    The federal autobahn 21 (abbreviation: BAB 21 ) - short form: autobahn 21 (abbreviation: A 21 ) - is a currently 56 kilometer long autobahn in northern Germany . It currently connects Nettelsee in the Plön district with the Bargteheide motorway junction on the A 1 . In the final stage, it should run north to Kiel and south to the A 39 near Lüneburg . The planned southern extension to the A 7 near Egestorf has since been rejected.
    The A 21 largely follows the route of the federal highway 404 .

    history

    The forerunner of the A 21, the B 404, was built in the 1950s as a new line, in particular to accommodate commuters from and to Kiel as well as traffic to the Baltic Sea ports. In addition, the accessibility of the tourist areas on the Baltic Sea and the connection of the Schleswig-Holstein state capital to the German trunk road network should be guaranteed. Traffic on the B 404 increased sharply, and the number of accidents also increased due to the dangers of deer crossing and at crossings and junctions of rural roads (used by slow vehicles). The B 404 was designed with large curve radii and junctions that had a deceleration or acceleration lane. This motorway-like expansion allowed for a speedy driving style and many accidents, some of them very serious, occurred due to risky overtaking maneuvers. Because of this, the B 404 is also known as the "death route" - similar to the B 73 from Hamburg to Cuxhaven. As a result, the four-lane expansion of the B 404 was accelerated in order to mitigate accident black spots and to cope with the high traffic load.

    In 1972 the first section of the A 21 (initially dedicated as a federal road) was built between the Wankendorf and Bornhöved junctions , replacing the B 404 that previously ran through both towns. This first phase of construction was built similar to a motorway and released without speed limit. A lower standard was implemented in the later construction sections of the A 21. The existing B 404, for example, has only been extended by two lanes and limited to 120 km / h.

    In the mid-1980s, the four-lane expansion between Neversdorf and Bad Oldesloe took place . In 1992 the line between Negernbötel and Neversdorf was expanded and in 1998 the gap between Bad Oldesloe and the A1 was closed. In this year, the entire expanded section between Negernbötel and the Bargteheide motorway junction was upgraded to a federal motorway.

    On November 14, 2005, the next construction phase from Bornhöved to Trappenkamp was opened. In the course of the four-lane expansion, the intersection with the K 52, formerly the focus of the accident, was also expanded to be free of height.

    The section between Trappenkamp and Negernbötel was under construction from August 2004 and was opened to traffic on July 2, 2008. The largest structure to be erected in this area is the Kiebitzholm green bridge with a length of 35 meters and a width of 47 meters. In addition, game fences were built on both sides and a special underpass structure for otters was built. Including the purchase of the land, this 8.6-kilometer construction section cost around EUR 26 million. The Schackendorf rest area with an attached motel, which was built before the expansion, was retained. Since then, the A 21 between Wankendorf and Bargteheide has consistently been used on four lanes.

    Another section was opened to traffic near Kiel-Wellsee in December 2010 : The B 404 was expanded into the A 21 with two lanes each, the bridge structure was built with four lanes with hard shoulders, and the expanded B 404 was connected to the new junction for the industrial area on Wellseedamm and adequate noise protection facilities are in place.

    As part of the expansion and new construction and the resulting rededication of the B 404 as a motorway, numerous cycle paths were removed without replacement. Cyclists now have to accept considerable detours in the area of ​​the former B 404.

    Current construction projects and plans

    Kiel to Stolpe

    The four-lane expansion of the B 404 between Kiel and Stolpe and the associated upgrade to the A 21 is classified as an urgent need in the Federal Transport Infrastructure Plan 2030 .

    On November 18, 2011, construction work began near Stolpe for the approximately four-kilometer section to Löptin to continue building the A 21 in the direction of Kiel. In addition to the expansion of federal highway 404, state highway 67 also had to be relocated. Twelve bridges, 1,120 meters of noise protection wall, an underpass for wild animals at Depenauer Moor, two-meter-high overflight walls for bats, a car park and the Nettelsee junction were also built. In addition, the Nordoel filling station at Löptin had to be demolished without replacement in the course of the construction work. The costs for the entire construction project were estimated at around 50 million euros in the planning phase.

    After almost three years of construction, the first two and a half kilometers of the section between Stolpe and Nettelsee was opened to traffic on December 2, 2014. The largest single structure is the € 3.7 million and around 50 meters wide wildlife underpass, and the Depenauer Moor rest area (in the southern direction of travel) and the parallel district road 43 were newly built. Big problems were caused by the peat lentils up to 23 meters deep , which made it necessary to replace 150,000 cubic meters of soil and both increased costs and delayed the construction time.

    The subsoil in the area of ​​the Nettelsee junction was also too soft, which made it necessary to secure the road with around 1,500 concrete piles and an additional textile net. For this reason, the construction costs rose to at least 66 million euros.

    From April 21, 2017, traffic was provisionally routed via the newly built connecting road between Stolpe and Nettelsee, which will in future run parallel to the motorway, as well as the western part of the Nettelsee junction. The L 67 in the direction of Ascheberg was relocated around 500 meters to the north and now leads directly to Nettelsee. As a result, two new bridges had to be built, which on the one hand cross the A 21 at the level of the AS Nettelsee and on the other hand, around 100 meters west of it, cross the Nettelau.

    The section from the previous end of the motorway at Depenau to the Nettelsee junction was approved as early as December 9, 2017, around five months earlier than planned. The investment volume for the 2.1 kilometer section is around 22 million euros.

    The planning approval decision for the six-kilometer section from Klein Barkau to Nettelsee was issued on December 21, 2016, and became legally binding on April 4, 2017. Before the start of construction, however, a plan change procedure was necessary, which included the widening of the connecting road between Klein Barkau and Nettelsee as well as the walking and cycling path running parallel to it. The State Ministry of Transport declared this section to be a pilot project in terms of accelerating the planning of infrastructure projects. After the necessary federal funds of 65.5 million euros were made available in June 2017, the construction of the road bridge over the A 21 in the course of the district road 10 near the village of Nettelsee began in September of the same year. The official ground-breaking ceremony for the line construction was celebrated on September 3, 2018 in the presence of Parliamentary State Secretary Enak Ferlemann . Completion of the section is scheduled for 2022.

    It is still uncertain when the construction from Klein Barkau to Kiel will be continued. On the one hand, federal funding has not yet been secured; on the other hand, there are transport projects in Schleswig-Holstein that are given higher priority by the state government ( fixed Fehmarnbelt link ; six-lane expansion of the A 1 and A 7 ). A feasibility study has been carried out by the city of Kiel for the Kiel area, which must now be evaluated by the federal and state governments.

    As part of the further construction of the A 20 as a north-west bypass Hamburg from Lübeck in the direction of Bremerhaven , a motorway intersection with the A 21 near Bad Segeberg is also to be built. This was originally intended to be built in the area of ​​the existing Segeberg-Nord and -Süd junctions, but the exact route is still disputed, as both the northern route of the city ​​motorway and the southern route of the Schwissellinie were discarded. Due to a construction freeze imposed by the Federal Administrative Court in March 2014 for at least two years to protect the around 20,000 bats that winter in the limestone caves around Bad Segeberg, work is currently on hold. If necessary, the entire planning approval procedure for this third construction phase of the A 20 between Weede and Wittenborn may begin again .

    Bargteheide to Schwarzenbek

    In the Federal Transport Infrastructure Plan 2003, a continuation of the A 21 from the end of the autobahn at Bargteheide to Schwarzenbek and the associated extension of the B 404 to four lanes were listed as required with planning rights , but the plans were postponed. For the Federal Transport Infrastructure Plan 2030 , this section is classified as an urgent requirement , and implementation can be expected, at least in the long term.

    The A 21 currently ends at the Bargteheide motorway junction , where it changes back into the B 404. The overpass structure over the A 1 is now only a single-lane structure, so a conversion and expansion of the cross would be absolutely necessary if the A 21 were to be extended in a southerly direction.

    From the aforementioned motorway junction, the B 404 has been expanded to be free of intersections for a distance of almost 20 kilometers until it joins the A 24 . From Trittau the signage begins as a motorized road of the section that begins there and has three lanes with alternating overtaking lanes. This so-called 2 + 1 traffic routing is intended to serve as a temporary solution and advance payment for the expansion to the motorway. The three-lane expansion began in 2009 between the A 24 and Grande (4th construction phase), and the third construction phase between Kuddewörde and Trittau has now also been completed. For the first two sections between Bargteheide and Sprenge and between Lütjensee and Grönwohld , the planning approval process is currently in progress.

    Schwarzenbek to Handorf

    Although the state governments of Schleswig-Holstein and Lower Saxony had registered a continuation of the A 21 from Schwarzenbek to Handorf for the urgent need , the responsible federal ministry classified this section both in the Federal Transport Infrastructure Plan 2003 and in the new Federal Transport Infrastructure Plan 2015 as an additional requirement with planning rights . Realization before 2030 cannot be assumed.

    The plans envisage a new construction of the A 21 between the motorway junction at Grande with the A 24 and Geesthacht . For the first time, the motorway would leave the original route of the B 404 and cross the Sachsenwald in order to reach the A 25 at Geesthacht directly . This would result in a significant relief for the through traffic of Schwarzenbek, but it would also mean a serious encroachment on the Sachsenwald recreation area.

    Between the Geesthacht (A 25) and Handorf (A 39) junctions , a four-lane expansion of the existing route of the B 404 is planned. Between Geesthacht and Marschacht - Rönne , an extension of the previous Elbe crossing would be necessary. The financing of around 20 million euros for the latter is uncertain, however, as the Elbe crossing of the A 20 near Glückstadt has a higher priority.

    The approximately 34-kilometer section of the motorway is estimated to cost more than EUR 264 million.

    After the completion of the route up to the A 39 near Handorf and the completion of the A 39 in the Lüneburg to Wolfsburg section , a continuously drivable route should result from Kiel to the Salzgitter triangle , which runs parallel to the A 7 and relieves this and especially the greater Hamburg area becomes.

    Discarded plans

    AS Kiel-Edisonstrasse

    Original plans included a connection between Edisonstrasse and the A21. The aim was to better develop the industrial park there. However, this planned junction would only be around 400 m away from the Kiel-Wellseedamm AS, which has already been built , so the forecast traffic load of the road construction administration was correspondingly low. Several traffic reports came to the conclusion that a connection to Edisonstrasse was necessary, but the Federal Audit Office discovered several errors in these reports and recommended that the federal government not provide any funds for the construction. The costs of approx. 3.7 million euros would now have had to be borne by the city of Kiel alone, but under these circumstances the city of Kiel also refrained from realizing it and has since been committed to the further expansion of the Kiel-Wellseedamm junction.

    Connection to the A 7 near Egestorf

    A continuation of the A 21 from a Handorf motorway junction to the A 7 was originally intended, but discarded due to the high ecological risk. The planned route would have included junctions at Mechtersen and Salzhausen and a motorway triangle at Egestorf with the A 7, but at the same time also endangered the Lüneburg Heath Nature Park . Accordingly, the Lower Saxony state government did not register for the 2015 Federal Transport Infrastructure Plan.

    The traffic that still occurs can alternatively drive onto the A 39 / B 4 in the direction of Wolfsburg (which is still in the planning approval process) or leave the A 39 in the north at the Winsen -Ost junction and switch to the A 7 at Thieshope .

    Trivia

    The new construction of the green bridge near Negernbötel appears in the black book of the Taxpayers' Association from 2005. Although the necessity of the overpass structure was not disputed, its dimensions, especially the width of around 50 meters, were criticized. According to the critics, this could have been significantly lower, but a safe crossing of the motorway for wild animals would still be guaranteed. The costs of around 2.5 million euros could have been significantly reduced as a result.

    The 1972 Olympic champion in canoe slalom , Reinhard Eiben , operated a petrol station on the B 404 near Löptin for over 20 years until it was demolished in the course of the further construction of the A 21.

    Almost the entire course of the previously planned A 263 corresponds to the current plans for the southern part of the A 21.
