Franz Ritter von Neumann was born into a well-known family of architects. Next to him were his father, Franz von Neumann the Elder (1815–1888), and his brother Gustav von Neumann (1856–1928), well-known Viennese architects. He began his career as a student of the famous Viennese Ringstrasse architects Eduard van der Nüll and August Sicard von Sicardsburg as well as with Friedrich von Schmidt , whose later collaborator he became. One of his first works, which he created in collaboration with Schmidt, was the arcade houses on Rathausplatz , built from 1878 to 1883 . After that, Franz Ritter von Neumann mostly worked independently. The architect specialized primarily in villas , residential and official buildings as well as churches . Franz Ritter von Neumann developed in the course of his work from a stricter neo-renaissance to late historical forms.

For his Villa Schönthaler (for Franz Schönthaler and at his suggestion in 1882) he developed villa architecture based on local traditions, which he subsequently varied for other villa buildings on the Semmering. This form of architecture is an important variant of the Heimat style and is also known as the Semmering style .

Franz Ritter von Neumann began his political career in 1891 as a city councilor. He held this position until 1895. From 1889 to 1900 he was a member of the Vienna City Council (for the Josefstadt district ).

On the afternoon of February 1, 1905, building officer Neumann and his wife wanted to travel to Semmering by train when Neumann collapsed on the platform in the Südbahnhof and died a short time later of a heart attack . The conduit on February 4, 1905 led from the mourning house, Piaristengasse 13 in Vienna-Josefstadt, to the Piarist Church of Maria Treu , where the consecration service took place. The deceased was buried for rest on the same day in the family crypt in Vienna's central cemetery.
