  • The federal highway 15 new (also national highway 15n , short B15n ) is under construction since 2006 and since 2011 partially completed federal highway in Germany . With its total length of around 130 km, it runs entirely in Bavaria . After its completion, it should lead in a north-south direction from Regensburg (A 93 north) via Landshut (A 92) and the Inn Valley to Rosenheim (A 8, A 93 south). While the northern section is already largely in operation and the rest of it is under construction, the southern continuation beyond the A 92 is controversial and the subject of variant considerations (status 2015-2016).

    The northern section up to the A 92 has four lanes throughout with hard shoulder (initially with RQ 26 , currently with RQ 28) and is under construction. It is a " yellow motorway ". A later rededication to the federal motorway is conceivable.

    B 15n was also the official name of a former expressway before its expansion into today's federal motorway 93 in the section between junction 19 ( Falkenberg (Oberpfalz) / B 299 ) and the confluence with the former federal road 15 , near today's junction 25 ( Weiden- Süd ).

    The construction of the federal highway 15n is very controversial with regard to its traffic effect as well as due to the landscape and ecological interventions and there is numerous resistance from the population and politics.

    The first plans for a north-south route in eastern Bavaria were tackled in the early 1930s. In the sixties the planning of a continuous motorway connection via Landshut (project name: “Federal Motorway A 93 Regensburg-Traunstein”) started and in 1972 the government of Lower Bavaria initiated the regional planning procedure. With the abandonment of the original target direction south of Landshut to Traunstein, the procedure was suspended.

    With a changed route in the direction of Rosenheim ( Inntal motorway triangle ), the regional planning procedure was re-applied for in 1975 (project name: “Federal motorway A 93 Landshut – Rosenheim”). This procedure was concluded with the regional planning assessment for the Landshut – Rosenheim section by the government of Upper Bavaria (April 22, 1976) and the government of Lower Bavaria (December 22, 1977); this had already been done on December 12, 1975 for the Regensburg – Landshut section.

    On November 20, 1978, this route was determined by the Federal Minister of Transport in accordance with Section 16 of the Federal Trunk Road Act as a route that was positively assessed in terms of regional planning and on July 30, 1980, this route definition was transferred to the B 15 and included for the first time in the Federal Transport Infrastructure Plan 1980 . In 1987 there were the first approved preliminary drafts. Starting in 1989, planning approval procedures were initiated.

    Thus the B 15n replaces the earlier planning of the A 93 , because this was not led south of Regensburg (from Saalhaupt ) to Rosenheim , but to the triangle Holledau ( A 9 ) - the section between the triangles Saalhaupt and Holledau was originally part of the A. 90 planned. The route of the B 15n roughly corresponds to the course of the federal highway 15 , but in some parts at a greater distance. It is therefore possible that after the completion of the B 15n, parts of the B 15 will not be graded into a state road , but will remain as a federal road.

    In 2003 the B 15n was included in the Federal Transport Infrastructure Plan 2003 (BVWP 2003) and in the Bavarian State Development Program (LEP). The cost-benefit ratio was calculated to be 3.2 for the section between the A 93 and A 94 and 3.3 for the section from the A 94 to the A 8.

    In the Regensburg - A 94 section, it was named as a federal trunk road that could be implemented or completed quickly. With the update of the state development plan, the Bavarian State Government (August 2006) formulated the goal of speedy planning and implementation of the B 15 from Regensburg to Rosenheim. In the 2013 state development program, a swift implementation of the Bavarian road construction projects of the BVWP 2003 is required and reference is made to the upcoming 2015 update of the federal transport infrastructure plan. The draft of a route layout submitted on 12th 2013 for the Federal Transport Infrastructure Plan 2030 differed in some sections from the regional planning road from 1976/77. In March 2015 this was replaced by a new draft with two alternative routes.

    Traffic volume

    Counts

    After the completion of the A 93 in 2002 the traffic volume near Regensburg was 60 to 70 thousand vehicles per day.

    Currently, around 10,000 vehicles run on the B 15 (old) and in individual areas up to 18,000 vehicles per day. The heavy load share is up to 27 percent. According to the following diagram, the traffic load in some places is 5,000 vehicles per day. In the Landshut and Rosenheim areas, these values ​​are significantly higher due to the source and destination traffic. The greatest increase in traffic along the B 15 took place between 1970 and 1990, then weakened in the following decade. There was no significant increase in traffic between 2000 and 2010; The source and destination traffic in the Landshut area and above all in the Rosenheim area has increased significantly.

    At the four permanent counting stations on the B 15 at Hof (No. 9113), Maxhütte-Haidhof (No. 9281), Ergoldsbach (No. 9300) and Soyen (No. 9301), the share of trucks in the total daily volume is between seven and 14 percent .

    At the four aforementioned permanent counting points along the B 15, the share of trucks in the total daily volume between 2004 and 2016 (1st quarter) was between 400 at Maxhütte-Haidhof and 2,200 at Ergoldsbach.

    There is currently only one permanent counting point on the B 15 new: Number 9254 Schierling junction. This has been in operation since 2012. In 2012/2013, an average of 6,000 vehicles drove on the B 15 every day. After the completion of the second construction phase to Ergoldsbach (traffic opening on December 2, 2013), traffic increased in the following year. The values ​​for 2015 and 2016 (1st quarter) are almost constant at around 11,100 (peak 15,982) vehicles. After 15.30% in 2014, the truck share decreased to 14.9% in 2015 and was 15.13% in the 1st quarter of 2016. Between the Schierling Nord and Schierling Süd junctions, an average of almost 10,000 vehicles per day ran on the B 15 in 2014 (at peak times up to 13,000). Of these, 1,600 (at peak times up to 2,700) vehicles are assigned to heavy goods traffic.

    Until the release of the B 15 to Kläham near Ergoldsbach on December 2, Ergoldsbach drove through around 18,000 vehicles a day. After that, car traffic in town was reduced by 30 percent and truck traffic by 50 to 70 percent. At the roundabout near Siegensdorf, however, where traffic from the B 15 is being re-routed back to the B 15, residents are complaining of increased traffic noise and the amount of particulate matter. The center of Ergoldsbach is also regularly used by heavy goods vehicles destined for BMW / Regensburg and the Container Terminal / Regensburg. A private traffic census carried out in April, May and July 2015 found 1,482, 1,814 and 1,696 trucks to be high again. Therefore, on October 29, 2015, the municipal council decided that “an application must be submitted to the competent road traffic authority to block the local passage (B 15 old) for heavy goods traffic”. This was rejected by the Landshut District Office. The Ergoldsbach permanent counting point is located in section 1360 of the B 15 between the Kläham junction and the LA 10.In parallel with the gradual opening of construction sections 1 and 2 of the B 15 in 2011 (July / November) and 2013 (December), an increase in the Traffic volume in this area from around 10,000 (2011) to 14,000 (2014) vehicles. Trucks account for about 19 percent of this increase. In the three years from 2014 to 2016, vehicle traffic (truck traffic) averaged 14,142 (2,115) vehicles and is therefore almost constant.

    Forecasts

    The standard cross-section RQ 26 or RQ 28 of the B 15 new (total width of the route of 26 m or 28 m) corresponds to the specifications for low-traffic motorways and city motorways in confined spaces with a capacity of between 20,000 and 60,000 vehicles per day.

    In 2010, the Ministry of Transport assessed the relief effect of federal highway 15new for the neighboring communities along the route from Saalhaupt to Essenbach from source and destination traffic as low.

    The traffic volume on the federal road (national long-distance traffic, local traffic and regional traffic) was assumed to be 30,000–40,000 vehicles per day. In 2007, the federal government reckoned in the case of a continuous expansion of the B 15 from the A 93 to the A 8, a traffic volume between 25,000 and 35,000 vehicles per day and an average truck share of around 15 percent. Around 35,000 vehicles per day were forecast for the Ergoldsbach – Essenbach section. Traffic forecast data mentioned in 2009 with 32,500 vehicles per day also served as a planning basis in 2014.

    In 2010, the Ministry of Transport gave the following figures for the forecast horizon until 2025:

    In addition, with the connection of the B 15 new to the A 92, an increase in inner-city traffic (B 15 / B 299) of up to 6,000 vehicles / 24 hours was expected, which would be reversed if it were continued via the A 92.

    Further assumptions were based on 37,500 vehicles per day with a heavy traffic share of up to 19.4% (approx. 7,300 trucks). According to current forecasts, as of May 2015, the Landshut State Building Authority is assuming 24,000 vehicles per day when the B 15 new is connected to the A 92. After the connection of the B 15 new to the A 92, an increase in traffic on the A 92 is expected.

    A spatial planning evaluation according to Module C of the evaluation methodology of the BVWP 2030 was not carried out for both sections. Concerning urban development importance it says for section 1: “The project has no urban development importance.” For section 2 it also says: “If the measure is considered, there will be only minor differences in traffic intensities compared to the situation in the reference case on all affected sections of the route , occur. Effectiveness or impairments can therefore not be shown. Urban planning potential can therefore probably not be activated or only at a low level. "

    In 2007 the federal government justified the necessity of this road with "the bypassing of the greater Munich area" and "the development and connection of the regions passed through". The southern Bavarian autobahn directorate added that the B 15n would lead traffic flows in north-south direction past the greater Munich area as widely as possible, as these could no longer be managed there. In the State Development Plan 2006 of the Free State of Bavaria, the B 15n is defined as a measure to close a gap in the federal road network in the course of the east-west as well as the north-south transversal due to the increasing volume of traffic due to the eastward expansion of the EU. According to the Bavarian State Ministry of the Interior, it should help "to cope with the increasing transit traffic from the east to the south of Europe" . For this purpose, the A 3, A 93, A 92, A 94 and A 8 are connected to one another within the Bavarian trunk road network. In addition, the B 15n is intended to "increase traffic safety on the existing B 15, particularly in the through-town areas" .     B15 new - bridge between Hofendorf and Winkelsaß

    The federal road has been completed on the first 21.6 km long section between Saalhaupt (A 93) and Neufahrn in Lower Bavaria . The planning approval decision for a four-lane road with a median without hard shoulder (this was later added) was made on August 1, 1994 and a complaint was made. In 2001, a supplementary plan approval decision followed, which was also complained about. In the Federal Transport Infrastructure Plan 2003 , this section was classified under No. 127 as urgent. Filling of earth began in 2005 in the valley of the Große Laber near Schierling and the first of the 43 bridges were built from 2006 onwards. On July 21, 2006, the official groundbreaking ceremony for the future underpass of the KEH 17 district road near Saalhaupt took place in the presence of representatives of the Federal and Bavarian Ministry of Transport. The roadway of the B 15n was made of asphalt construction from Saalhaupt to Schierling and as a concrete roadway between Schierling and Neufahrn.

    B15 new - bridge near Oberndorf

    One of the most noticeable bridges is located in a 22 m deep cut in the Grafenschlag forest. The arch bridge spans the B 15n with a length of 99 m. In the valley of the Kleine Laber , a 273 m long viaduct was constructed using a new construction method to increase its durability.

    In the Federal Transport Infrastructure Plan 2003, the section from Saalhaupt to Neufahrn i. NB with investment costs of € 113.4 million. In 2008, the Southern Bavaria Motorway Directorate estimated it at € 154 million. After completion in 2011, the construction costs amounted to 159.1 million euros, which corresponds to a cost increase of 40 percent. For an additional 14 million euros, the district of Regensburg built the Schierling southern bypass for the connection to the Schierling-Süd junction.

    The B 15n to Schierling-Süd has been accessible since July 26, 2011, and the road to Neufahrn was opened on November 18, 2011.

    Additional junction for Mallersdorf-Pfaffenberg : Between the Schierling-Süd and Neufahrn junctions, efforts are being made to build another driveway in the Mallersdorf-Pfaffenberg area, which could be implemented in conjunction with a truck rest area.     The second 7.2 km long Neufahrn– Ergoldsbach construction section (construction km 33.735 to 39.000) was classified as urgent in the Federal Transport Infrastructure Plan 2003 under number 200. The plan approval procedure started on January 16, 2004. The plan approval decision was made on July 16, 2007. Complaints against this before the Bavarian Administrative Court were rejected on November 4, 2008 and an appeal was not permitted.

    A non-admission complaint was dismissed on April 24, 2009 by the Federal Administrative Court. The start of construction for this second section of federal highway 15n was on August 31, 2009. A total of ten bridges were built for this section. The two largest bridges span with a total span of 179 m over the Dörnbach valley between Oberdörnbach and Unterdörnbach and a total span of 243 over the Goldbach valley near Kläham .

    The funds for this section of the route were made available in February 2012 as part of the Bavarian infrastructure acceleration program. In the Federal Transport Infrastructure Plan 2003, the section from Neufahrn i. NB according to Ergoldsbach with investment costs of € 50.1 million. In 2013, the South Bavaria Motorway Directorate estimated it at € 66.1 million, which corresponds to a cost increase of 32 percent.

    On December 2, 2013, Federal Transport Minister Peter Ramsauer opened this section of the B15 to traffic.

    Additional junction Neufahrn-Süd (LA 25): In 1996, an additional junction south of Neufahrn was rejected by the Federal Ministry of Transport in the viewing note for the preliminary draft of the B 15n for the Schierling-Ergoldsbach section. In 2010 it approved an additional Neufahrn-Süd junction at LA 25 between Neufahrn and Ergoldsbach. Between these localities lies a larger industrial area, which is used roughly equally by both communities. The construction is intended to counteract an increased volume of traffic through these places and their districts ( Prinkofen , Iffelkofen , Jellenkofen).

    In spring 2011 the civil engineering committee of the Landshut district approved their planning. Initially planned for the beginning of 2012, the planning approval procedure for the construction of the junction near Neufahrn with the construction of the LA 25 district road was initiated in July 2014 and concluded at the beginning of February 2016 with the planning approval decision by the Lower Bavaria government. This is followed by the interpretation process for the documents in the municipality of Neufahrn and in Markt Ergolding.

    The total costs are estimated at 4.4 million euros, of which the Federal Ministry of Transport will assume 80 percent and the Landshut district 20 percent. On November 11, 2015, the building committee of the Landshut district included the new feeder to the Neufahrn-Süd junction of the B 15 new (LA 25) in the civil engineering budget for 2016, because according to the Lower Bavaria government, an additional construction project could be subsidized in 2016. The current industrial road on the Neufahrn-Süd industrial park will be expanded in two construction phases to form the future LA 25 district road and connected to the B 15 via a roundabout. Construction of the roundabout began on June 30, 2016. The work should be completed by the end of August. The second phase of construction began in May 2017. Together with the construction of the AS-Neufahrn-Süd, this should be completed by 2019. The total costs were put at around 8.8 million euros. A subsidy from the Free State of Bavaria to the costs of the district in the amount of about 55 percent had been promised. The costs for the district were estimated at 1.6 million euros in 2017. For the bypass road to the Neufahrn-Süd junction (LA 26), 540,000 euros were set in the district's draft budget for 2019. The new driveway was opened to traffic on July 14th. The final cost was 9.3 million euros. The funding from the Free State of Bavaria amounted to 2.1 million euros, which means that costs of 1.27 million euros remained for the district.

    B15 new - height of northern Ergoldsbach

    For the third construction section Ergoldsbach - Essenbach (construction km 39,000 to 48,110) up to the A 92 , the planning approval phase started on September 20, 2005. It was classified as urgent in the Federal Transport Infrastructure Plan 2003 under serial number 201. As part of the planning approval procedure, there were 150 objections including four collective objections. The planning approval decision of the government of Lower Bavaria was issued on December 16, 2011. Initially, this decision was complained about; among other things through the Essenbach market because of the effects on the residential areas in Ohu-Ahrain through a connection of the B 15n to the A 92 in the form of a clover leaf instead of a trumpet solution . The last lawsuits were withdrawn on February 2, 2013. The nine-kilometer construction phase provides for a junction between Essenbach and Unterwattenbach on State Road 2141. The end of the construction phase marks the connection with the A 92 near Ohu . Before connecting to the A 92, the B 15 is lowered again and passed under the A 92.

    The largest single structure is a groundwater basin at Ohu with a length of 970 m, which is necessary for this because of the high groundwater. After the floods in 2013 and the flooding of the Deggendorf motorway junction , the drainage system was designed for a 100-year rain event. Since a failure of the pumping system can be expected to endanger traffic through flooding after 15 minutes, a corresponding traffic system was provided for an automatic closure.

    The first preparatory work began on February 11, 2013 with the clearing in the intersection area of ​​the B 15 and the existing B 15 to enable the construction of a bridge north of Essenbach (planned for autumn 2013). Construction started on July 30, 2013. At this point in time, the Federal Ministry of Transport had not yet provided the necessary financial resources for the main project. At the end of November 2014, in the intersection area of ​​the B 15 with the A 92, the preparatory work (clearing of the wood on the slopes) for the cultivation of the distribution lanes began. The start of the earthworks was set for June 2015. The connection to the A 92 in the form of a “clover leaf” has been approved, while opponents of the B 15 are now calling for one in the form of a “trumpet”. According to the Landshut state building authority, the planned “clover leaf” could be converted into a “trumpet” if further construction to the south does not take place. On January 14, 2015, the South Bavaria Motorway Directorate applied for a new plan approval procedure to change the construction method of the planned groundwater trough in the area of ​​the connection to the A 92. The groundwater trough had become necessary as part of the plan approval process (2005-2011) in order to meet the requirements of natural and noise protection, since a connection was no longer required as a bridge solution, as originally intended, but as an underpass. The amendment decision was made on July 24, 2015. Construction was scheduled to start in spring 2016.

    The schedule for the construction work was as follows:

    On March 1, 2016, construction work began on the Essenbach junction, which will now connect the B 15 with the 2141 state road. Completion was scheduled for spring 2017. In May 2014, the Bavarian State Ministry of the Interior, for Building and Transport, named the destination 2018/2019 as the target for 2018/2019. In mid-2015, it was assumed that a connection would be made in 2019. The preparatory work in 2013 was financed with a volume of € 5 million from funds from the Investment Acceleration Program II Bavaria, which was launched in December 2012. The overall measure was classified in category C in the investment framework plan for the period 2011 to 2015. According to the Federal Ministry of Transport, "Category C projects have the option of starting construction depending on the financing options." In July 2014, the federal government released the funds for the construction. The inauguration of a first section between the Ergoldsbach and Essenbach junctions (connection to State Road 2141) is scheduled for November 19, 2019. The traffic is opened on the following day.

    However, the subsequent section up to the motorway junction with the A 92 turned out to be problematic.At the end of September 2017, the southern Bavaria motorway administration announced that the completion date for the entire structure would be postponed from 2019 to 2020. A month later, 2020 was also in question. The reason for this delay was the difference between the southern Bavarian autobahn directorate and the construction company at the time about the costs of the groundwater tank. As it turned out in July 2018, the legal dispute (as of January 2020, the legal proceedings are still pending.) With a value in dispute in the double-digit million range will lead to a considerable delay in completion; the connection could be postponed until 2024. In September 2018, the Autobahn Directorate South Bavaria announced that the construction company carrying out the work had been given extraordinary notice. The further construction of the groundwater trough had to be put out to tender across Europe. In the meantime, on October 13, 2017, the engineering services for the traffic systems and signposting as well as the traffic barrier at the groundwater trough in the area of ​​the junction with the A 92 were awarded, which will be performed between October 18, 2017 and February 28, 2025 should. At the beginning of June 2019, the work for the extension of the groundwater tank and the completion of the motorway junction were put out to tender. The construction period is scheduled for April 2020 to November 2023. The contract was awarded on December 6, 2019. The resumption of work is planned for April 2020.

    In the Federal Transport Infrastructure Plan 2003, the section from Ergoldsbach to Essenbach (A 92) was estimated with investment costs of € 88.3 million. In 2011, the estimates were raised to 120 million euros due to the complex connection to the A 92. In March 2014, the Southern Bavaria Autobahn Directorate then spoke of € 118.3 million (+ 34 percent compared to the approach from the Federal Transport Infrastructure Plan 2003), and corrected this value a short time later (as of November 2014) to € 182 million, which is an increase of 106 percent corresponds to the original approach. The award value z. B. of the building BW 47-3 groundwater tub Ohu amounted to 40.6 million euros in 2015. With 50 million euros, the groundwater tub has the largest share in the cost increases; further increases resulted from the construction price increases put at 2.5 percent per year. In total, the construction costs of the groundwater tank (structure plus traffic equipment) amount to 84.5 million euros. Additional cost increases due to the construction delays are to be expected.

    Cycle path between Essenbach and Unterunsbach : In the course of the construction of this section of the B 15 new, the two cycle paths between Essenbach and Unterunsbach were cut. The connection west of the old federal highway 15 no longer exists. The second connection could be retained, but was no longer designed as a completely asphalt path as it used to be, but only partly as a dirt road. Talks started in January 2020 between Markt Essenbach and the Autobahn Directorate South Bavaria, in which the Federal Ministry of Transport was involved, led to the result in May that the Bavarian road administration plans to completely pave the road in the summer, with the costs being borne by the federal government.

As part of the construction, an additional space requirement of 11,000 square meters is expected. Initially, the initiation of a plan approval procedure for summer 2018 was discussed. But then this was superfluous. In July 2018, it was agreed between the Landshut district and the Free State of Bavaria that the Southern Bavaria Autobahn Directorate would assume the resulting additional costs. The district road must be expanded from 6 m to 6.5 m in width. In addition, a traffic light system will be set up at LA 7. The costs on the district side for a 900 m long section near Ohu are estimated at 50,000 euros. The tender for the corresponding construction work was carried out in March 2019. The construction work was carried out between June 3 and August 2, 2019, during which the LA 7 was completely closed to traffic. The costs of the provisional connection amount to 1.6 million euros.

    Relocation of LA 7 : In April 2013, the government of Lower Bavaria granted permission to relocate the existing LA 7 district road, which would be newly cut by the B 15 route, over a distance of 1,267 meters. The plan approval of this project required a corresponding change to the plan approval of the B 15 new. Originally it was planned that the B 15 would be led over the LA 7 by means of a bridge. Their relocation cost 9.4 million euros. The laying of the supply lines (20 kV overhead lines and medium voltage lines) required for this cost the Essenbach store € 126,000.     The 15.5 km long fourth construction section from Essenbach (A 92) to Geisenhausen (B 299) is classified in the Federal Transport Infrastructure Plan 2003 as a further requirement with planning rights. The planning phase began in 2005 at the Southern Bavaria Autobahn Directorate. From the motorway junction with the A 92 near Ohu, the route was originally planned to run in a groundwater trough with a 320 m long housing between the railway line and State Road 2074, to cross the Isar on a 395 m long bridge and the route past Auloh at Stallwang the Isarleite continue up and past Wölfelkofen to Geisenhausen. Two junctions are planned between Essenbach and Geisenhausen on the LAs 14 district road (towards Landshut) and on the ST 2045 state road near Adlkofen.

    In 2002 it was clear that the crossing of the Isar slope is particularly difficult in terms of nature conservation. The reason is a fauna and flora habitat located in this area ( former training site Landshut with Isarleite  - built in 2001). Therefore, the route between the district road LAs 14 and Adlkofen is to be led in a 2.1 km long tunnel near Eisgrub. Quaternary gravel, tertiary gravel, sands and clays are found in this area. Therefore, between 2007 and 2008, a geological, geotechnical, environmental and water management investigation was carried out for a two-tube tunnel with two lanes each. It showed an “alternating bedding and interlocking of cohesive and non-cohesive loose rock”, the position of which is difficult to determine. In addition, up to three groundwater levels were identified. The subsoil is very heterogeneous and therefore poses a great challenge. The preliminary planning for this tunnel was submitted to the Federal Ministry of Transport for approval in February 2009 and was approved in February 2012. In this area, a large difference in height has to be overcome. Mathematically, this results in a value of around 4 percent for the gradient (longitudinal slope) in the area of ​​the tunnel (for comparison: in the section of the A 92 between the Altdorf and Landshut-Nord motorway exits, the difference in altitude is between 2.3 and 2.4 Percent). A gradient of 4 percent corresponds to the design class EKA1 A according to the rules for the construction of motorways. In the case of longitudinal slopes greater than 2 percent over a length of more than 500 meters, it must be checked whether additional lanes may be required.

    In the Federal Transport Infrastructure Plan 2003, the section was estimated at investment costs of € 98 million. As a result of the route change with the construction of the tunnel near Eisgrub, the estimated costs rose to € 312.7 million. In 2007, the federal government estimated the costs for the Isar bridge at 20 to 25 million euros and for the tunnel at around 100 million euros. In September 2011, people were already talking of 120 million euros (for comparison: the 1,470 m long Josef Deimer tunnel near Landshut with a tube with two lanes and no hard shoulder cost 66 million euros). At the 122nd meeting of the Regional Planning Association in Landshut on November 10, 2011, they spoke of € 350 million. After the construction costs for the groundwater trough have already risen by 50 million euros in the current third construction phase, cost increases can also be expected for the construction of the second part of the groundwater trough in a fourth construction phase. In the course of the discussion about the east-south bypass Landshut , estimates were made for the total construction costs of 250 to 500 million.

    On March 4, 2014, the Bavarian State Ministry of the Interior announced that it was preparing the planning approval documents for construction and transport . For this purpose, it has registered the construction section "Essenbach (A 92) - Geisenhausen (B 299)" as a sub-project of the project "B 15n, A 92 (Landshut) - A 94 (Schwindegg)" for the 2030 federal traffic route plan. As of February 2014, no statement could be made on the date of the start of construction or completion. In the case of a classification in urgent need, the plan approval procedure should be applied for. Its duration is also dependent on a lawsuit that cannot be ruled out. Further construction can only take place after a final planning approval decision has been made, provided that the appropriate budget is available. The initiation of such a plan approval procedure requires the clarification of the further route from Geisenhausen, especially in the Velden-Schwindegg section, and thus a new regional planning procedure. This is fundamentally necessary because after almost four decades the old spatial planning route is no longer valid. In addition, an environmental impact assessment and changes to the regional plan are necessary.

    Route according to BVWP 2030

    On January 19, 2015, Interior Minister Herrmann announced the end of the construction of the B 15 new. Alternatively, the section should be continued as an east-south bypass Landshut to the old B 15. At the same time, discussions have been going on for years about an Osttangente Landshut , which should connect this area to the B 299. On January 30th, Prime Minister Horst Seehofer announced that a route based on the existing regional planning road from 1977/78 would be registered for the Federal Transport Infrastructure Plan 2030. Alternatively, the expansion of the B 15 to Haag should be examined. Furthermore, an east-south bypass Landshut from the B 15 new / A 92 with Isar crossing and tunnel at Eisgrub with a four-lane connection to the B 299 and a two-lane connection to the B 15 should be urgently needed, the cost of which is 250 to 300 million euros were appreciated. If Bavaria's Transport Minister Joachim Herrmann was aiming for construction to start in 2020 for the section between A 92 and A 94 in mid-2014, he corrected himself in July 2015 and named the year 2030 as the earliest date; The Bund Naturschutz even spoke of 2034, should not be sued.

    As part of the registration for the BVWP 2030, the following route was assessed: Initially, this follows the previous route from the A 92 in a groundwater trough but without housing. After the connection to LAs 14, it crosses the Isarhangleiten with two tunnels compared to the previous plan: a shorter tunnel at Eisgrub and a tunnel between Birnkofen (municipality of Adlkofen) and Frauenberg (city of Landshut). Up to this point, the course roughly corresponds to the previous planning from the approved preliminary draft (continuation from Essenbach A 92 to Geisenhausen) of February 6, 2012. Now it is turning to the west. A sub-plan-free junction is planned between Kleinreit and Sittlerhof on State Road 2045. In the further course it is to be connected to the B 299 between Vogel and Gammel. In a second section, it is to be connected to the B 15 between Hachelstuhl and Hausberg. This variant with the two significantly smaller tunnels of 255 m and 395 m in length was also discussed in the context of the dialogue forum “East-South Landshut bypass”. In the meantime (as of the end of 2016) there is talk of an ascent to the Isarhangleite and its bridging with an approximately 500 meter long viaduct with a 4.5 percent gradient and only one approximately 400 m long tunnel near Frauenberg. In the Ohu area, an embankment of six meters is currently planned as a noise protection measure, the cost of which is estimated at around two million euros. As an alternative to this, politicians are discussing an enclosure (“lid”). In the currently initiated spatial planning procedure, "a cover (= housing) on ​​the trough of the groundwater trough is not yet provided for".

    A benefit-cost ratio of 4.0 was determined for the 10.9 km long first section and> 10 for the 6.5 km long second section. In accordance with the Federal Transport Infrastructure Plan 2030 passed by the Federal Cabinet and the draft of a sixth law to amend the trunk road expansion law, which was discussed in the first reading at the 190th session of the Bundestag on Thursday, September 22, 2016, this section is no longer part of a B 15n , but the B 15.

    The budget for the two sub-routes registered for the BVWP 2030 was put at € 260 million. Significant increases in costs are already to be expected, since both the Essenbach market and the Landshut district, for noise protection reasons, are making demands for the B 15n route from the motorway junction with the A 92 to be encased in a groundwater trough; the places Ohu and Ohu settlement cut up. The same has already been addressed to politicians in the Transport Committee of the Bundestag and to Transport Minister Dobrindt. The Federal Ministry of Transport and Digital Infrastructure does not rule out the assumption of costs, provided that such measures are "necessary and technically justified" and the principle of "economic efficiency and economy is sufficient".

    On November 19, within the framework of a European tendering process with a submission deadline of December 15, the State Building Authority Landshut tendered engineering services for the eastern bypass of Landshut: B 15 new east-south bypass Landshut project planning traffic facilities BA I and II . The tender (B16E7727001-02) followed on December 22, 2016, which includes the creation of an accompanying landscape maintenance plan (LBP) for construction sections I and II for the design and approval planning, and on February 13, 2017 the European tender (B16E7727001-03 ) for the object and structural planning of the K 49/1 building as an approx. 400 m long eight-span Isar bridge.

    The documents for a regional planning procedure were in preparation in December 2016. The aim is to complete this by mid-2017. For the beginning of 2017, an information event is planned by the district on the subject of the "East-South bypass Landshut". On March 10, the government of Lower Bavaria initiated the regional planning procedure at the request of the Landshut State Building Authority. The subject of the proceedings is exclusively the route of the east-south bypass Landshut . The necessary new construction and expansion measures for the further course up to the A 8 near Rosenheim are to be clarified during the term of the BVWP 2030. On February 8, 2018, the regional planning procedure was concluded with a positive regional planning assessment for plan cases 1b and 1c. Plan case 1a and the dam solution for crossing the Isarleite and the sub-variant south near Altfraunhofen were rejected. There are considerable reservations about this result in the communities of Adlkofen, Altfraunhofen and Geisenhausen, which were articulated at a meeting of the mayors with District Administrator Peter Dreier in March 2018.

    As a possible date for the initiation of a plan approval procedure for the first construction section of the eastern bypass Landshut from the motorway junction of the B 15 new with the A 92 with Isar crossing to LA 14 was on May 22, 2017 at the fifth meeting of the dialogue forum east-south bypass Landshut Summer Called 2018. A prior clarification of the further course of the route is not considered necessary for this. Corresponding planning work for this has been put out to tender and has already been awarded (B16E7727001-01, -02, -03 and -04). Since the route examination is still ongoing after the regional planning procedure has been completed, the previous date for the plan approval procedure could not be kept.

    On December 13, 2018, the Landshut State Building Authority held an information event for the first construction phase of the eastern Landshut bypass while the preparation of the documents for its planning approval procedure was in preparation. It was planned to apply for it in 2019, but the application documents were not ready until early 2020. Another information event took place on January 30, 2020. Since the event in December 2018, the nature conservation documents in particular had been revised and specified. On January 21, 2020, the city of Landshut and the communities of Essenbach and Niederaichbach received the planning approval documents from the government of Lower Bavaria. On May 29, the objection period against the first 1.8 km long construction section, starting from the motorway junction with the A 92 crossing the Isar to LAs 14, ended. A total of 1,244 objections were raised. After inspection by the government of Lower Bavaria, the Landshut State Building Authority now has the opportunity to comment. Subsequently, the government of Lower Bavaria examines and evaluates the objections and the statements of the developer.

    The investment master plan for 2016 to 2020 is still in progress. At the moment, a total of 408 million euros has been set for requirement plan projects in Bavaria in the 2018 budget. For medium-term financial planning, the amounts for the following years are EUR 313 million (2019), EUR 279 million (2020) and EUR 289 million (2021).

    The other sections of the route were classified as follows:

    At the information meeting in Landshut on February 17, 2009, the cost of the 9.8 km long Geisenhausen – Haarbach section including the so-called “Vilstalspange” to the B 388 was estimated at 60 million euros. The procedure since 1999, because the planning approval decision of February 16, 1991 had been sued before the Bavarian Administrative Court and the Federal Administrative Court . The suspension of the proceedings ended on December 14, 2011 with a decision of the Bavarian Administrative Court and on January 26, 2012 the planning approval decision was revoked by the government of Lower Bavaria, which resulted in a review of the route concept south of Vilsbiburg up to the A 94 / B 15 as part of a new regional planning procedure makes necessary. This is fundamentally necessary because, after almost 40 years, the old spatial planning line is no longer valid. Initially, the plan was to move the Geisenhausen-Haarbach section forward. From 2011 the construction from Geisenhausen to Velden was planned.

    The 15 km long section Velden – Schwindegg with a connection to the section of the A 94 currently under construction is classified as a further requirement in the Federal Transport Infrastructure Plan 2003, but categorized as having a high ecological risk. Planning work does not take place. The problem here is the crossing of the Isental , which is classified as an FFH area . The route from 1978 is in conflict with this. In 2000, as part of a spatial sensitivity study, corridors were determined for a route.

    The total costs for the Geisenhausen to Schwindegg area were estimated at 450 million euros in 2012.

    For the 55 km long section south of the junction B 15n with the A 94 near Schwindegg to the A 8 near Kolbermoor, there is also no planning work. The construction costs are estimated at 440 million euros. A new regional planning procedure is required. In the BVWP 2003 this area was divided into two sections: Schwindegg (A) 94) - Rechtmehring (B 15) and Rechtmehring (B) 15) - Kolbermoor (A 8). In 2011 there were three sections:

    • Section 1: Schwindegg to Rechtmehring (B 15),
    • Section 2: Rechtmehring (B 15) to Pfaffing (B 304)
    • Section 3: Pfaffing (B 304) to Kolbermoor (A 8 east).

    The Bavarian State Government registered three sections in this area for the BVWP 2015, which is currently being drawn up.

    If Bavaria's Transport Minister Joachim Herrmann did not expect construction of the section between A 94 and A 8 to start before 2030 due to the financial resources of the transport budget, he announced on January 19, 2015 that a corresponding extension would be terminated. Eleven days later, Prime Minister Horst Seehofer announced that a route based on the existing regional planning route from 1977/78 and, alternatively, the expansion of the B 15 to the Federal Transport Infrastructure Plan 2030 would be registered by Haag. South of Haag, it should then follow the existing road of the B 15 including the Rosenheim western bypass to the A 8.

    The framework investment plan for 2016 to 2020 is currently in progress. For requirement plan projects in Bavaria, a total of 408 million euros was set in the 2018 budget.     In the course of the 11th update of Chapter B VII Traffic and Communications (change of the route of the B 15 new, which was secured by regional planning, the section south of Haag i.OB to the A 8 and further to the A 93), the area to be kept free was restricted as follows: " New route B 15 between the regional border in Buchbach and the connection to the B 15 south of Haag i.OB. ”. The previously reserved area between Rechtmehring and Raubling was deleted.

    Route according to BVWP 2030

    The main project B015n Landshut (A 92) - Rosenheim (A 8) (B015-G999-BY) was classified in the first ministerial draft in the further need with planning rights. The determination of a route through the state of Bavaria is still pending. The evaluation was therefore carried out on the basis of a fictitious route for which the benefit-cost ratio was 5.2. The total length was set at 55 km. A two- or three-lane new building was assumed as the building type. The resulting project costs were estimated at EUR 250 million. The starting point of this main route is the connection to the east-south bypass Landshut (B015-G070-BY-T01-BY / B015-G070-BY-T02-BY) on the B 15. The end point is the start of the west bypass Rosenheim (B 15 ). The Bavarian State Ministry of the Interior, Building and Transport, stated the following in a statement on the length and cost information provided in the project profile: “The total project costs do not correspond to the costs of 429.8 million euros reported by BY. [...] The specified route length probably covers the section south of Landshut to south of Haag and therefore does not match the graphic representation on the map. "

    In the course of the revision of the draft bill, the building type was expanded to include two or four-lane new buildings and the project costs were reduced to EUR 216.9 million. According to the Federal Transport Infrastructure Plan 2030 passed by the Federal Cabinet and the draft of a sixth law to amend the trunk road expansion law, which was discussed in the first reading at the 190th session of the Bundestag on Thursday, September 22, 2016, the three-lane new building was also built alongside this section Lengdorf bypass (B015-G070-BY-T06-BY) included as a sub-project of the B 15n at a cost of 33.1 million euros. The latter had previously been listed as part of the B 15 when the project was registered.

    Federal Transport Infrastructure Plan 2030

    On March 12, 2013, the Bavarian Ministry of the Interior submitted a registration route for the Federal Transport Infrastructure Plan 2030 (until March 2016 referred to as the Federal Transport Infrastructure Plan 2015). After there was clear resistance from politics and the population, an alternative route was presented on December 6, 2014 in Hinterberg near Dorfen, to which Florian Oßner, member of the Bundestag, discussed an additional route variant on January 14. Since these route proposals were not able to reach a consensus either and after it had become apparent that the necessary financial means would not be available for a further construction in the foreseeable future, the Bavarian Minister of the Interior Herrmann announced on Monday, January 19, 2015, in the cabinet the end of the further construction the B 15 new and the withdrawal of the previous registration route. To this end, the existing B 15 between Landshut and Rosenheim is to be expanded. Likewise, the plans for a continuation of the B15 are to be continued from the A 92 in an east-south bypass of Landshut to the old B 15. The western bypass around Rosenheim is also to be continued.

    After talks with CSU politicians from the affected districts in the State Chancellery on January 29, 2015, Prime Minister Horst Seehofer, contrary to the cabinet decision made in January, advocated the inclusion of the B 15 in the Federal Transport Infrastructure Plan 2030 and on January 30 announced two routes including eastbound Register the southern bypass of Landshut. The cabinet decision followed on February 3, 2015.

    Registration took place at the end of March in the form of a corridor. Based on an east-south bypass Landshut, two alternative route proposals were submitted for evaluation:

    • a new building route in the spatial planning corridor between Landshut and Haag

    • an expansion of the existing B 15 with bypasses
    (Project B015-G070-BY).

    In the first ministerial draft for the Federal Transport Infrastructure Plan 2030, a total of four new B 15 projects are named. These are listed in three categories:

    • New projects - further needs with planning rights (WB *)

    Two projects are listed with the road number B 15 new in the categories FD and WB * and another two projects are listed as B 15 in the category VB and thus without a priority level for congestion removal (VB-E). These are the following projects:

    For the first two sections of an east-south bypass Landshut and for the section south of Landshut to Rosenheim, the land use is stated as follows:

In the project dossier it says: “It bypasses the city of Landshut to the east and runs over agitated arable land with forest areas. An FFH area is crossed at the narrowest point, but considerable impairment is likely. The project spans the Isar and the ÜSG with a long bridge. In the area of ​​the Isar there is a national habitat corridor (wet) and core areas as well as large areas (BfN) (dry, wet and forest habitats). Large mammal habitats (BfN) are located in the entire project area. Because of the high level of impact on Natura 2000 and because of the impact on the BfN habitat network, the project has a high potential for conflict. "

    The benefit-cost ratio of the three new building sections is essentially determined by:

The costs relevant to the calculation of the benefit-cost factor ( “present value of the investment costs relevant to the valuation” ) are put at 172.0 million euros. For the section from the B 299 to the B 15, a benefit of 544.087 million euros is given for the three parameters mentioned and the costs are estimated at 37.7 million euros.

    Since the main project B015n Landshut (A 92) - Rosenheim (A 8) (B015-G999-BY) could only be assessed on the basis of a fictitious route in the absence of a concrete route proposal, the following sub-projects were not assessed, classified as uneventful or were Variant eliminated:

    The publication of the draft bill was followed by a six-week public participation. Around 1,800 objections, which corresponds to 4.5% of all entries, related to the B 15 new. After evaluating the comments received, a revised cabinet draft was available in which the B 15new plans were included in their previous requirement classification. In the course of the revision, the three projects east and south bypass Landshut and south Landshut to Rosenheim were classified in connection function level (VFS) 1 (regional centers). For the project south of Landshut to Rosenheim , the construction goal was also changed to two or four lanes and the cost estimate was reduced from € 250 million to € 216.9 million. In addition, an additional project with the Lengdorf bypass (B015-G070-BY-T06-BY) was started. After the departmental coordination at the end of July 2016, the federal cabinet approved the plan on August 3, 2016.

    Alternative route proposal (December 6, 2014)

    Alternatively, Minister of the Interior Hermann put a new route proposal up for discussion on December 6, 2014 at a traffic conference in Hinterberg near Dorfen, which is six kilometers shorter than the previous registration route. If the previous route led via Adlkofen, Geisenhausen, Velden and Schwindegg to the A 94, it now first passes Adlkofen and Kumhausen and then joins the A 94 parallel to the existing B 15 past Vilsheim, Taufkirchen and Dorfen. A cost estimate is not yet available.

    The proposal provides for the following route sections:

    • Landshut / Kumhausen bypass (approx. 16 km)
    • Section Kumhausen / Taufkirchen (approx. 17 km)
    • Taufkirchen bypass (approx. 8 km)
    • Dorfen bypass (approx. 5 km)
    • St. Wolfgang bypass (approx. 8 km)
    • Haag bypass (approx. 8 km)

    Talks with the citizens of the affected regions and the Federal Minister of Transport regarding the adjustment of the registration route to the 2030 Federal Transport Infrastructure Plan are planned for spring 2015. The further planning work is to be transferred from the South Bavaria Autobahn Directorate to the locally responsible state building authorities in Landshut, Freising and Rosenheim.

    As a result, at the end of December 2014, District Administrator Peter Dreier invited the mayors of the affected municipalities from the Landshut district as well as representatives of the city of Landshut to a meeting, which took place on January 23rd. A coordination meeting between the mayors concerned was agreed for January 22, 2015. The alternative route proposal was jointly welcomed and an open examination of the route was requested.

    The CSU Bundestag member Florian Oßner brought up another optional route on January 14, 2015. The central point was a four-lane east-south bypass from Landshut starting from the B 15 new / A 92 with connection to the LAs 14 and the B299 at Berggrub. The Isarhangleite was crossed as planned with a tunnel at Eisgrub. A two-lane continuation was planned from the B 299. South of Grammelkam it met the existing route of the B 15. Both sections have a total length of 16.3 km. The first section with the Landshut bypass up to the B 299 was considered feasible by 2025, both sections together by 2030. Their possible costs were estimated at 310 million euros. Subsequently, a three-lane expansion to the north of Taufkirchen was planned for the B 15, where it met the B 388. For the next 13 km, the construction of a new three-lane route was planned to bypass Taufkirchen and Dorfen to the west, before connecting to the A 94.

    "Seehofer variant" (January 30, 2015)

    Prime Minister Horst Seehofer proposed two alternative routes (January 30, 2015).

    After a discussion in the State Chancellery between more than 20 CSU mandate holders with Prime Minister Horst Seehofer, the State Chancellery announced on January 30, 2015 that it would register two routes for the Federal Transport Infrastructure Plan 2030: One route to Haag included the extension of the existing B 15, in some cases to three lanes with bypasses, while the other leaned on the existing regional planning road of the B 15 new from 1977/78. It should then be checked which of these two routes can be implemented. South of Haag, it should follow the existing road of the B 15 including the Rosenheim western bypass to the A 8, which was to be expanded to three lanes in parts. With an east-south bypass Landshut, which should be registered for urgent needs, a four-lane connection between the B 15 new / A 92 and the B 299 and then a two-lane connection to the B 15 was planned. A corresponding cabinet decision was made on February 3, 2015. With this, the further east running reporting route from March 12, 2013 in the Landshut and Mühldorf districts was revoked and a route proposed on December 6, 2014 west of the B 15 was no longer pursued. In February 2015, the proposal was concretized to the effect that bypasses should be created along the B 15 at Taufkirchen, Dorfen, St. Wolfgang and Lengdorf. A partially three-lane expansion of the B 15 was refrained from. For the Federal Transport Infrastructure Plan 2030, only a placeholder route (without an exact route) should be registered in March with justification of the supra-regional importance of the road construction project and a cost estimate. It was then planned to start a public forum from April with the development of concrete route proposals by the state building authority with the involvement of the communities concerned.

    In its statement on the regional planning procedure for the east-south bypass in Landshut, the district committee of the Landshut district introduced an expanded route concept. This provides:

    • a new four-lane building from the A 92 to the B 299 (similar to the eastern bypass Landshut of the ROV routes 1a / 1b),
    • followed by a four-lane expansion of the B 299 to Geisenhausen,
    • the fastest possible further construction of the B 15new east of Geisenhausen on the east corridor to the B 388 near Velden and
    • a southern bypass close to the city from the B 299 to the B 15 (similar to the southern bypass Landshut of the ROV route 1a) but with a junction at Niederkam for a later connection to a western bypass Landshut .

    Spatial effectiveness analysis

    For the first time with the BVWP 2015, the results of a spatial efficiency analysis are also taken into account when evaluating the registration routes. The spatial effectiveness analysis for the federal traffic route planning 2015 produced the following results for the Bavarian / East Bavarian area for motorized individual traffic (MIT):

    • The linear speeds between the metropolitan regions resulted in a very good connection quality for the accessibility of Munich from Stuttgart, Nuremberg and Prague as well as a good accessibility from Vienna.
    • The results for the connection of the Landshut regional center and the eastern Bavarian regional centers to the Munich metropolitan region were also consistently very good .
    • The connection between the regional centers showed a very good quality of connection to Landshut from Ingolstadt, Freising, Regensburg, Staubing and Deggendorf. The connection quality was good for Rosenheim. After Passau and Burghausen this is satisfactory .

    The following values ​​were determined for rail passenger transport (SPV):

    • The linear speeds between the metropolitan regions resulted in a very good connection quality for the accessibility of Munich from Stuttgart and Nuremberg. The one from Vienna was classified as good and that from Prague as sufficient .
    • The results for the connection of the Landshut regional center and the eastern Bavarian regional centers to the Munich metropolitan region were also consistently very good .

    Regensburg and Straubing were identified as freight transport locations of supra-regional importance. Landshut is not included here, although in 2014 it was already in tenth place among the transshipment stations for rail-road freight transport.

    With regard to accessibility deficits, the following was determined:

    • Motorways: up to 15 minutes (best category) for the Landshut area and mostly 15 to 30 minutes (second best category) for the eastern Bavarian region.
    • Airports: Landshut is in the best category with less than 30 minutes . Otherwise, the Landshut or East Bavarian area is divided into two parts: 30 to under 60 minutes (western half) and 60 to under 90 minutes (eastern half).
    • Regional centers: In the triangle between Regensburg, Landshut and Deggendorf as well as in the Rosenheim area, the accessibility of the regional centers by car is given as less than 15 minutes (best category) or between 15 and less than 30 minutes (second best category). In the area around Burghausen these values ​​are 30 to less than 45 minutes and 45 to less than 60 minutes . The situation is similar with rail passenger transport. But here the travel times are considerably higher.
    • IC / ICE rail traffic: The Landshut area and the East Bavarian area do poorly here. The journey times by car to the nearest IC / ICE train station are usually 30 to over 60 minutes. When traveling by train, these times are significantly longer.

    The “regional population potential” is weighted as low in Eastern Bavaria in 2030 , while it is classified as medium in the Landshut area and around the Munich metropolitan region and as high in Munich itself .

    Comment: For the two sections registered as the east-south bypass Landshut from the A 92 via the B 299 to the B 15, no spatial planning assessment according to Module C of the assessment methodology of the BVWP 2030 was carried out.

    Conservation measures

    One and a half years after completion, the section between Schierling and Neufahrn had to be rehabilitated. The reason was defects in the expansion joints of the concrete roadway.

    In the course of closing the gap through the third construction phase, the Lower Bavaria police headquarters are planning to reorganize the responsibilities for the B 15, the A 92 and the A 93. In future, the APS Wörth and the Landshut traffic police station (VPI Landshut) will be merged. This and the increased need for personnel due to the connection of the B 15 new to the A 92 make additional space to the existing administration building necessary. The Landshut district favored an area near the future district office near Essenbach as the location. On July 16, 2019, the district committee approved the sale of a 6,000 square meter area to the Free State of Bavaria for this purpose.

    As of summer 2020, there are no parking, refueling or rest areas along the B 15neu.     Since 2004, the initiative “Citizens for Landshut” (BfL) has called for the construction of the B 15 new. In 2008 she addressed a resolution to State Secretary Heike in the Bavarian Ministry of the Interior. In 2014, she turned to the Bavarian Interior Minister Herrmann and the Federal Minister of Transport Dobrindt. In April 2013 the “ Pro B15 neu ” initiative was founded, which advocates the rapid expansion of the B15 new to Rosenheim. It does not raise membership fees itself, but is financed by the Society for the Promotion of Environmentally Friendly Road and Transport Planning (GSV), a lobby association for the road construction industry. In September 2013 the Landshut citizens' initiative "LA-Ost-staufrei" pledged its support for their concerns at a meeting with " Pro B15 neu ". She had applied to the regional planning association Landshut to join the initiative. However, this was unanimously rejected on December 3, 2013 at the 127th meeting of the planning committee.     In March 2012, the Landshut Regional Planning Association decided to support a resolution by the Ergolding market and the city of Landshut to continue building up to the A 94. The IHK committees in Upper and Lower Bavaria have issued a resolution for the B 15 new, supported by almost a hundred companies. The Bavarian Economic Advisory Board also supports the project.     In December 2014, the citizens' initiative “no B15 new in the district of Erding” was founded, which rejects the construction of a new B 15 by the district of Erding, but supports the construction on the spatial route in the district of Mühldorf. On August 31, 2009, the citizens' initiatives and those affected from the southern district, mainly from the Adlkofen area via Geisenhausen to Vilsbiburg, protested against the planned fourth construction phase, in which the entire width of the road was symbolized with 27 people next to each other. On July 23, 2013, an online petition to the Transport Committee of the German Bundestag and the Federal Ministry of Transport was launched. By the deadline, 12,343 signatures (11,485 of them from Bavaria) had been collected, which were handed over to the State Secretary in the Federal Ministry of Transport, Dorothee Bär , on March 11, 2014 . Following a call by the citizens' initiative, on May 10, 2014, a total of 35 municipalities in four districts burned warning lights along the planned route 206 as a sign of resistance. Gerhard Eck, State Secretary in the Bavarian Ministry of the Interior, received postcards from 6,000 citizens in July demanding that the new B 15 be deleted and that alternative road construction measures be implemented. On July 26th, there was also a protest march through the Vilstal to Adlkofen, during which 10,000 logs were collected, described with the wishes of the residents, in order to bring them to the Munich Ministry of the Interior the following day. On January 10, 2015, another campaign with 420 warning lights took place in five districts. On January 12, 2015, an information event of the B15-neu opponents attended by almost 500 citizens took place in Vilsheim, and another on January 15, 2015 in Geisenhausen. On January 18, another protest event with a star march to the planned route of the B 15 new near Vilsheim took place with 300 participants. The most recent establishment of a citizens' initiative ("Stop B15 new - not here and not elsewhere") took place on June 18, 2015 in Erding. On September 26, 2015, a fire warning took place for the third time. At the end of 2016, the citizens' initiative “Citizens against the B 15 new in the Kleiner Vilstal” is active in the Altfraunhofen and Geisenhausen area. In January 2017, the community of those affected and opponents of the B 15 new and the citizens' initiatives (Stop B 15 new) submitted a complaint to the EU Commission regarding the implementation of the Federal Transport Infrastructure Plan 2030 with regard to public participation, the variant examination and the evaluation of the three projects submitted for the B 15 new .

    The BN district group Landshut of the federal nature conservation in Bavaria , however, has been active for many years as well as the BN district group Rosenheim and the district association Freising / Erding / Dachau e. V. of the Verkehrsclub Deutschland considers the project to be unnecessary. Both the Federation of Nature Conservation in Bavaria and the citizens' groups are calling for the B 15 to end at the A 92 motorway.

    Protest also takes place where the B 15n is already in operation or is currently ending. Residents at the roundabout near Siegensdorf, where traffic from the B 15n is re-routed to the B 15, complain about the lack of noise protection and the increased volume of particulate matter. A list of signatures of the 24 people affected was presented to the Ergoldsbach market and the state building authority.

    The Bavarian Farmers' Association is critical of the construction of the B 15n with regard to the use of agricultural land and in 2014 launched a poster campaign entitled “No fields and meadows for the B 15n”.

    Statements from local authorities

    Cities, municipalities and administrative communities

    2009: In Adlkofen (September 21st) and Geisenhausen (September 24th) local council resolutions were obtained calling for an immediate stop to planning and the deletion of the Essenbach – Schwindegg section from the federal traffic route plan.

    2010–2013: A similar decision failed on April 8, 2010 in Velden due to a tie in the local council. Markt Essenbach (2012), the communities of Rechtmehring, Pfaffing (March 2013), Albaching, Bad Aibling, Kolbermoor , Markt Gars a. Had passed further resolutions against the further construction of the B 15n . Inn (October 9, 2013) and Tuntenhausen (end of 2012). In addition to the request made by the Aßling local council in December 2012 to remove the new B 15 from the Federal Transport Infrastructure Plan 2030, the local council decided on June 18, 2013 to apply for this at federal level as well.     2014: On March 13, the Tuntenhausen municipal council dealt with the 18th amendment to the land use plan for the removal of the B 15 new in the Tuntenhausen municipal area . Resolutions against the planned B 15n were made in April by the communities of Heldenstein and Soyen and Wurmsham (April 14), in May by the city ​​of Wasserburg and in June by the communities of Oberbergkirchen and Lohkirchen . On June 26th, the local council of Edling passed a resolution against further construction . The councils of the municipalities of Ramerberg and Rott am Inn (July 10th) also called on the Free State of Bavaria to end further planning in the summer. The municipal council of Markt Buchbach rejected a new B 15 by resolution of December 9th, the council of Obertaufkirchen on December 10th. Also in December, the Holzland communities Hohenpolding , Inning am Holz , Kirchberg and Steinkirchen unanimously rejected the construction of the new B15 in the Erding district. In Dorfen there was a corresponding majority decision on this. On December 22nd, the Vilsheim municipal council also passed a resolution against it.

    2015: On January 8, 2015, a citizens' meeting with around 300 listeners took place in Kumhausen on Bundesstraße 15n. Also in January, the municipal councils of Kumhausen and Tiefenbach unanimously passed new resolutions against a western route of the B15. In January, Markt Essenbach reaffirmed its rejection of continuing the B 15 through the village of Ohu beyond the A 92, which it had already voiced in 2012. An offset solution is advocated, which, unlike a motorway junction, would allow a continuation past Ohu. In a resolution of January 30, 2015, the Landshut city council endorsed the further construction and especially the inclusion of the east-south bypass Landshut up to the B 299 in the "Urgent Need Plus" of the 2015 Federal Transport Infrastructure Plan. As part of the update of the regional plan for the area of ​​south- east Bavaria, which runs until the end of August, the Reichertsheim municipal council decided to apply for the route of the B 15 to be deleted from the regional plan. At the beginning of April there was again a majority decision by the Dorfen City Council, which spoke out against an expansion of the B 15 old close to the existing situation and called for a planning stop of the B 15 new on the A 92 near Landshut, as long as the further planning of the B 15 new was not on the previously spatial east route at Schwindegg.

    2018: As a reaction to the result of the regional planning assessment in the course of the regional planning procedure, another resolution was passed by the municipality on March 19, 2018 in which route 1c was rejected. In the event of a corresponding planning on the basis of route 1c, the mayor made it clear that “the municipality wants to exhaust all possible steps to take action against such a realization”.

    District meetings

    The district councils of Rosenheim and Ebersberg had passed further resolutions against the construction of the B 15n. At the end of October 2014, the district council of Mühldorf am Inn approved requests from the CSU , SPD and Greens to reject the current registration route for the Federal Transport Infrastructure Plan 2030 and to commission the search for a new route that takes into account the respective local traffic volume when dimensioning.

    In response to the alternative route proposal of December 6, 2014, the district council of Erding rejected “a parallel route to the existing B 15 through the district of Erding” with a resolution of December 15, 2014 . On March 2, 2015, the Landshut district council voted with seven votes against “taking into account the financial feasibility and environmental compatibility for the immediate further construction of the B 15 new (open to variants) south of the A 92, for an east-south bypass from Landshut with a connection to the B 299 or B 15 old. "

    On July 22nd, 2020, the district committee of the Mühlheim district gave a vote “against any new B 15 construction by the Mühldorf district and for the expansion of existing road connections”. Two days later, the district council voted 51: 5 across all parties for a resolution that rejects the further construction of a B 15 and, as an alternative, calls for the upgrading of the existing north-south axes. Specifically, it is about "the fastest possible expansion of the federal highways B 20, B 588, B 299 and B 15, above all through the construction of the missing bypasses and the use of intelligent traffic management systems for optimal distribution of traffic".

    Others

    The B 15neu is a reference construction site within the framework of the “Bavarian Research Association Virtual Construction Site” (ForBAU) for the holistic mapping of a complex construction project in a digital construction site model. This project is supported e.g. B. by the University of Regensburg (terrestrial laser scanning ) and the DLR (airborne laser scanning). The creation of a 3-D subsoil model by the Geotechnical Center is also planned.

    In the area of ​​the exit near Neufahrn there is a large cell phone hole. A route parallel to federal highway 15neu in the northern district of Landshut is currently being discussed as a variant for the southeast link . Parallel to federal highway 15n as part of a north-south main line for supra-regional heavy goods traffic, Deutsche Bahn is striving to expand an east corridor to relieve the north-south axis Hamburg-Würzburg and has registered for the Federal Transport Infrastructure Plan 2030. Via Regensburg and Landshut (both locations with DUSS container terminals of the Deutsche Bahn), the freight trains could flow via the Mühldorf junction on to Freilassing-Rosenheim in the inlet of the Brenner base tunnel .
