Studies and activities

Welskop-Deffaa studied economics and history at the Ludwig Maximilians University in Munich and at the European University Institute in Florence . From 2006 to 2012 Welskop-Deffaa was Ministerial Director in the Federal Ministry for Family Affairs and Head of Department for Equal Opportunities and Equal Opportunities under the ministers Ursula von der Leyen and Kristina Schröder . In this function, she initiated the Federal Government's first gender equality report and thus a strategic expansion of gender equality policy to include a life-course perspective .

She was Chairman of the Board of the European Institute for Gender Equality (ger .: European Institute for Gender Equality ), one in Vilnius -based European agency that the EU countries and institutions - namely the Commission - supported in this area and to June 2012 Representative of the Federal Government on the Administrative Council of the Federal Employment Agency.

In recent years, the focus of her lectures and publications has increasingly been questions about the working world 4.0 and digital transformation . Together with Peter Weiss MdB, she presented the concept of Pension 4.0 , which discusses the future of old-age insurance in the world of work 4.0. In the administrative board of the BA and in the board of the German pension insurance, she paid particular attention to the integration of refugee women and men. Her transfer to temporary retirement in 2012 by Family Minister Schröder, for which no reasons were given, was criticized from many sides. Volunteering

Welskop-Deffaa was for many years (until 2014) the deputy chairwoman of the Hildegardis Association , an association for the promotion of women's studies in Germany based in Bonn. Until November 2013 she was the spokesperson for the Central Committee of German Catholics for subject area 3: Basic issues of work, the economy, finances and the social order (basic social issues) . Under her chairmanship, the ZdK declaration “Social life course policy. Dare the future in a society of long life ”. In addition, she was a member of the management of the 99th German Catholic Convention in 2014 in Regensburg .

Since May 2013 she has been a member of the federal board of the Christian Democratic Workers' Union in Germany. In 2014/15 she was a member of the CDU Future Commission “Cohesion of Society”, in 2016 she was appointed by Peter Tauber to the Federal Committee for Labor and Social Affairs of the CDU in Germany. Until 2006/07 she was active in local politics - as a councilwoman in Hürth and as a member of the district council of the Rhein-Erft district. In the Rhein-Erft district, Welskop-Deffaa was the chairman of the transport committee, while the city council focused on school and cultural policy.

Private life

Welskop-Deffaa is married and has three adult children.

Publications

Welskop-Deffaa has dealt with questions of equality and life course policy in publications. She pays particular attention to equal participation of women in working life (social service professions, mini-jobs, good work in private households) and employment hybridization (an anthology published in January 2018 with Uwe Fachinger and Andrea Bohrmann). In addition, she deals with questions of old-age security - especially in the context of digitization ("Pension 4.0") and the legal framework for marriage and family (especially on matrimonial property law). Other key topics are “good governance” (self-administration in social insurance) and “Diversity”, non-discrimination and freedom of religion. For the BAGFW she was in charge of formulating the joint declaration of intent “Digital transformation and social cohesion.
