Women's referendum 2.0 (women's referendum, women * referendum) was an Austrian, non-partisan referendum that calls for equality for women in Austria. It was initiated in 2016 by women around the women's network Sorority . One of the main reasons was the twentieth anniversary of the first women's referendum (“Everything that is right!”) In Austria.

From October 1 to 8, 2018, the registration week of the women's referendum took place together with the referendum “Don't smoke” and “ ORF without compulsory fees ”. With 481,959 signatures, it achieved around 160,000 signatures less than the first women's referendum of 1997, which, however, took place at the same time as one of the most frequently signed referendums, the genetic engineering referendum with 1,225,790 signatures. The women's * referendum is therefore in the ranking of the most signed referendums in 15th place in percent, and in 13th place in absolute numbers. A total of 7.56% of the 6.38 million Austrians eligible to vote signed the women's * referendum.

On October 24, 2018, the federal electoral authority in the Interior Ministry established the final results. After the four-week period has expired, the women's * popular initiative will be submitted to the National Council for parliamentary consideration. It is expected that this will happen in late November or early December 2018.

The spokespersons for the women's * referendum at the federal level are Lena Jäger and Christian Berger. Lena Jäger is in charge of the project. Past speakers include Andrea Hladky, Schifteh Hashemi, Teresa Havlicek and Maria Stern.

The initiative's first press release was published on April 19, 2017. The press conference “20 years of women's referendum - now even more so!” Then took place on April 28, 2017 in the Kosmos Theater in Vienna. The participants included Sonja Ablinger (Austrian Women's Ring), Teresa Havlicek (new women's referendum), Maria Rösslhumer (Association of Autonomous Austrian Women's Shelters), Eva Rossmann (co-initiator of the first women's referendum), Hannah Steiner (network of Austrian women's and girls' advice centers) and Ulli Weish ( Platform 20,000 women). The conference represented the kick-off of the crowdfunding campaign of the women's referendum.

The women's referendum was funded entirely through crowdfunding and donations. The crowdfunding took place in two stages (spring / summer 2017, spring 2018). In the first crowdfunding campaign, the women's referendum was able to win almost EUR 175,000 from voluntary donors within eight weeks; It takes fourth place among the most successful crowdfunding campaigns in 2017.

From February 12, 2018 to April 4, 2018, the women's referendum was able to collect 247,436 declarations of support. During the first days of the collection, numerous, mainly technical, difficulties arose with the delivery. The initiators named mid-June as the preferred date for the actual registration week , but Interior Minister Herbert Kickl ( FPÖ ) set this to the first week of October (October 1-8, 2018).

Final results

A total of 481,959 people signed the women's * referendum (7.56% of the 6.38 million eligible voters in Austria). The ranking of the federal states according to voter participation is: Vienna 12.02%; Styria 7.17%; Burgenland 7.08%; Upper Austria 6.92%; Lower Austria 6.65%; Salzburg 6.41%; Carinthia 5.99%; Tyrol 5.77%; Vorarlberg 5.11%.

“A broad movement is emerging to demand real social and economic equality of the sexes with constitutional regulations. Improving the realities of life for women must be high on the political agenda. Whether protection against violence, sexual self-determination, social security, childcare, economic and political participation: the stalemate of recent years must be ended. We demand freedom of choice and equal opportunities for women and men. "

The women's referendum is based on nine demands:

1.Share power:

  • Half of all places for electoral lists and in representative bodies at municipal, state and federal level for women * and men *
  • Half of all places in political interest groups and the social partnership as well as in various public advisory boards, bodies, commissions, etc. for women * and men *
  • Half of all seats on management and supervisory bodies of corporations and cooperatives for women * and men *
  • Effective penalties when quotas are not met

2. Eliminate income inequalities:

  • Full wage transparency through a detailed breakdown of all company income reports into all salary components
  • The compulsory creation of concrete action plans to reduce income gaps for equivalent work by those companies whose income reports show gender-discriminatory differences
  • Social and economic measures that curb the glaring wage differences between different labor market segments, industries and company hierarchies and lead to a balanced gender ratio in these
  • Additional and advanced pilot projects with exemplary effect in the public service in the area of ​​the objective evaluation of work
  • The coupling of public procurement and funding to activities for equality in the company

3. Distribute work:

  • A gradual reduction in working hours to 30 hours per week with variable wages and staff compensation
  • State funding for small and medium-sized companies in order to compensate for any competitive disadvantages

4. Fight poverty:

  • A state-guaranteed right to advance maintenance as long as family allowance is received
  • The adaptation of maintenance measurement to appropriate standard requirement rates
  • Decoupling of the payment from the ability of the person liable for maintenance, at the same time maintaining the obligation to repay according to ability
  • Nationwide expansion of the state-financed, legally secure advice centers for women and girls

5. Enable freedom of choice:

  • The legal entitlement to free, high-quality care for every child up to the age of 14, regardless of the parents' place of residence and employment status
  • The compatibility of the care facility with a full-time job of the parents, i.e. all-day and year-round opening times and easy accessibility
  • Unified nationwide quality standards for needs-based care and individual (early) support

6. Live diversity:

  • Prohibition of advertisements, marketing strategies and other commercial media content that portrays people in a derogatory, stereotypical and / or sexist manner
  • Legal anchoring of gender-sensitive training for all educators with nationwide uniform standards and evaluation measures, as well as state funding and legal anchoring of institutions and advice centers that offer training, education and training in this area
  • Prohibition of the sexual representation of minors
  • Prohibition of gender-discriminatory and stereotypical depictions in children's and youth media, especially in schools and childcare facilities
  • Press promotion bonus for all media who commit themselves to gender-sensitive, cliché-free reporting

7. Determine yourself:

  • The anchoring and financing of modern education on the topics of sexuality, contraception and pregnancy in schools and educational institutions
  • State-funded, legally protected, anonymous and free advice centers in sufficient numbers on sexuality, gender identity, contraception and abortion
  • Contraceptives provided free of charge in advice centers
  • The full reimbursement of costs for pregnancy tests, contraceptives, which require a medical examination and advice, and for termination of pregnancy by health insurance companies
  • Offer and implementation of abortions in all public hospitals

8.Prevent violence:

  • The nationwide expansion of state-financed and legally secure, easily accessible, free facilities and advice centers for all women * and their children affected by violence
  • The expansion of the cooperation between authorities, courts and violence protection centers
  • Increased awareness programs in schools, the judiciary and the police as well as prevention programs and anti-violence training for those at risk

9. Grant protection:

  • The legal anchoring of women * and gender-specific reasons for flight according to UNHCR guidelines as well as a gender-sensitive interpretation and application of migration law, such as the UN Convention on Women’s Rights and the Istanbul Convention
  • Compulsory further training and awareness-raising measures for the police, interpreters as well as administrative and judicial decision-makers
  • The right to fast and safe family reunification
  • An independent residence status that is independent of the spouse
  • Gender-segregated accommodation, special shelters and access to state-funded, gender-specific, medical and psychological therapy and counseling

Others

The women's referendum was the first referendum to organize a Pass-No-matter campaign with SOS-Mitmensch before the registration week, during which signatures for the referendum were collected from people with non-Austrian citizenship.

The official supporters included numerous artists and freelancers u. a. Christina Stürmer , Christine Nöstlinger , Franzobel , Mavie Hörbiger , Michael Buchinger , Pia Hierzegger , Sarah Wiener , Stermann & Grissemann , Thomas Stipsits , Valie Export , Waris Dirie , Manuel Rubey , Julya Rabinowich , Doron Rabinovici , as well as numerous politicians such as Muna Duzdar , Renate Brauner , Maria Vassilakou , Ewa Dziedzic and Sigrid Maurer . The former ÖVP Vice Chancellor Reinhold Mitterlehner and the former ÖVP Women's Minister Maria Rauch-Kallat also signed the women's * referendum.
