Gerhard Ruden

Gerhard Ruden (born August 25, 1946 in Haldensleben ) was the state commissioner for the state security records of Saxony-Anhalt until 2010 . As a CDU member, he was a member of the state parliament of Saxony-Anhalt from 2002 to 2005 .

education

Gerhard Ruden attended the advanced secondary school and trained as a locksmith. He later studied civil engineering at the University of Architecture and Construction in Weimar and worked as a research assistant for a year after graduation. He then worked as an engineer. He did basic military service in the National People's Army and worked in several state-owned companies as a project and research engineer.

Political commitment

Towards the end of the GDR Ruden was an active member of the Protestant peace working group of the Martinsgemeinde in Magdeburg. Later he helped found the citizens' committee to dissolve the MfS and the “Round Table Magdeburg”.

After the turning point and the peaceful revolution , Ruden was for Bündnis 90 and, coming from the Peace and Human Rights Initiative , from May 1990 to December 1994, Deputy Councilor and Departmental Head for the Environment of the City of Magdeburg . He then worked for a municipal wastewater company in Magdeburg.

In the 2002 state elections, Gerhard Ruden ran against Reinhard Höppner , then Prime Minister of Saxony-Anhalt, in the Magdeburg II constituency , and won the direct mandate . From 2002 to 2005 he was a member of the CDU state parliamentary group in the 4th state parliament of Saxony-Anhalt.

Stasi charges

Since June 15, 2005, Gerhard Ruden was the state commissioner for Stasi records in Saxony-Anhalt. On March 31, 2010, he resigned from his position.

The background to the resignation were revelations about statements by Rudens in an interrogation by the State Security in 1968, in which he had incriminated a friend. Ruden denounced him as an unreasonable critic of the system, certified him “lack of insight towards measures of the government of the GDR” and accused him of listening to “western radio”. The friend was later sentenced to five years imprisonment for " illegally crossing the border ", with Ruden admitting that his testimony "was certainly used in the prosecution". Statements by Rudens in an interview with the Magdeburger Volksstimme , which were understood as assigning blame to victims of the state security, turned out to be particularly serious . Ruden had said among other things: "I mean, if someone is arrested, then he is primarily to blame for it." In his declaration of resignation, Ruden regretted these statements as being misleading.

On April 7, 2010, Ruden surprisingly withdrew his application for release. This was massively criticized in the state parliament and victims' associations. As a result, there was speculation in the German media as to whether Ruden wanted to secure pension entitlements with his resignation, as he was only entitled to these after five years in office. This point in time is June 2010 for Ruden. On the grounds that Ruden had damaged the reputation of the office and the victims' associations with public statements, the state government prohibited him from continuing the official business of the office, which he still formally held.

On June 14, 2010, Gerhard Ruden was dismissed from his office by Prime Minister Wolfgang Böhmer .
