Frederick Hans Lowy , OC (born January 1, 1933 in Großpetersdorf , Austria ) is a Canadian psychiatrist and former President and Vice Chancellor of Concordia University .

life and career

Lowy was born in Großpetersdorf, Austria , in 1933 . He moved to Montreal at the age of 13. After graduating from Baron Byng High School , Lowy studied medicine at McGill University and graduated in 1959. As a student he became editor-in-chief of the student newspaper McGill Daily . In the late 1960s he was a psychiatric advisor at the Royal Victoria Hospital and Neurological Institute , a predecessor of the McGill University Health Center .

Lowy moved to Toronto in 1974 and became director of the Clarke Institute of Psychiatry , a psychiatric hospital, and succeeding Robin CA Hunter Professor of Psychiatry at the University of Toronto . He worked from 1980 to 1987 as dean of the medical faculty. He was the founder and first director of the Center for Bioethics (now the University of Toronto Joint Center for Bioethics). In 1995 he returned to Montreal to become the fourth Rector and Vice Chancellor of Concordia University (title changed to President and Vice-Chancellor in 2004). He held this office until August 1, 2005.

Lowy was the first chairman of the Canadian Tri-Council (Medical Research Council, Natural Sciences and Engineering Research Council, Social Sciences and Humanities Research Council), Human Research Ethics Group (1994-1995) and vice chairman of the Hospital Restructuring Committee , Metro Toronto District Health Council (1994-1995). He is a Fellow of the Royal College of Physicians and Surgeons of Canada and a Life Member of the Canadian Psychiatric Association , the American Psychiatric Association, and the American College of Psychiatrists . He is also a member of the Canadian Medical Association and the International Psychoanalytic Association . Lowy has served as a medical practitioner at Cincinnati General Hospital , Ottawa Civic Hospital, and Toronto General Hospital . He has also worked as a consultant for numerous research institutions and hospitals.

Lowy has given numerous lectures and published papers. His recent publications examine ethical questions posed by modern doctors and health scientists. He served on the Board of Directors of the Montreal Board of Trade and Centraide (Montreal) , Vice President of the Conference of Rectors and Headmasters of Quebec, and served on the Board of Directors of the National Ballet of Canada . He was a trustee at Sunnybrook Health Sciences Center , Mount Sinai Hospital , St. Michael's Hospital, and Toronto Hospital , and the Ontario Cancer Institute . On behalf of the Ontario government, he led a pharmaceutical industry survey from 1988 to 1990 and contributed to numerous scientific publications, including the Canadian Journal of Psychiatry .

Lowy sits on the board of directors of the Dundee Corporation , the Montreal Museum of Fine Arts , the Jewish General Hospital , the Canadian Center for Architecture , and the Sauvé Scholars Foundation .

Lowy was President and Vice Chancellor of Concordia University from 1995 to 2005.

He was interim director of the Sauvé Scholars Foundation (2007–2008) and was elected to the Board of Directors of the Sauvé Scholars Foundation in May 2008. He is Senior Advisor to the President of the Trudeau Foundation.

On January 21, 2011, he returned to the position of President of Concordia University on an interim basis after the controversial departure of Judith Woodsworth .

In 2000 he was appointed Officer of the Order of Canada . He received honorary doctorates from the University of Toronto (1998), McGill University (2001), and Concordia University (2008). Lowy is married to Mary Kay Lowy (Dr. MK O'Neil). He has four children, David, Eric, Adam, and Sarah, and eight grandchildren.
