Expert commission for integration skills

The Expert Commission for Integration Ability, the long-term specialist commission of the federal government on the framework conditions for integration ability , consists of 25 members from science and practice who, by agreement in the coalition agreement, will develop a report with medium to long-term integration policy recommendations by mid-2020 .

Emergence

Chapter VIII of the coalition agreement, "Controlling Immigration - Demanding and Supporting Integration", states: "A federal government commission is to be set up to deal with the framework conditions for the ability to integrate and to submit a corresponding report to the German Bundestag."

In April 2018, the Federal Cabinet initially appointed the Federal Ministry of the Interior, Building and Home Affairs (BMI), the Federal Ministry of Labor and Social Affairs (BMAS) and the Federal Government Commissioner for Migration, Refugees and Integration (IntB) as the three leaders within the Federal Government certainly. On the basis of the planning for the expert commission and the decision that the federal government should accompany and support the work through an office set up at the IntB, the federal cabinet appointed the 24 members of the federal government's expert commission on the framework conditions for integrability on January 30, 2019. The commission started its work on February 20, 2019 and will report to the German Bundestag by mid-2020. The report will be handed over in mid-2020.

Goal, mission and working method

The aim of the commission is to "describe the economic, labor market, social and demographic framework conditions for integration and to make proposals for standards as to how these can be improved." The term of the ability to integrate used in the coalition agreement has a legal reference in § 1 para. 1 Residence Act:

(1) The law serves to control and limit the influx of foreigners into the Federal Republic of Germany. It enables and organizes immigration, taking into account the capacity for absorption and integration as well as the economic and labor market interests of the Federal Republic of Germany. The law also serves to fulfill the humanitarian obligations of the Federal Republic of Germany. It regulates the entry, residence, employment and integration of foreigners. The regulations in other laws remain unaffected.

Until the handover of its report on June 17, 2020 (planning), the expert commission will meet a total of 8 times as a plenum, depending on the origin of the two chairmen in Bonn and Berlin. The work also takes place in the form of working groups or in direct exchange between the members.

The expert commission discusses its understanding of integration and relevant terms, it reflects the developments in the German immigration society and also examines areas of conflict that are linked to the issues of migration and integration. An example of this is discrimination: "There is intense [...] discussion among experts about the collection of equality and anti-discrimination data. This debate is currently very controversial in Germany, including in the specialist commission appointed by the federal government on the framework conditions the ability to integrate in Germany, to which I belong ", says Yasemin Shooman .

At the beginning of the new millennium, the Independent Commission “Immigration” - which has also become known as the Süssmuth Commission - worked in a formative way in the field of migration and integration. The commission was set up on September 12, 2000 by the Federal Minister of the Interior Otto Schily . It had 21 members. In her final report she admitted: "Germany is in fact a country of immigration." The Süssmuth Commission ended its work in July 2001 and is considered to be the lead-up to the immigration law later passed by the Bundestag . The specialist commission for the ability to integrate was modeled on the specialist commission for the causes of flight , which was also set up to implement a mandate from the coalition agreement.

During the same legislative period, the "Growth, Structural Change and Employment" Commission , which is often referred to as the Coal Commission for short, has already worked very carefully. Thematically connecting is the view on social cohesion, cultural identity and quality of life in the regions for all people (see final report, p. 9).

The Weizsäcker Commission worked in the field of defense policy and made proposals for the future structure of the Bundeswehr at the turn of the millennium.
