Francisco Higino Lopes Carneiro (born July 8, 1955 in Libolo , Cuanza Sul province ) is an Angolan general of the Armed Forces for the Liberation of Angola (Forças Armadas de Libertação de Angola) and a politician of the Movimento Popular de Libertação de Angola (MPLA).

Life

Francisco Higino Lopes Carneiro took part in the civil war alongside João Maria de Sousa , Hélder Vieira Dias , Roberto Leal Monteiro and Kundi Paihama as a member of the Armed Forces for the Liberation of Angola FAPLA (Forças Armadas de Libertação de Angola) . After Angola's independence from Portugal on November 11, 1975, he completed a degree in military science , which he graduated with a Magister (Mestre em Ciências Militares) . He then found various uses as an officer and between 1991 and 1995 was among other things coordinator of the education commission of the armed forces and vice-chairman of the joint political-military commission. From 1996 to 1999, as Vice-Minister without Portfolio (Vice-Ministro sem Pastas), he was responsible for coordinating the peace process after the civil war. Between 2013 and 2014, the provincial government, under his leadership, paid 681.4 million kwanzas ($ 7 million) to the company to purchase equipment.
