Eleanor Holmes Norton (born June 13, 1937 in Washington, DC as Eleanor Holmes ) is an American politician of the Democratic Party and since 1991 as an official delegate of the District of Columbia member of the House of Representatives of the United States . In this function, she has the right to participate and vote in preparatory committees as well as the right to speak in front of the assembled house, but no right to vote in the final votes.

After leaving school attended Eleanor Holmes Norton, the Antioch College of Antioch University in Yellow Springs ( Ohio ) and acquired there in 1960 the Bachelor of Arts . The Master of Arts followed in 1963 at Yale University . The following year, she passed the Bachelor of Laws exam at the local law school , whereupon she began to practice as a lawyer. She also worked from 1964 to 1965 as legal assistant ( clerk ) to federal judge A. Leon Higginbotham .

During this time she was also active in the civil rights movement. Between 1965 and 1970, she served as assistant director of the legal department at the American Civil Liberties Union . From 1970 to 1971 she was an assistant professor at the Law School of New York University . In 1970, she also became head of the New York City Human Rights Commission , which she held until 1977. In New York, she was also Executive Assistant to Mayor John Lindsay from 1971 to 1974 .

Other activities as chairwoman of the Equal Employment Opportunity Commission (1977-1981), as a fellow of the Urban Institute think tank (1981-1982) and as a professor at the Law Center of Georgetown University (1982-1990) followed before she was first for Congress ran for and after a successful election on January 3, 1991, replaced Walter E. Fauntroy as a delegate. As she was re-elected in all subsequent elections, including the one in 2016, she continues her mandate to this day. Their latest legislative term runs until January 3, 2019.
