Freier Horizont (spelling: FREiER HORIZONT) is a small political party in Germany that is only active in Mecklenburg-Western Pomerania . It emerged from the “Free Horizon” alliance against the expansion of wind power in Mecklenburg-Western Pomerania.

history

The party has its roots in an alliance of 40 citizens' initiatives against the expansion of wind turbines in Mecklenburg-Western Pomerania. They demanded a minimum distance of 10 times the height of wind turbines to houses and the protection of health, the protection of endangered animals as well as the landscapes and coasts in order to preserve the economic factor tourism and the protection of property, which they saw endangered by wind turbines.

After a popular initiative initiated by the action alliance, in which more than 22,000 votes (Mecklenburg-Western Pomerania has around 1.6 million inhabitants) were collected against the expansion of wind power in Mecklenburg-Western Pomerania and which was rejected by the state government in Mecklenburg-Western Pomerania , the response was Then on February 27, 2016 the Free Horizon party was founded in Altentreptow with 32 founding members. In the pre-founding period, Free Horizon partially cooperated with the local AfD , which also rejects the expansion of wind turbines. Immediately before Freier Horizont was founded, another collaboration with the AfD was terminated by the later elected party leadership.

The party ran for the state elections in Mecklenburg-Western Pomerania in 2016 and received 0.8% of the vote (6,592 votes in absolute terms). It had its best result in the constituency "Mecklenburgische Seenplatte II" with 4.6%.

At the beginning of August 2016, the party's demand for a reprint of the 1.3 million ballot papers for the state election caused controversy. From the party's point of view, the reason was the lack of a short name for the party on the ballot. The regional returning officer then stated that there would be no abbreviation on the ballot paper without an abbreviation in the statutes. This debate earned the party an extra 3 satirical contribution . The party failed in an urgent procedure before the Schwerin Administrative Court.

Content profile

The party describes itself with the slogan "Politics out of self-defense - from citizens for citizens". According to its program, the Free Horizon party wants to "give a political home and voice to all those responsible citizens of this country who have long since ceased to expect answers from old-style parties - but who do not want to leave the fortunes of this country to those with the apparently simple answers".

The political scientist Martin Koschkar classified the Free Horizon party as a one-topic party.

Direct democracy

The party calls for more direct democracy in Mecklenburg-Western Pomerania, which it wants to achieve through these changes:

State development Mecklenburg-Western Pomerania

The main task in the state development of Mecklenburg-Western Pomerania as a "land to live" is to "preserve the valuable and [to] shape change with responsibility". By this, the party understands the promotion of a national economy and the creation of attractive housing offers by maintaining and developing the labor market, the landscapes, the nature in the inland and the coastal regions. Mecklenburg-Western Pomerania must be made more attractive as an immigration region.

Infrastructure

A modern, comprehensive infrastructure with regard to data, supply and disposal and traffic is a basic requirement for the development of the country. The party sees the following points as promoting measures to improve the country's infrastructure:

  • Data: Introduction of a limited, data volume-related transfer of users of already well-supplied IT structures as emergency aid to support an IT expansion in undersupplied regions
  • Supply and disposal: Stop collecting connection fees for old connections
  • The system operator bears the grid expansion costs for connecting new wind industry areas, not the electricity customers in the region ( polluter pays principle )

  • Roads transferred to state sovereignty
  • New mobility concepts including the rail networks (e.g. transit traffic by rail based on the Swiss model)
  • Further develop electromobility
  • Creation of a functioning network of charging stations
  • Development of e-local transport systems
  • Promotion of research, development and company settlements for e-mobility

Energy policy

The energy revolution leg hold, according to the party Free horizons far more than the conversion of the power supply. From the point of view of the party in Mecklenburg-Western Pomerania, the expansion of wind power has already far exceeded the limits of social, economic and ecological sustainability.   • Development of missing and consideration of existing criteria for nature, landscape and monument protection
  • Commitment to and the greatest possible support for the Wendelstein 7-X research project in Greifswald as a real future technology from Mecklenburg-Western Pomerania

At the federal political level

  • Revision of the EEG , shutdown of green electricity subsidies
  • Removal of privileges for wind turbines (Section 35 BauGB )
  • Revision of the noise protection regulations, especially with regard to infrasound

economy

With regard to the economic development of the state of Mecklenburg-Western Pomerania, the party intends to promote regional products in their marketing and processing in order to strengthen the “MV brand”. In addition, the creation of incentives for business start-ups and relocations in MV as well as the expansion of the IT network are on the party's plan. Mecklenburg-Western Pomerania must be developed into the land of teleworking, and knowledge-based jobs and developer grants must be promoted. The funding policy should be optimized to the extent that transparent award criteria and regular success monitoring are introduced and immigration is seen as an opportunity.

Nature and environmental protection

The Free Horizon party considers the following measures to be useful with regard to the restructuring of nature and environmental protection in the state of Mecklenburg-Western Pomerania:

Environmental policy

  • Establishment of an independent control body
  • Anchoring of professional competence in the responsible authorities
  • Prevention of the sometimes common practice that experts are commissioned by state institutions to monitor their own planning

Groundwater and water protection

  • drastic reduction of fertilizer and pesticide use
  • Contaminated sites of the former LPGs must be removed at the responsibility of the state

  • drastically reducing the pollution of our soils by fertilizers, pesticides and manure

To improve security in the state of Mecklenburg-Western Pomerania, the party provides for a corresponding correction of the police and judicial reform, an increase in the workforce in relation to the area of ​​the state and various incentive programs for voluntary work.

health

Planned measures regarding health care in the country are the establishment of doctor and health centers in the country and the establishment of community nurses stations. In addition, the attractiveness of family doctors in rural areas is to be improved, for example through grants for country doctor candidates. It is also important to maintain a comprehensive hospital network with all the departments necessary for acute care and to expand and develop telemedicine (teleconsultation / diagnostics / monitoring). The plan also includes regular sovereign inspections, e.g. B. the TA Lärm , with regard to actual exposure to wind turbines.

Culture and monument protection

The party sees cultural self-organization and handing over the annual cultural budget to the municipal decision-making responsibility as important tasks with regard to the protection of culture and monuments. Furthermore, district culture councils are to be replaced by democratically legitimized structures and the state culture council by independent, party-affiliated, democratically legitimized structures. Expensive state cultural portals, which are subject to the requirements of the state government, are to be abolished and the theater scene and social projects are to be preserved in all their diversity.
