The commitment Global gGmbH - services for development initiatives is a German public company in the legal form of a charitable GmbH , based in Bonn , which is the central unit, the development policy supports involvement of individuals, groups and political communities. Since 2012, the central service point has been pooling all the institutions and programs financed by the Federal Ministry for Economic Cooperation and Development (BMZ) to promote civic and communal engagement and development education on behalf of the federal government .

history

The public company was founded on January 1, 2012 and combines parts of the former International Training and Development GmbH (InWEnt) and the former German Development Service GmbH (DED).

Tasks and structure

The company, based in Bonn, works on behalf of the Federal Government and is financed by the Federal Ministry for Economic Cooperation and Development (BMZ). The purpose of the business is to promote development cooperation and development education as well as civic and community engagement. To this end, Engagement Global provides information on current projects and initiatives at home and abroad, advises individuals and groups on development projects, provides qualifications and provides financial support. The public company operates in compliance with the subsidiarity principle .

On December 31, 2016, the company had 377 employees (including marginal part-time employees ), 229 of whom were on fixed-term contracts . The sole shareholder is the Federal Republic of Germany, represented by the BMZ. In the 2016 financial year, the BMZ contributed around 99% of the revenue of 187.47 million euros as a donor. In addition to organizational locations in Bonn and Berlin , Engagement Global has six branch offices (Berlin, Düsseldorf , Hamburg , Leipzig , Mainz , Stuttgart ).

criticism

Since the founding of Engagement Global by Federal Development Minister Dirk Niebel (FDP), there have been fundamental objections to the work of the gGmbH. Regional civil society one-world networks complain about the “nationalization of one-world work”. The numerous EC branch offices created dual structures that were actually intended to be dismantled when the company was founded. Heike Spielmans, managing director of the NGO umbrella organization Venro , said that Engagement Global contributes to the “structural weakening of civil society ”, “because state-sponsored and financially funded competition has emerged”. The BMZ is very closely involved in the work of EG.

On September 9, 2019, Engagement Global announced internal plans to largely abolish voluntary participation in the ASA program as part of a structural reform. Among other things, the program commission of the ASA program, which is half made up of volunteers, is to be dissolved. The ASA network resisted, among other things, with a public petition.

  • the bilingual magazine E + C Development and Cooperation as an international forum for discussion of German development policy (published by Engagement Global)
  • The Development Education Funding Program (FEB) to provide financial support for development information and education projects
  • the Mitmachzentrale (MMZ) as the central point of contact for general advice on all aspects of development policy involvement at home and abroad
  • the sending organization Senior Expert Service (SES) for voluntary specialists and managers in retirement
  • the Service Agency for Communities in One World (SKEW) for advice and support for German communities
  • the WinD return program for volunteers returning from abroad
  • sending specialists to non-violent conflict management projects in conflict and crisis countries as part of the Civil Peace Service (ZFD)
