Franz Xaver Neumann was the son of the respected architect Franz Xaver Neumann senior. From 1878 to 1882 he graduated from St. Anna School, a predecessor of the State Trade School , where he received technical training. He then studied from 1882 to 1885 at the Academy of Fine Arts Vienna with Theophil von Hansen and Carl von Hasenauer . After completing his studies, he joined his father's company, which he also took over after his father's death. The unmarried Neumann suffered from pulmonary tuberculosis and died at the age of 44 in Innsbruck, where he had been resting.

Neumann was a representative of a conservative historicist style that preferred neo-baroque , more rarely old German forms. In the interests of his clients, he furnished his buildings (all residential and commercial buildings) with particularly lush, representative facade designs. Due to the similarity of names, it is usually not possible to ascribe certain buildings to him or his father. Both stylistically worked the same way. The attribution is clear only after the father's death. Around 1900 Neumann began to use secessionist forms.
