Francisco Miranda Branco (born November 29, 1950 in Luro , Portuguese Timor ) is a politician from East Timor . He is a member of the FRETILIN party as well as its Central Committee and National Political Commission.

Branco attended school for five years. He later worked for the Portuguese colonial administration. After the Indonesian occupation of East Timor, Branco got a job in the Indonesian administration. He also became a member of Korpri ( Korps Pegawai Republik Indonesia ), the Indonesian association for public employees, to which all civil servants had to belong. Until he was arrested, he worked in the commercial department of the provincial government.

On November 12, 1991, the Santa Cruz massacre broke out in Dili , in which at least 271 demonstrators were killed by Indonesian security forces. Branco had not taken part in the previous demonstration, but formed the Executive Committee ( Comité Executivo ) of the Conselho Nacional de Resistência Maupe (CNRM), the umbrella organization of the East Timorese resistance , with seven friends . It planned to contact the Mission of the Parliament of Portugal , which was visiting East Timor. The visit had come about through the mediation of the United Nations and protection had been guaranteed to anyone who wanted to contact her. The committee wanted to present a petition from the CNRM to the parliamentarians. The petition called on Portugal to hold talks with Indonesia to resolve the East Timor conflict. In addition, the Portuguese should have free access to all of East Timor and to all possible interlocutors.

Branco was arrested on December 6th. In 1992 he was sentenced to 15 years in prison by the Indonesians for " subversion ". Of the accused executive members, only Gregório Saldanha was sentenced to an even higher sentence with life imprisonment. Carlos dos Santos Lemos , Juvencio do Jesus Martins , Filomeno da Silva Fereira and another member of the committee also sentenced to prison terms. Constâncio Pinto and Filipe Gama Xavier were not convicted. Branco's detention ended prematurely when the Indonesian occupation of East Timor ended in 1999.

Branco has been a member of the East Timorese national parliament since 2001 . From 2007 to 2012 he was a member of the Commission for Economy, Finance and Anti-Corruption (Commission C). After the parliamentary elections in 2012 , the MEP became a member of the Public Finance Commission (Commission C). Branco is also vice chairman.

In the parliamentary elections in East Timor 2017 , Branco ran for FRETILIN in second place and thus moved back into the national parliament . Here he was a member of the Commission on Foreign Affairs, Defense and National Security (Commission B) and the Commission on Public Finance (Commission C). Since September 2017, Branco has been a delegate of the National Group of the National Parliament to the Parliamentary Assembly of the Community of Portuguese- Speaking Countries (CPLP).

Since the minority government of FRETILIN and PD could not prevail in parliament, President Francisco Guterres dissolved it and called for new elections. In the new election on May 12, 2018 , Branco succeeded in returning to second place on the FRETILIN list, once again entering parliament, where FRETILIN is now the strongest opposition party. Branco is now a member of the Commission for Education, Youth, Culture and Citizens' Rights (G).
