  • The federal autobahn 92 (abbreviation: BAB 92 ) - short form: Autobahn 92 (abbreviation: A 92 ) - connects Munich with Deggendorf and is 134 kilometers long. It has three lanes between the Neufahrn motorway junction and the Munich Airport motorway triangle , otherwise two with hard shoulder . The traffic control system extends in the direction of Deggendorf until shortly before the exit to the east airport tangent.

    The A 92 essentially follows the course of the lower Isar , so that the Isar cities of Munich , Freising , Moosburg , Landshut , Dingolfing , Landau and Plattling are located on it. It is currently the most important connection between Munich and the East Central European countries such as the Czech Republic , Slovakia and Hungary . After completion of the A 94 (Munich – Passau) part of the traffic load to Eastern Europe will shift to this motorway.

    Planning and construction

    The first conception for the construction of a motorway along the Isar took place at the end of the 1960s. The expansion of Bundesstraße 11 began with the construction of bypasses between Moosburg and Landshut and, among other things, with the construction of a bypass for Wallersdorf . In 1969 the Munich – Deggendorf route was included in the expansion plan for federal trunk roads as the A 120 motorway. By 1970, a small stretch of five kilometers in length of the motorway around Wallersdorf had been completed, the so-called "5-minute motorway".

    Originally it was planned to run the A 92 close to Moosburg on the routes of the St 2331, further to Landshut on the B 11, at Tiefenbach over the Isar and in the vacant lot between Landshut and Altdorf partly in the tunnel. This planning can be recognized by the straight line of the B 11 and the bridges that have already been built and designed for the motorway route. The route of the B 11, which was already free of intersections, but only had two lanes, was abandoned in the planning for the Landshut bypass in favor of the route further away from the city, especially for reasons of noise protection.

    The last larger section between Dingolfing and Wallersdorf , 21 kilometers long, was not completed until 1988.

    The original plan was to extend the A 92 beyond its current end at Munich-Feldmoching in the sense of a car-friendly city to Landshuter Allee , where it would have connected to the Munich city motorway A 999 . The designation A 991 was also intended for this section at times. This planning was later postponed and not implemented.

    It was also planned to continue it to the Czech border via the E 53 / B 11 to Bayerisch Eisenstein . Since this route would lead over the mountain ranges of the Bavarian Forest , an alternative route through the Cham-Further Senke was planned.

    The A 3 between Deggendorf and Hengersberg and the A 92 between Deggendorf and Plattling were closed in both directions due to a dam break on June 4, 2013 in the course of the flooding in Central Europe .

    Traffic volume

    The highest volume of traffic along the A 92 in 2014 was in the area of ​​the Neufahrn motorway junction near Freising , where it crosses the A 9. There, the average daily traffic volume rose from around 65,000 vehicles to 95,000 vehicles. In the last ten years, traffic has increased between 7,000 and 15,000 vehicles, which corresponds to an average increase of 700 to 1,500 vehicles annually. Truck traffic made a significant contribution to this increase.

    In the approximately 60-kilometer section between Plattling and Landshut , it is a motorway with comparatively low traffic; if one counts at Landau an der Isar - here the B 20 has a connection to the A 92 - there are about 31,000 vehicles so at Altdorf in Lower Bavaria - here the B 299 has a connection to the A 92 - around 41,000 vehicles. In the past 16 years, the volume of traffic has increased by around 6,000 to 7,000 vehicles. That is an average of 375 to 438 more vehicles a day. While car traffic increased primarily between 2004 and 2009, truck traffic has contributed significantly since 2009.

    According to the 2010 traffic census, 32,700 to 34,000 vehicles are used daily in the Landshut / Essenbach area , between 38,500 and 36,400 vehicles travel between Landshut North and Landshut West and around 41,000 vehicles per day between Landshut West and Moosburg North. By 2015, traffic in these sections of the route had increased by around 8 percent to 35,200 and 36,600, 41,500 and 39,200 and 44,100 vehicles per day.

    After the connection of the B 15 new to the A 92, a further increase in traffic on the A 92 is expected in the Landshut area. This is expected by 2024.

    In the area of ​​Munich Airport there have been permanent counting stations since 2011. Here, in the direction of Munich, the average daily traffic volume in the area of ​​the Freising-Ost junction via Freising-Mitte to the Munich Airport junction increases from 38,000 to 48,000 to 51,000 vehicles.

    The proportion of heavy traffic on the A 92 is between 8 and 13 percent. At 8.15 percent, it was lowest in 2014 in the area of ​​the Neufahrn (O) motorway junction, while it was highest at 13.94 percent in the area of ​​the Munich-Feldmoching motorway triangle. While the percentage of heavy goods vehicle traffic fell between 1999 and 2004, it has remained almost unchanged over the past ten years, although the absolute number has increased somewhat between 100 and 800 trucks during this period.

    Construction progress / planning status

    The A 92 has over 70 bridge structures.

    New buildings and extensions

    Construction of the Dingolfing-Höfen junction

    On June 27, 2013, the planning approval decision was made for the new construction of the Dingolfing-Höfen motorway junction at operating kilometers 88.311 on the DGF16 district road. The additional junction is primarily intended to connect the BMW plant to the motorway, as well as the surrounding villages. Construction of the new junction began on August 1, 2014. In December 2014, the new junction was finally opened to traffic, but instead of Dingolfing-Höfen now with the name Dingolfing-West , which, however, had already had a different junction. The previous connection point Dingolfing-West was renamed Dingolfing-Mitte .

    Further expansion

    In January 2015 there were three ongoing planning approval procedures .

    Due to the expected increase in traffic on the A 92 in the Landshut area in the course of the connection of the B 15 new to the A 92, an increase in traffic noise is also expected. In 2017, therefore, appropriate noise protection measures were demanded from the political side. In addition, since December 2018, there have been increasing calls for an expansion of the A 92 in the Landshut area due to the continuously increasing volume of traffic. Such a six-lane expansion between the motorway junction with the B 15 new near Essenbach in the direction of Moosburg an der Isar had already been discussed in 2015 at the so-called dialogue forum East-South bypass Landshut as part of the B 15 new as part of various offset solutions.

    Munich - Landshut / Isartal rest area

    The Autobahn Directorate South Bavaria is planning a new Isartal service area. The documents for the plan approval procedure were available for inspection in the administrative community of Wartenberg and the municipality of Langenpreising from January 27 to February 26, 2014. The objection period expired on March 12, 2014.

    Munich - Deggendorf / Autobahn triangle Munich-Feldmoching - AK Neufahrn

    The South Bavarian Motorway Directorate is planning a six-lane expansion over 11.475 km between the Munich-Feldmoching motorway triangle and the Neufahrn motorway junction. For this purpose, at the Munich-Feldmoching motorway triangle up to construction kilometers 4 + 800, the extra-wide median is used to widen the lane inwards, and then from construction kilometer 5 + 200 the lane is widened outwards on both sides. The documents for the plan approval procedure were available for inspection in the communities of Eching , Oberschleißheim , Haimhausen and Bergkirchen and the city of Unterschleißheim at various times from the end of September to mid-November 2014. The opposition period expired from November 12th to December 1st, 2014.

    Essenbach motorway junction

    At the end of November 2014, clearing work began at the Essenbach interchange, through which the 15n federal road is to be connected to the A 92. The B 15neu is led under the A 92 by means of a groundwater basin. Construction work on the necessary groundwater trough began in 2016. If the connection was initially planned for 2019, it is currently not expected before 2024. The reason for this is a legal dispute with the company initially carrying out the construction, which was extraordinarily terminated in September 2018 by the southern Bavarian autobahn directorate.

    Essenbach / Provisional connection to LA 7

    Since a direct connection to federal highway 15n is not possible in 2019, an indirect connection via LA 7 is to be established. The traffic from the B 15neu is initially diverted to the LA 7 at the junction near Essenbach. The connection to the A 92 then takes place in the area of ​​the bridge over the A 92, which connects the districts of Essenbach and Ohu. In July 2018, it was agreed between the Landshut district and the Free State of Bavaria that the South Bavaria Autobahn Directorate would cover the costs. The district road must be expanded from 6 m to 6.5 m in width. In addition, a traffic light system will be set up at LA 7. The costs on the district side for a 900 m long section near Ohu are estimated at 50,000 euros. On March 1, 2019, the tender for the corresponding construction work, which is to be carried out between June 3 and August 2, 2019, was launched.

    In the course of the provisional connection, a ceiling renovation of the A 92 in the area of ​​the Ohu junction is also being carried out. This construction project was planned between July and October 2019. Construction phase 4 was at the end of October. Completion will take several weeks.

    Landshut - Deggendorf / junction Plattling-Mitte

    As part of a planned bypass of the city of Plattling, a new Plattling-Mitte junction is to be built between the Plattling-West and Plattling-Nord junctions . The construction project is currently still in the planning approval phase.

    Federal Transport Infrastructure Plan 2030

    With regard to the A 92, the Bavarian State Ministry of the Interior, Building and Transport has registered two projects for the Federal Transport Infrastructure Plan 2030 currently being drawn up (as of March 2016) (referred to as the Federal Transport Infrastructure Plan 2015 until March 2016 ). These are in turn divided into two sub-projects.

    For these projects the land take is given as follows:

    1. Neufahrn motorway junction to Munich airport junction: 16.1 hectares
    2. Motorway triangle Munich-Feldmoching to motorway junction Neufahrn: 19.6 hectares

    For the additional two lanes, with a land use of 16.1 hectares and a length of 10.9 km, a gross area requirement (route width) of 25.2 m is calculated in case 1. In case 2 this is 38.5 m for 19, 6 hectares and 11.5 km.

    The publication of the draft bill was followed by a six-week public participation. After evaluating the comments received, a revised cabinet draft was available. After the departmental coordination at the end of July 2016, the federal cabinet approved the plan on August 3, 2016.

    Conservation measures

    As of June 24, 2015, there were 98 dangerous places on the A 92 listed by the South Bavaria Autobahn Directorate that were due for removal.

    "Blow-up"

    From 28 ° C a warning is given about blow-ups and from 30 ° C the maximum speed is limited to 80 km / h. In order to reduce the “blow-up” risk, expansion joints were cut between Feldmoching and Dingolfing-Ost at a distance of 400 meters and filled with asphalt. These are about one meter wide. When it is hot, the asphalt expands and then has to be milled off. As an alternative to the expansion joints, a new type of expansion concrete is being tested at Neufahrn. The costs for this amounted to around 4 million euros in 2015. The cost of the rework carried out in 2016 is estimated at 6 million euros. The Munich – Landshut section was reworked by May 2016; the remaining section to Deggendorf will follow by the end of the year. This means that there are no further speed limits due to "blow-ups".

    General renovation

    The A 92 was built comparable to the A 3 with a concrete thickness of 22 centimeters. The wear and tear of the road surface and the risk of so-called blow-ups make a general renovation of the A 92 necessary as of August 2015. According to statements made by the Southern Bavaria Motorway Directorate, they can be expected to be implemented from 2018. It is expected to cost between 300 and 500 million euros. A restructuring concept was presented to the federal government at the end of 2015.

    In mid-January 2016, the State Ministry of the Interior, for Building and Transport announced that the federal government had promised the corresponding funds of around 400 million euros (equivalent to six million euros per kilometer) for the renovation of the A 92, so that the renovation of a first section between the Erding and Moosburg-Süd junctions can begin as early as 2017. Overall, the A 92 is to be renewed over a total length of 75 km. The press spokesman for the Southern Bavaria Autobahn Directorate announced in May 2016 that the section between Munich Airport and Dingolfing-Ost would be rehabilitated in ten sections of seven kilometers each. Further sections with corresponding approval procedures are planned. The renovation measure started in 2017. The overall measure is expected to be completed in 2023. To keep to the schedule, an average of 30 kilometers of construction sites are necessary per year. In the course of the route there are 70 bridge structures for which a new construction must be examined. For the Moosburg area, it is assumed that five of the six bridge structures will have to be rebuilt.

    Section from Moosburg-Nord to Landshut-West

    The plan approval procedure for this section was opened in February 2019. The renovation work for the 6.141 km long route is to be carried out in 2020. The concrete slabs currently in use will be replaced by a new substructure and a noise-reducing asphalt pavement and the roadway will be widened from 11 to 12 meters, which will adapt it from the previous standard cross-section RQ 29 to RQ 31.

    Rest stops

    There are no petrol stations or rest areas with their own entrance and exit. For example, service stations with petrol stations have developed at some motorway exits, such as the Wörth an der Isar truck stop. An Isartal rest area is to be built between Moosburg and Erding in the direction of Munich.

    As of January 1, 2016, the responsibilities for the A 92 were as follows:

    • in the area of ​​junction Oberschleißheim (2) and junction Landshut-West (12) at the Freising motorway maintenance depot,
    • in the area of ​​junction Landshut-West (12) and junction Landau adIsar (22) at the Wörth an der Isar motorway maintenance facility,
    • in the area of ​​junction Landau adIsar (22) and junction Deggendorf-Mitte (29) at the Pankofen / Kirchroth motorway maintenance facility.

    Toll

    There is a toll obligation for trucks in accordance with the Federal Trunk Road Toll Act (BFStrMG) on the 134.3 km section of the Munich-Feldmoching motorway triangle to the Deggendorf-Mitte junction.

    Temporary construction site connection

    In the course of the construction of the BMW logistics center on the motorway near Wallersdorf , a construction site entrance and exit was created on the site of a disused rest area so that construction vehicles do not have to drive through the village. After the construction work has been completed, the connection will be dismantled.
