worked as a Contracting Officer (CO) with the United States Air Force . In addition to serving with the United States Department of Defense (DoD), she was Associate Director of Contracting and Property Management for the Smithsonian Institution and Director of Acquisition and Grant Services for the Federal Railroad Administration. Then she took a job with the United States Navy . Over the years she has held various positions there, all in procurement and each with larger and more complex responsibilities. In this regard, Duke served as director of the Office of Contract Policy and was assistant director of the Hull, Mechanical and Electrical Contracts Division of the Naval Sea Systems Command. While serving on the staff of the Assistant Secretary of the Navy (Installations and Environment) , Duke worked with local governments affected by the Base Closure and Realignment Program . In doing so, she drafted contracts and financial aid programs to revitalize local communities affected by the closings of bases. Duke also held various positions at the acquisition Naval Facilities Engineering Command (NAVFAC), including as deputy director in the Contracting Department in the Navy Public Works Center in Pearl Harbor ( Hawaii ).

As a result of the terrorist attacks on September 11, 2001 , she took up a position as Deputy Assistant Administrator in the Transport Safety Authority (TSA) in August 2002 . At that time, the TSA was busy federalizing passenger and baggage control at national airports. Duke was responsible for the acquisition and delivery of techniques and equipment to meet the TSA deadlines.

After founding the Ministry of Internal Security (DHS), she took up a job there in 2003. Over time, she held various positions, each with larger and more complex responsibilities. From October 2004 to December 2005, she held the post of Deputy Chief Procurement Officer. On July 27, 2008, she became Under Secretary of Homeland Security for Management - a position she held until she resigned in April 2010. She served under the two Presidents George W. Bush and Barack Obama . As part of her job, she was responsible for the approximately $ 47 billion budget , including allocation, spending, accounting, and funding arrangements. She made approximately $ 17 billion in purchases, directed programs for approximately 208,000 employees, and managed the department's information technology architecture and communications, plant, property, and equipment.

After working in the United States Department of Homeland Security Duke ran the company Elaine Duke & Associates, LLC in Woodbridge ( Virginia ), where they offered acquisition and business consulting for large and small businesses.

On January 30, 2017, she was nominated by US President Donald Trump for the post of Deputy Minister for Homeland Security of the United States under John F. Kelly . At this point, she had more than 28 years of civil service experience, including serving with the United States Department of Homeland Security. As a result of her nomination, a hearing took place on March 8, 2017 before the United States Senate Committee on Homeland Security and Governmental Affairs . On March 15, 2017, her nomination was reported to the US Senate . On April 4, 2017, her nomination was confirmed with 85 to 14 votes. She took her oath of office on April 10, 2017.

On July 31, 2017, John F. Kelly assumed the post of Chief of Staff of the White House , and Duke then took over the acting leadership of the United States Department of Homeland Security. She held this until Kirstjen Nielsen took office as Kelly's successor on December 6th of the same year.

Duke was a member of the Homeland Security Advisory Council and a strategic advisor to the Government Technology and Services Coalition , which supports small and medium-sized companies in the federal sector. She taught acquisition at American University .

She and her husband Harold Hanson have two sons, Brian and Jason.
