The community administration association "Oberes Zabergäu" is a community administration association (GVV) in western Zabergäu in the district of Heilbronn in Baden-Württemberg . It was founded on January 1st, 1975 after the completion of the Baden-Württemberg district and community reform. Members of the association are the town of Güglingen and the upstream communities Pfaffenhofen and Zaberfeld ; the seat of the association is Güglingen. The community administration association takes on numerous tasks for the member communities, either on their behalf for the member communities or on its own responsibility instead of the member communities. For example, it is the sponsor of the neighborhood secondary school with Werkrealschule ( Katharina Kepler School ) in Güglingen. Other tasks include a. Site planning, wastewater treatment, local recreation (water retention basin and Katzenbachsee swimming lake ) and archiving.

The main body of the association is the association assembly. The three member municipalities send their mayors to the assembly as well as one further representative for every 1000 inhabitants or part thereof, so that the assembly currently (electoral period 2004 to 2009) has a total of 17 members, in addition to the three mayors 14 other members (7 from Güglingen, 3 from Pfaffenhofen, 4 from Zaberfeld), which are elected by the respective municipal councils from among their number.

Another organ of the municipal administration association is the association chairman (with two deputies), currently (June 2008) the Güglingen mayor Klaus Dieterich.
