Franciszek Bieliński , also: Franciszek II. Bieliński (* around 1683 ; † October 8, 1766 in Warsaw ) was a Polish politician in various offices. Significant for the development of Warsaw was its activity in the urban and economic reorganization of the city in the middle of the 18th century.

Life

His parents were the Grand Crown Marshal Kazimierz Ludwik Bieliński and Ludwika Maria, geb. Morsztyn, daughter of Jan Andrzej Morsztyn .

Bieliński was an officer and in the course of his political career held functions as Starost in Malbork , Czersk , Grójec and Garwolin , as Wojwode in ( Chełmno ), as Court Marshal (from 1732) and Marshal of the Crown and as Grand Treasurer of Prussia .

Modernization of Warsaw

During the reign of August III. Bieliński was appointed chairman of the Warsaw Plastics Commission in the Polish kingdom in 1742 . During the period in which the commission was headed by him, not only was the Warsaw street and sewer system reorganized and modernized, street lighting and the regulation of residential and production areas were also implemented. Among other things, he arranged for the majority (222) of Warsaw's streets to be paved.

In order to create a basis for his planning, Bieliński commissioned the French Pierre Ricaud de Tirregaille to draw up the first precise city map of Warsaw. In 1752 he initiated the establishment of the first fire brigade unit in Poland (in his manor Ostrów Wielkopolski ).

In 1713 he acquired the palace in Otwock near Warsaw, which he rebuilt and expanded. Around 1730 he built his Warsaw residence in Szumowski between the estate of the Crown Chancellor Jan Małachowski and the Bishop of Płock , Antoni Sebastian Dembowski. In 1757 he created the Jurydyka Bielino, which developed into a small town and is now part of the inner city of Warsaw . He called the road connecting Bielino and Warsaw's old town, which he also built, with Ulica Bielińska .

Bieliński was with Dorota Henrietta, b. Przebendowska († 1755) married, the widow of the voivode of Nowogródek , Jan Mikołaj Radziwiłł . He died childless. In 1770 the ul. Bielińska he had built was renamed ulica Marszałkowska ( Marshal's Street ) in his honor; it still bears the name today and has become one of Warsaw's most important arteries.
