The 2003 First League was the ninth season of the second-highest Kazakh division in men's football . The season started on May 9th and ended on October 26th, 2003.

The 23 teams were divided into two regional groups. Each team played against each other twice. The two group winners were promoted directly, the two runners-up played against the 14th and 15th of the Superliga for promotion.
