Ernst Buschor

Ernst Buschor (born July 12, 1943 in Altstätten , Canton St. Gallen ) is a Swiss economist and politician ( CVP ). He is one of the leading promoters of results-oriented management (wif!) And new public management .

Life

Buschor studied at the University of St. Gallen (HSG) and in 1967 initially worked as a clerk in the Federal Finance Administration. In 1970 he was awarded a Dr. oec. PhD . In 1971/1972 he had an expert mandate for financial issues in the Council of Europe . In 1972 he joined the financial administration of the Canton of Zurich and in 1975 became its head of office.

1985 was Buschor a reputation as a professor at the University of St. Gallen and professor of business administration with special emphasis on public administration. In 1988 he also became director of the Institute for Finance and Finance Law at the HSG. From 1990 to 1993 he was Vice Rector of the HSG.

From 1993 to 2003 Ernst Buschor was a member of the government of the Canton of Zurich, initially in charge of the Health Care and Welfare Directorate and from 1995 onwards for education. In 1997/1998 and 2002/2003 he was President of the Government of the Canton of Zurich.

He was a member of numerous commissions and bodies, including the Swiss Harmonization of Public Budgets (Chair), President of the National Research Program “Effectiveness of State Measures”, President of the Swiss University Planning Commission, President of the Swiss Society for Administrative Sciences. Buschor was a member of the Swiss University Council from 1998 to 2003 and Vice President of the Swiss University Conference in 2001/02 . From 2004 to 2007 he was Vice President of the Council of Federal Universities (ETH Board).

Buschor, then director of the Zurich financial administration (1975–1985), was commissioned at the end of the 1970s by the Conference of Financial Directors (FDK) to develop a harmonized accounting model in order to make the cameralistics more controllable cost accounting ( double bookkeeping , performance recording and cost allocation based on the cause) replace. In the education sector, Buschor gave a wif! the impetus for a number of far-reaching wif! projects (university reform , semi-autonomous secondary schools, upper level reform, reform of district school maintenance, semi-autonomous primary school with headmistress, skills , elementary level , employee assessment MAB, new primary school law, etc.) The «School 21 project» included a new curriculum with modern communication techniques and early English from the 1st primary class. Independent learning (“self-organized learning”) in class and in cross-class teams (“mixed-age classes”) should be encouraged with the help of computers and immersive lessons (“language pool”). The Project 21 was the private Association for the Promotion of School 21 financed. Learning objectives and forms of learning should remain exclusively within the competence of the competent authorities. While the upper level reform was being worked on for around 20 years, School 21 was to be implemented across the board in three to four years (as of 1999).

Three things are essential for rapid globalization: Inexpensive communication instruments are available with the PC and the most diverse networks. The world language of communication, English, has established itself worldwide. Worldwide liberalization such as the WTO treaty and the large domestic markets of Asia, Europe and America allow the faster transfer of knowledge and products. There is considerable and inexpensive overcapacity for contacts in passenger traffic and for the processing of goods transport. In addition, humanity lives in an increasingly multicultural society, especially in industrialized countries. "

In order to implement the reforms, Buschor had the legal bases adapted (administrative reform framework law, university law, technical college law, secondary school law, personnel law for elementary schools and teacher training law, new elementary school law, etc.)

Further work

From 2004 to 2012 Ernst Buschor was president of the old gentlemen's association of the Swiss Student Association .

He has also been on the Board of Trustees of the International Research Institute for Paraplegiology since 2002, on the Board of Trustees of the Jacobs Foundation since 2003 and on the Board of Trustees of the Careum Foundation, Zurich, since 2004 on the Advisory Board of the Center for University Development (CHE) . In 2005 he became a member of the management committee of the AVENIR Foundation, Zurich.

In 2000 Buschor was elected to the board of trustees of the non-profit Bertelsmann Foundation based in Gütersloh , one of the largest operational foundations in Europe. From 2005 he was chairman of the committee before leaving in 2009 for health reasons. His successor was Dieter H. Vogel .

He is a corresponding member of the German Research Institute for Public Administration Speyer .
