The European Roma Institute for Arts and Culture (ERIAC, German: European Roma Institute for Art and Culture) is a cultural institute based in Berlin . ERIAC was founded in 2017 on the initiative of the Council of Europe , the Open Society Foundations and the Alliance for the European Roma Institute. According to its own statement, the core task of the institute is to strengthen the self-esteem of the Roma and to break down negative prejudices in the majority population towards the community. The institute promotes the exchange and cooperation between artists and intellectuals in Europe . This should The art , culture and history of the Roma in Europe will become more visible.

A motion by 24 members of the Parliamentary Assembly of the Council of Europe on March 27, 2014 demanded that the creation of a European Roma Institute should provide the Roma with a Europe-wide reference point with which the research and clarification of their culture and history are promoted and a point of contact for Politicians and decision-makers are in place in the future to reduce prejudice and ignorance towards this minority.

In his role as President of the European Commission, José Manuel Barroso spoke on April 4, 2014 for the initiatives and for the establishment of the European Roma Institute by Thorbjørn Jagland from the Council of Europe and George Soros from the Open Society Foundations as complementary initiatives for the measures of Commission and the Union Member States as well as for combating negative stereotypes and promoting the integration of the Roma.

On the occasion of the 6th meeting of the scientific committee of the European Academic Network on Romani Studies on April 7, 2014 in Cluj-Napoca , the establishment of a Roma institute was welcomed. On April 30, 2014, a statement for the establishment was submitted to the Council of Europe . On May 12, 2014 a non-paper with the title “An approach to the establishment of a European Roma Institute” followed.

On May 22, 2014, the consultations between the member states of the Council of Europe began with the involvement of civil society, and on November 14, 2014 a consultation with Roma intellectuals began in the Council of Europe office in Paris .

The 9th meeting of the Committee of Experts on Roma (CAHROM) took place from 27 to 29 May 2015 in Strasbourg. Topics included the educational and housing situation of the Roma, their language, culture and history as well as the problem of early marriage. In addition, the expert committee also discussed the issue of setting up a "European Roma Institute of Art and Culture" (working title), a joint initiative of euros Europe and founded by the financial entrepreneur George Soros Foundation "Open Society Foundations".

On May 15, 2015 the Open Society Foundation published a concept paper for a European Roma Institute. An online consultation was launched on May 19, 2015, in which numerous people and institutions took part.

A hearing on the planned Roma Institute took place in front of the European Parliament on June 4, 2015 . On June 11, 2015, it was discussed in the German Bundestag in the Paul-Löbe House.

On April 8, 2016, on the occasion of International Roma Day, the Secretary General of the Council of Europe Thorbjørn Jagland made a groundbreaking statement on how the ERIAC should look in the future.

On May 25, 2016, the Council of Europe published a draft for the statutes of a Roma Institute for Art and Culture.

The ERIAC is an initiative of the Council of Europe, the Open Society Foundations and the “Alliance for the European Roma Institute for Art and Culture” and is established as a foundation under civil law with legal capacity.

The opening of the institute took place on February 16, 2017. ERIAC is based in Berlin , Germany and has been registered as a registered association since June 7, 2017.

aims

Creative ideas and impulses for work in all countries with a Roma population should come from the institute. The institute should also help so that the Roma no longer have to hide their culture out of shame or fear, but are proud of it.

financing

The foundation is funded by the Council of Europe and the OSF with EUR 200,000 each year. Third-party funds and donations also contribute to the financing.
