The district of Landshut is located in the west of the Bavarian administrative district of Lower Bavaria . The independent city of Landshut is an enclave in the middle of the district and, like the Isar, divides it into a north and a south half.

The area of the Landshut district comprises a hilly country that is crossed by the Isar , a right tributary of the Danube , which flows in a west-east direction . The river divides it into two roughly equal parts. North of the river, on the left bank, it is called the Danube-Isar hill country , south of the river, on the right bank, it is called the Isar-Inn hill country. In addition to the Isar, there are two other larger rivers: In the south of the district the Vils , another tributary of the Danube that flows out of Vilshofen outside the district area. The two source rivers of the Vils, the Große and Kleine Vils, arise in the neighboring district of Erding and unite south of the district of Gerzen . The Große Laber (also Laaber) runs through the north-west of the district and flows in a northerly direction and also flows into the Danube (near Straubing ).

The district borders in a clockwise direction in the northwest on the eight districts Kelheim , Regensburg , Straubing-Bogen , Dingolfing-Landau , Rottal-Inn , Mühldorf am Inn , Erding and Freising .
history
Regional courts
The area of the Landshut district belonged to Bavaria very early on. In 1803, the Landshut and Vilsbiburg regional courts were established, which belonged to the Isar district . In 1809 the city of Landshut became an immediate district . In 1838 the Vilsbiburg regional court had to hand over some communities to the newly established Dingolfing regional court . The district court Rottenburg an der Laaber was also established . They all came to the Unterdonaukreis , which was renamed Lower Bavaria at the same time and whose headquarters were moved from Passau to Landshut. In 1857 the Mainburg Regional Court was rebuilt.
District Offices
The district office of Landshut followed in 1862 the area court of the older order Landshut. Likewise, the Mainburg and Rottenburg adLaaber regional courts were merged to form the Rottenburg adLaaber district office, while the Vilsbiburg district office followed the Vilsbiburg regional court.
In 1901 a separate district office was set up in Mainburg.
On April 1, 1928, the district office ceded the communities of Achdorf and Berg to the city of Landshut.
Counties
On January 1, 1939, the designation district was introduced as everywhere else in the German Reich . The district offices became the districts of Landshut, Mainburg, Rottenburg adLaaber and Vilsbiburg.
On January 1, 1972, the district ceded the municipality of Münchnerau to the independent city of Landshut.

The Landshut district, in turn, gave the Schönbrunn community to the city of Landshut.
On July 1, 1974, the district ceded the community of Frauenberg to the independent city of Landshut. On May 1, 1978, the Bruckberg community moved from the Freising district to the Landshut district. At the same time, the district gave the municipality of Felizensell to the district of Mühldorf am Inn, which was incorporated into Buchbach .

With the end of the war in 1945, the population rose rapidly because of the refugees until 1950, only to decrease again by the end of the 1950s. From the 1960s the population rose continuously to 148,101 inhabitants until 2005. From 2006 to 2012 the population remained almost constant and then rose continuously from 2013 to 2018 to 158,698 inhabitants. On average, this was an increase of 1,640 inhabitants per year during this period. However, this growth is also accompanied by an increase in the fluctuation of the population. While the proportion of immigration and emigration across the district boundaries in the years 2000 to 2013 (14 years) averaged around 8% of the total population, this increased to an average of 10% in the period from 2014 to 2017 (4 years).
In the period from 1988 to 2018, the population of the Landshut district rose from 117,901 to 158,698 by 40,797 inhabitants or 34.6%.
The Demographie-Spiegel for Bavaria calculates a relatively constant population development (−1.2 percent) up to 2029 for the administrative district of Lower Bavaria. Within the administrative district, however, he sees the Landshut district as a growth region with a potential increase in population of four percent. However, this increase would not be evenly distributed here either.
If one looks at the number of births and deaths in the period 1983 to 2017 (see graphic "Population development with number of births and deaths in the Landshut district from 1983 to 2017"), it can be seen that the trend curve for the births in this period shows a downward trend while this shows a clearly increasing tendency with regard to deaths.
At the end of 2017, the proportion of foreigners was 9.3%, which is just below the average in Lower Bavaria of 9.5%. The proportion of people with a migration background was 13 percent in 2011. The average in Lower Bavaria was 9.5 percent.
The average age has increased from 38.5 years in 2000 to 41.7 years in 2010. In the past three decades, the highest number of births in relation to the number of inhabitants was recorded in the 1990s. The highest level was in 1990. Since then, this ratio has fallen significantly until 2013. The low birth rates are also reflected in the development of the average age: according to the Bavarian State Office for Statistics, this was 43.1 years as of December 31, 2018. However, an increase in birth rates has been recorded since 2014, which is why the proportion of births in the total population has increased again. However, this value is still well below that of 1991 (see the adjacent graphic).
In 2011, the population of the Landshut district consisted of half men and half women.

politics
Eight months after the end of the war, on January 27, 1946, the first municipal elections (municipal council elections) took place in the municipalities of Bavaria and thus also in the Landshut district. In April and May 1946 the first elections for mayors, district administrators and district assemblies followed. In 2006 the 60th anniversary was celebrated in this regard.

In the 2014 local elections, Peter Dreier ( Free Voters ) was elected District Administrator for the first time. He was confirmed in office in the 2020 local elections. He took office on May 1, 2014. His predecessor Josef Eppeneder ( CSU ) was first elected in 2002 and confirmed in his office in 2008. He did not stand for election for reasons of age.

As of 2020, the district council will consist of 70 instead of the previous 60 people, as the Landshut district exceeded the 150,000 mark on December 31, 2013.

The Landshut district consists of a total of 35 cities and communities. There are two cities, Rottenburg an der Laaber and Vilsbiburg. Seven municipalities have the status of a market . With 11,774 inhabitants, Markt Ergolding is the most populous municipality in the district. The city of Rottenburg an der Laaber has the largest area with 90.15 km², the highest population density is Wörth adIsar with 545 inhabitants per km². At 499 m above sea level NN is Adlkofen highest and Woerth adIsar with 369 m above sea level. Lowest sea level .

Many residents of the Landshut district work in the BMW plants in the city of Landshut, in Markt Ergolding and Dingolfing.
In 2013 (2012) there were 31,904 (30,829) in-commuters and 49,462 (48,606) out-commuters. This is 7,256 (+29 percent) inbound commuters and 6,818 (+16 percent) outbound commuters more than ten years ago. The district's commuter balance is negative and as of June 30, 2013 (2012) the out-commuter surplus was 17,559 (17,777) people. For the past ten years it has fluctuated between 17,000 and 21,000 people. Only Markt Ergolding and the city of Vilsbiburg had positive commuter balances over the past five years.

As a result of a corresponding assessment of the economic power of the district as well as its cities and municipalities, the key allocations rose from a total of 41.5 million euros in 2019 to 45.7 million euros in 2020. According to the 2011 census, slightly more than two thirds of the building stock in the Landshut district was built between 1970 and 2011 (see table below). Almost 62 percent of the available apartments are inhabited by their owners. Around 34 percent are rental apartments. There is a vacancy rate of 2,154 apartments (see table below).

Agriculture plays an important role in relation to the water quality of the wells. The contamination of groundwater with nitrate and residues from pesticides increasingly requires investment in the processing. The following examples relate to the wells in Hohenthann and Kröning.

As of February 21, 2014, electricity consumption in the Landshut district was around 1,096,583 MWh / year. This contrasts with around 466,460 MWh / year of electricity produced in the district from renewable energy sources (recorded by the EEG - Renewable Energy Act). This means that the proportion of electricity from renewable energies in the district is 43%. The front runners in terms of electricity from renewable energies (RE) in the Landshut district with a share of more than 75 percent include:

The largest expansion took place between 2009 and 2013.
Power grids
The district is currently affected by the plans for a high-voltage direct current transmission line - known as the Südostlink. In October 2019 the procedure was in the federal sectoral planning.
Biomass
Around 141,619 MWh / year are generated in 100 biomass plants in the area of the district. The installed electrical output is just under 22 MW ( peak ).
Photovoltaics
Almost 303,101 MWh / year of solar power are produced in the Landshut district with around 12,571 systems on the roofs of private, commercial or agricultural buildings as well as on various open spaces.
Wind power
On February 8, 2014, the Landshut regional plan was expanded to include priority, reservation and exclusion areas for wind turbines (Chapter B VI Energy / Sub-Area Wind). For the municipalities of Altfraunhofen, Bodenkirchen, Buch am Erlbach, Furth, Geisenhausen, Hohenthann, Kumhausen, Obersüßbach, Schalkham, Tiefenbach, Vilsheim, Weihmichl, the Pfeffenhausen and Velden markets, and the cities of Rottenburg and Vilsbiburg are priority areas for the construction and operation of significant wind turbines. Most of the district, however, falls under the category of exclusion zone for wind turbines. This means that the erection of wind turbines that are significant in terms of space is not permitted in these areas. In 2016 the construction of a wind turbine in Geisenhausen failed due to the lack of a corresponding development plan. If in 2013 the designation of areas for the use of wind power was still part of the planning, Markt Ergolding decided in January 2017 with its new land use plan to no longer pursue the use of wind power.
Around 417 MWh / year of wind power was generated in two plants in the Landshut district in 2014. Two more wind turbines were built in 2015 (near Weihbüchl / municipality of Kumhausen) and 2017 (near Wachelkofenreuth / municipality of Hohenthann). After legal disputes about the applicability of the 10H rule , a fifth wind turbine will be built at Pfettrach as of October 2019.
In the municipalities of Ergolding, Essenbach, Geisenhausen, Hohenthann, Kumhausen and Altdorf there are citizens' initiatives against wind turbines.
Hydropower
About 3,960 MWh / year of hydroelectric power are produced in 41 plants in the district.
Nuclear energy
The Niederaichbach nuclear power plant research reactor is the first nuclear power plant to be demolished in 1995. The reactor block 2 (KKI 2) of the Isar nuclear power plant (KKI - KernkraftWerkIsar) Isar I and Isar II in the Essenbach district is still in operation . The reactor block 1 (KKI 1) was taken off the grid on March 17, 2011 as part of the shutdown of a total of eight nuclear power plants in Germany as a result of the reactor accident in Fukushima / Japan. With the decision of the federal government of June 30, 2011, the reactor block 1 lost the authorization for power operation.

Road traffic
Long-distance transport
The road network in the district is characterized by three main traffic arteries:
A 92 : It connects Munich with Deggendorf and is the main route for long-distance traffic from Munich to the Czech Republic . As a result of the eastward expansion of the EU , the volume of traffic in the Lower Bavarian section of the A 92 has increased significantly.
B 299 : on an axis from northwest to southeast it connects Altenmarkt an der Alz with Amberg .
B 15 : In north-south direction it connects Hof with Rosenheim .
Another traffic artery in north-south direction is currently under construction or in planning:
B 15n : It is supposed to run as the “ yellow motorway ” from Regensburg via Landshut to Rosenheim . It is completed by Ergoldsbach. The connection to the A 92 near Essenbach is to take place by 2024. The Isar crossing east of Landshut and the further construction south of Landshut are disputed. As the east-south bypass Landshut (with connection B 15n / A 92 to B 15 and B 299) it was included in the urgent requirement of the Federal Transport Infrastructure Plan 2030 .
Local and regional transport
State road 2045 creates a connection in a west-east direction from Moosburg an der Isar, which borders the municipality of Bruckberg, via the city of Landshut to the municipality of Aham. The Landshut district is connected to the Dingolfing-Landau district via state road 2074 (south of the A 92) from the city of Landshut in an easterly direction following the Isar and state road 2141 (north of the A 92) from Essenbach in a north-easterly direction.
With the " Osttangente Landshut ", which has been under discussion for more than a decade, an additional Isar crossing should be created at the level of the city of Landshut in the southern part of the district. A traffic report by the Free State of Bavaria should clarify the relevant need. With the inclusion of the federal trunk road project of an east-south bypass Landshut in the urgent needs of the Federal Transport Infrastructure Plan 2030 , this project will no longer be pursued. An additional crossing over the Isar is to be created in the west of the city of Landshut with a west bypass to Landshut extended to Bundesstraße 15 at Hachlstuhl .
Rail transport
The section in the Landshut district of the main route Munich – Landshut – Regensburg was built in the years 1858/59 by the AG der Bayerischen Ostbahnen . Originally it led from Neufahrn in the direction of Mallersdorf and Geiselhöring, but since 1873 also directly via Eggmühl.
In 1880 the Bavarian State Railroad ran a route from Landshut down the Isar to Landau and Plattling . The connection to Mühldorf via Vilsbiburg has existed since 1883.
The Landshut junction was completed in 1900 by the “Bockerl” on the Landshut – Rottenburg railway line . This route has not been used as planned since 1998 and was dismantled north of Unterneuhausen in 2002/03 . BayernBahn has been operating a museum railway on the remaining section since June 2011 .
The market Velden an der Vils was connected to the main line Munich – Mühldorf by a branch line to Dorfen since 1898.
The railway network in the district now covers a total of 100 km; another 32 km have been shut down:
- Dorfen – Babing – Velden 4 km (closure of passenger traffic in 1968, freight traffic in 1992)
- Landshut Hbf – Altdorf – Rottenburg 28 km (closure of passenger traffic in 1974, freight traffic in 1998)
Public transport
The Zweckverband Landshuter Verkehrsverbund (LAVV), a tariff association of the city and district of Landshut, has existed since January 1, 2019. This means that city and district buses can be used with just one ticket.
education
In September 2015, the city and district of Landshut received the status of an educational region of Landshut from the Bavarian Ministry of Culture . It is coordinated by a permanent working group that is part of the regional management of the city and district of Landshut.
In June 2018, the education conference of the city and the Landshut district took place for the first time in order to establish municipal education management in the region. In this context, the Landshut think tank was launched, in which private partners are also involved in addition to the state-municipal level. A joint staff unit for education management had already been created beforehand.
Elementary and middle schools
There are a total of 38 primary and secondary schools in the municipalities of the district. 36 of them are publicly and two (in Geisenhausen and Oberroning) are privately owned. Ten schools have the status of a primary and secondary school (in Bodenkirchen, Bruckberg, Buch am Erlbach, Ergolding, Furth, Gerzen, Kronwinkl, Pfeffenhausen, Rottenburg and Velden) and four schools are secondary or secondary schools (in Altdorf, Ergoldsbach, Oberroning and Vilsbiburg). The others are elementary and elementary schools and are located in the communities of Adlkofen, Aham, Ahrain, Aich, Altdorf, Altfraunhofen, Bayerbach, Ergolding, Ergoldsbach, Essenbach, Gündlkofen, Hohenthann, Kirchberg, Kumhausen, Neufahrn, Neuhausen, Niederaichbach, Obersüßbach, Pauluszell, Piflas, Postau, and Vilsbiburg.
High schools
According to the 2011 census , an average of 25.3 percent of students in Bavaria attended grammar school. In the administrative district of Niederbayern this share was 21.6 percent and in relation to the district of Landshut it was 20.7 percent (City of Landshut 29.4 percent). The proportion of people over 15 years of age with a university entrance qualification ( Abitur or Fachabitur ) averaged 26.1 percent in Bavaria; in Lower Bavaria this rate was 17.5 percent.

Church-sponsored schools
In the 2015/2016 school year, 1,251 (2014/2015: 1,378) boys and girls from the rural district attended church schools in the city of Landshut and Oberroning. These are the following institutions (number of district children in the 2014/2015 school year):
- Seligenthal High School (442)
- Seligenthal Business School (159)
- Realschule Oberroning (104)
- Ursuline Realschule Landshut (546).
For this, the schools receive an operating subsidy of € 824,260 (€ 850,000) from the district. For the use of the district's own school building on Seligenthaler Straße, the district grants the Seligenthal School Foundation a monthly grant of € 8,888.55. He pays an annual cash pension of € 87,000 for the Maristen-Gymnasium in Furth in the Landshut district.
The Maristen-Gymnasium in Furth was attended by 617 and the Gymnasium Rohr by 61 students of the district in the 2015/2016 school year. A total of 1,929 children from the district attended church schools.

The district has the following medical facilities run by the Landshut municipal company for medical care (La.KUMed) :

According to the current calculation standard, medical care in the central area of Landshut is rated at 119.8 percent and in the central area of Vilsbiburg with 85 percent. In 2014 there were a total of 125 general practitioners in the city and district of Landshut.
Protected areas
In the district there is a nature reserve , five landscape protection areas , eight FFH areas and at least 15 geotopes designated by the Bavarian State Office for the Environment (as of April 2016).

License Plate
On July 1, 1956, the district was assigned the abbreviation LA when the currently valid license plates were introduced . It is also a distinguishing mark for the independent city of Landshut. For the Landshut district, the letter sequences AA to ZZ and the number sequences 100 to 999 and 5000 to 9999 are provided, as well as identifiers that contain at least one of the letters B, F, G, I, O or Q. The other combinations of letters and numbers are assigned to the city of Landshut.

The distinctive signs MAI , MAL , ROL and VIB have also been available since July 25, 2014 , which come from the Altland districts of Mainburg, Mallersdorf, Rottenburg ad Laaber and Vilsbiburg, some of which were dissolved in the district of Landshut during the regional reform in 1972.
