Francisco Tilman Cepeda (born December 21, 1963 in Same , Portuguese Timor) is an East Timorese official and diplomat.

Career

After school in Dili , he attended Airlangga University in Surabaya, Indonesia from 1986 to 1996 .

In February 1999 he was political spokesman for the Conselho Nacional de Resistência Timorense (CNRT), the East Timorese umbrella organization of resistance groups against the Indonesian occupation. In 2001 Cepeda was the technical secretary of FRETILIN .

In independent East Timor, Cepeda became an official in the Ministry of Foreign Affairs . From 2007 to 2012 he was East Timor’s Ambassador to the Philippines . He was succeeded in Manila by Juvêncio Martins . Between 2012 and 2016, Cepeda was Secretary General and Chief of Protocol in the East Timorese Ministry of Foreign Affairs. On February 16, 2016, President Taur Matan Ruak appointed him as the new Ambassador of East Timor to Brussels . Cepeda thus represents East Timor to the European Union and several countries, including Germany . The accreditation with Philippe , King of Belgium, took place on May 26th, 2016, with the European Union on July 1st, 2016, for Austria on November 5th, 2015.
