Ernst Penner (born July 16, 1883 in Paskallwen , † November 26, 1940 in Königsberg ) was a German politician ( NSDAP ).

After attending the middle school in Tilsit , Ernst Penner was trained at the Unteroffiziersvorschule Weilburg from 1898 to 1900 and from 1900 to 1902 at the Unteroffizierschule Weißenfels .

From 1902 to 1919 Penner was a member of Infantry Regiment No. 43, with which he took part in the First World War from 1914 to 1918 . During the war he was awarded the Iron Cross 2nd class and the Wound Badge.

From October 29, 1919 to May 29, 1933 Penner, who had been married to Meta Broschke (1884–1968) since October 4, 1909, served as State Secretary of the Provincial Administration in East Prussia . He was then entrusted from May 28 to October 31, 1933 with the representation of the district administrator in Labiau . From November 1 to December 26, 1933 he took the same tasks in the status of a provisional district administrator, before he was finally officially appointed district administrator on December 27, 1933.

As a member of the NSDAP ( membership number 19.247) Penner has held functionary posts since the mid-1920s: from September 25, 1925 to December 31, 1925, he took on tasks as a propaganda manager, after which he was the local group treasurer until September 15, 1928 Koenigsberg. On September 16, 1928 he was appointed Gau Treasurer in Gau East Prussia . In addition to this, on September 1, 1929, he took over the duties of the district leader of the Königsberg-Stadt, -Land and Fischhausen district, which he carried out until April 30, 1930.

Penner was a member of the Prussian state parliament from April 20, 1932 to October 14, 1933 . In March 1935 he came to the National Socialist Reichstag as a replacement for the resigned MP Max Stülpner , in which he represented constituency 1 (East Prussia) until his death. His mandate was then taken over by Erich Post .

Since January 1935 Penner was also a member of the Prussian Provincial Council.
