It is July 4th in Houston , it is raining heavily, so that the sewer system is flooded and as a result something is flushed upwards: A bag with 7 children's hands, on each hand there is a number between 3 and 15. Captain Swaggert ( Martin Sheen ) from the local police immediately suspects a serial killer behind the matter and creates a special unit. The FBI assigned the criminal psychologist Audrey Mcleah ( Ally Walker ), who specializes in criminal profiles, to support him . Swaggert and the rest of the all-male members of the special unit do not necessarily benefit from this support. They find the woman rather annoying. In this way, they are quickly entrusted with a task that is considered unimportant. She is supposed to investigate the tip of a psychiatrist who asks to talk to the police about the found hands. She finds an unusual lead in the local psychiatric ward. A boy named Jordan ( Tara Subkoff ) has been sitting there for over 10 years , and he doesn't speak a single word. Almost every year on July 16, the boy had a seizure. As he does so, his wrists begin to bleed as if he had cuts around them. During this attack he draws a couple of hands on the wall and writes a number in them. Audrey Mcleah quickly realizes that there must be some connection between the boy and the killer, and that the hands on the wall are congruent with the hands of the victims. She looks for the names of the girls who were reported missing on July 16 and can slowly assign the found hands to the missing girls. The killer hasn't struck in the last two years, but somehow Audrey is sure he'll do it again this year, again on the imminent July 16. Audrey is running out of time and her only lead is the boy, but the boy doesn't speak. With the help of crayons and paper, she gets closer to the boy, who at first only "speaks" through his doll Jenny. Using a song that Jorden hums and various family videos showing the kidnapped girls playing in the park, Mcleah discovers that the perpetrator lured the girls with an ice cream van and kidnapped them. She finds out that the killer of the children is the boy's father. He is holding his twin sister, who has had mutilated hands since birth, prisoner. Every year, the girl gets new hands from her father for her birthday on July 16 to play the piano. Audrey Mcleah finds the kidnapper's house, and a fight ensues in which she sets the man on fire and then shoots him. In the end, the twins finally meet again.

The lexicon of international films wrote that the film was “ average ”, but that it started “ exciting ”. The film does without " bloody effects ".

Michael Cohn won the Grand Prix Vidéo of the Cognac Festival du Film Policier in 1995 .
