The Society for the Promotion of Environmentally Sound Road and Transport Planning (GSV) is a German lobby association for the road construction industry. According to its own information, the aim of the GSV is to campaign for the implementation of the 700 bypasses listed in the current Federal Transport Infrastructure Plan across Germany with a volume of 11.5 billion euros by 2015. Furthermore, the GSV is committed to closing gaps in the motorway network.
history
The association was founded in Bonn in 1980. There it is entered in the register of associations AG Bonn under the number 20VR4589. The office is located in Munich.
Club work
Panorama (ARD) reported on the GSV as early as 1998, and in 2003 also the Westfälische Rundschau and the Spiegel . According to Spiegel, the GSV "currently looks after 150 projects". The 220 members of the GSV include politicians (from local councils to Bundestag politicians), cities and municipalities as well as citizens' initiatives . They can get advice on transport policy from the GSV for a small fee. Citizens' initiatives in particular can also benefit from the good contacts in society and the small financial injections. The GSV publishes the magazine Verkehr + Umwelt , which it distributes to its members and in the Bundestag. The Traffic + Environment is also a mouthpiece of the lobby group Pro mobility .
financing
The actual funding comes from the Association for Environmentally Sound Road and Transport Planning (FSV), which has 150 members. Companies in the construction industry and building materials industry (such as STRABAG and HeidelbergerCement AG ) as well as the large automobile groups and suppliers (such as Volkswagen and 3M ) pay in here . In addition, the GSV receives membership fees and, as a registered non-profit association, is the recipient of fines. The annual budget of the GSV in 2008 was 75,000 euros. So far, the GSV has only met the request of Lobby Control and other associations to disclose the financing. The GSV writes on its website that it is economically independent.

GSV-supported citizens' initiatives
Der Spiegel reported that the GSV not only supports citizens' initiatives pro road construction, but also partially initiates their establishment; This is what happened, for example, with the “Citizens 'Initiative Environmentally Friendly A73 Motorway ” or the “Citizens' Campaign for the East Bypass” in Celle .
The Karben citizens' initiative “Northern bypass now” on the B 3 also had contacts with the GSV. Shortly before her announced entry into the GSV, however, this lobby connection came into the press and the citizens' initiative tried to distance itself from it in a hurry.
In Upper Franconia, the GSV is lobbying for the so-called " Fichtelgebirgsautobahn " (B 303).
In Obing , she supports the citizens' initiative “L (i) ebenswerte Obing”, which campaigns for a bypass.
The association “Yes to A 94 e. V. “refers to the GSV on its homepage.
The lobbying work of the “ Initiative Pro B15 new ”, which was founded in Landshut in April 2013 and which itself does not collect membership fees, is financed by the GSV.
According to its own statements, the GSV also stood by the citizens' initiative VEO (VerkehrsEntlastOberau) "from the beginning [...] to support the side [...]" and "was able to provide valuable tips for targeted actions" for the implementation of the Oberau bypass (B 2 ).
The citizens' initiative Pro bypass Winden in the Elztal was also supported. The cooperation with her was characterized as "trusting and friendly".
GSV-approved projects
The GSV supports the following construction projects, among others:
- B 2 : Oberau bypass
- B 11 : Expansion between Deggendorf and connection to the B 85 near Patersdorf
- B 15 : West bypass Rosenheim
- B 15new in general and the east-south bypass Landshut in particular
- B 299 : Weihmichl bypass
- A 94 : Further expansion
GSV representative
People who take on functions in the GSV as so-called state representatives were almost all of them previously heads of road construction offices and, according to critics, have excellent contacts in the offices. The chairman of the company is Rolf Crone, who until April 2003 was ministerial director and head of the road construction department in the Hessian Ministry of Transport. Further board members of the GSV are not yet known despite the public request of various associations.
