Decker was a son of the portrait painter Johann Stephan Decker (1783–1844). He created lithographed portraits of the painters Leopold Pollak , August Riedel , the writers Wolfgang Adolf Gerle and Johann Nepomuk Vogl , the court actress Julie Rettich and many other well-known personalities of Viennese society. He also made portraits in oil and watercolor, as well as miniatures and chalk drawings. He made around 80 lithographs for the catalog Die Meister der Wiener Portraitlithographie . He died at the age of 34.

Many of his works came into private hands.
