history

The name Adlkofen appears for the first time as Grafschaft (pago) Adalahkevva in a document that Emperor Otto the Great issued shortly before his death in 973 in Merseburg. He donated his own property in Beutelhausen, located in the county of Adlkofen, to the imperial monastery in Niedermünster of Regensburg . The settlement name Aetelkouen, on the other hand, first appeared in a document from 1252. There is evidence that the spelling Adlkofen has been used since 1782. The name is derived from the personal name Adelo (or Adalhoh), which was connected with the basic word -hofen (settlement, yard). Secular rule was present very early in Adlkofen. In 1687 the so-called henchman's office was relocated from Wolfstein to Adlkofen, where it remained under the direction of an official of the Teisbach regional court until 1803. The bailiff exercised judicial functions over all people who were not subjects of a court lord. He was subordinate to four chairmen , namely Reichersdorf, Frauenberg, Günzkofen and Hohenegglkofen . The political communities were formed from these old administrative units in 1812. Court marks existed at this time in Deutenkofen, Göttlkofen and Günzkofen. Only in Deutenkofen was a three-storey castle built in the 17th century. However, a noble family never lived there permanently. The social conditions were decisively shaped by the pastor.

Adlkofen - Development of the population 2003-2012.jpg

With the end of the war in 1945, the population rose sharply until 1950 because of the refugees, and then fell again by the end of the 1950s. Since 1972, the year of the municipal reform, the population has increased by 1,573 people until 2015. This corresponds to a growth of 62.79 percent. The greatest increase in population took place between 1980 and 2004. Since 2008, there has been a population decline due to an increased number of deaths as well as more emigration than immigration. This trend reversed again in 2012. In the last ten (five) years (counting from 2017) the population has grown by 8.23 (8.76) percent.

The graph opposite with population figures from 2003 to 2012 shows that the previous high point was reached between 2004 and 2008 with a slight downward trend in the following years. The graph of the population development from 1972 to 2017 shows that in the course of the designation of new residential areas (see chapter Building and Housing) the population is currently increasing again; In 2017 it reached a peak for the time being. This growth is generated by immigration from outside, since the balance of births and deaths is now tending to be negative. With the increase in the number of inhabitants, the fluctuation of the population (people moving in and out of the municipality) has also increased. While the average fluctuation in the years 2000 to 2007 was 430 people, it increased to an average of 603 people in the period from 2010 to 2017. In 2017 the fluctuation was e.g. B. 710 people. In relation to the total number of residents, this is just under 18 percent.

The Demographie-Spiegel for Bavaria calculates a relatively constant population development (−1.2 percent) for the administrative district of Lower Bavaria until 2029. Within the administrative district, however, it sees the Landshut district as a growth region with a potential increase in population of four percent. However, this would not be evenly distributed here.

For Adlkofen, the model calculations for the period 2009 to 2021 tend to decline by two percent. Mathematically, this results in a decrease from 3,864 inhabitants in 2009 to 3,790 inhabitants in 2021 with a decrease in the under 18s of 25 percent and an increase in those aged 65 or over by 20 percent.

religion

Adlkofen - Development of religious affiliation 2003-2012.jpg

With regard to pastoral care, the community is divided into three Catholic parishes : Parish Adlkofen, Parish Reichlkofen and the church in Jenkofen (Parish Hohenegglkofen). In 1996, 7.7 percent of the community's citizens belonged to the Protestant faith. By 2006 this proportion had increased to 8.5%. The responsible evangelical vicariate is in Auloh. Since the Second World War there have been regular evangelical church services in Adlkofen.

In 2012, 76.8% of the population belonged to the Roman Catholic faith, 6.7% were Protestant Christians, 0.1% were members of other religious communities and 16.4% were non-denominational.

The parish Adlkofen was once one of the largest and richest in the Diocese of Regensburg , even though the place Adlkofen itself consisted only of a few houses. The parish can be traced back to the 13th century. In 1802, the future Bishop Schwabl worked here as a supernumerar. He founded the holiday school and implemented didactic improvements in the elementary school. The benefice included a large agricultural property and a sizable forest property. In addition, the pastor exercised the manorial rule over a number of homesteads until 1803. The construction of the church began in 1733 in its present form instead of an antechamber.

The following churches belong to the parish of Adlkofen:

  • Filial church St. Nikolaus in Wolfsbach

Reichlkofen (1876), formerly a branch and later vicariate of the Kirchberg parish, became an independent parish in 1717 that belonged to the Niederviehbach monastery. Due to age, Pastor Dr. Groden on September 1, 2005 farewell to the parish of Reichlkofen. His successor was Pastor Josef Geismar. After his move to Plattling in 2007 parish administrator Gerhard Schedl took over the office.

The Church of the Assumption of Mary in Jenkofen, built in 1422, which belongs to the parish of Hohenegglkofen and thus to the diocese of Freising , is an art monument of national importance. The magnificent windows from 1447 in the church choir are among the most beautiful glass paintings that have been preserved in Bavaria. They show, among other things, the founder, Duke Heinrich the Rich of Landshut, in full armor in prayer. The Romanesque side church in Dechantsreit is the oldest building in the community. It was built in 1280 when the clearing of the Kröninger Forest was pushed forward again.

household

The municipality of Adlkofen prepares its budget according to the rules of cameralistics. The 2014 budget (2013) was approved on July 7, 2014 and comprises a total of € 9,501,550 (€ 10,659,050) - of which the administrative budget € 5,382,000 (€ 5,299,050) and the property budget € 4,119,750 (€ 5,360). 000 €). That is a decrease of € 1,157,500. In the previous 2013 budget, it was € 3,233,750 more than in the 2012 budget, which comprised a total of € 7,425,300.

In 2013, the investment total was 5.1 million euros and the debt service was 353,000 euros. It was planned to reduce the debt by around 300,000 euros to 1.68 million euros by the end of the budget year, which would correspond to a debt ratio of 418 euros per inhabitant. The district levy rose by one percent to 1.5 million euros.

tax income

The municipal tax receipts in 1999 amounted to the equivalent of € 1.639 million, of which the trade tax receipts (net) amounted to the equivalent of € 241,000. By 2011 these had increased by 59 percent to € 2.601 million (of which net trade tax: € 548,000).

In the 2013 budget year, the total income from taxes is stated at 4.1 million euros, which represents an increase of around 150,000 euros compared to the previous year.

Percentage distribution of tax revenue

The tax force index consists of real estate tax A (land used for agriculture and forestry), real estate tax B (developed land), trade tax (net) and income tax participation and, since 2000, a sales tax participation . In 1975 the tax force indicator was EUR 243,905. With 2,270,224 EUR, this has increased almost tenfold by 2013. However, the financing of the municipality of Adlkofen from the tax revenues summarized in the tax force index has changed significantly over the past 38 years.

  • In 1975, one third each came from the income tax participation, the trade tax and the property tax A + B.
  • In 2013 around two thirds came from income tax participation and a further 2 percent from sales tax participation. The trade tax share fell to 20 percent and property taxes A + B together made up just 13 percent. With three percentage points (property tax A), agriculture and forestry are only of marginal importance here.

This major change began in the late 1970s / early 1980s. The share of income tax participation grew to over 50 percent. The share of property taxes A + B remained at around a third. The share of business tax fell to around a fifth. By the early 1990s, the share of income tax participation rose to around 60 percent. The share of property taxes A + B decreased to 15 to 20 percent and that of trade tax rose again to around a third. From the mid-1990s to 2013, the share of income tax participation reached 60 to 70 percent, despite some clear ups and downs. The share of property taxes A + B remained around 15 percent, while the business tax leveled off between 20 and 23 percent on average over the years due to the economic situation and the crisis.

The development of trade tax revenues reveals four business cycles : second half of the 1970s, first half of the 1990s, late 1990s / early 2000s and mid-2000s until shortly before the financial crisis in 2007.

By resolution of the municipal council and with the consent of the Bavarian State Ministry of the Interior, Adlkofen has had a municipal coat of arms since 1963 . The coat of arms is split and shows a silver chalice on a blue background on the left and three heraldic roses on top of each other on a silver background on the right. The chalice is the symbol of the parish that Adlkofen shaped. It was once one of the largest original parishes in the Diocese of Regensburg. The three roses are reminiscent of the coat of arms of the Günzkofer noble family, which died out in 1670. From the 15th to the 17th century they were the lords of the Hofmark Günzkofen, from which they derived their name.

The Passau heraldist Max Reinhart took on the artistic design on the basis of a suggestion by Ernst Josef Schröder.

A white and blue flag with the municipality 's coat of arms is used as the unofficial municipal flag .

This is affiliated with the agricultural education center Landshut-Schönbrunn.

Broadband coverage

In 2007 there was still no broadband DSL connection in some districts . On March 19, 2014, the Broadband Atlas Germany recorded supply levels for Adlkofen as follows:

  • > 95 percent for bandwidths of ≥1 and ≥2 Mbit / s in almost all areas of the municipality
  • > 95 percent for bandwidths of ≥6 Mbit / s in the Adlkofen district and sometimes even in the larger districts,
otherwise mostly 75 to 95 or 50 to 75 percent
  • > 95 percent for bandwidth of ≥16 Mbit / s almost only in the Adlkofen district,
other areas mostly between 0 and 10 percent
  • 10 to 50 percent (rarely> 95 percent) for bandwidths of ≥30 Mbit / s, mostly only in the core area of the Adlkofen district
  • 0 to 10 percent for bandwidth of ≥50 Mbit / s in the entire municipality.

After plans by the neighboring municipality of Kröning for DSL coverage by radio (e.g. Wireless Local Loop (WLL) or WiMAX ), the examination of such a possibility has also started for the municipality of Adlkofen. In the course of connecting the town of Jesendorf to the DSL network, it was possible to provide some parts of Adlkofen with it. However, these plans stalled again in 2008. In mid-2008 the municipality of Adlkofen joined the "Broadband Initiative Bavaria" and started an analysis of the current situation and needs. December 2011, another LTE transmission system went into operation to supply other households in Adlkofen with fast DSL. Overall, however, there is a lack of a comprehensive range of broadband connections . With the planned connection of the Landshut districts of Frauenberg and Stallwand to the fast internet, the municipality of Adlkofen also showed interest in their neighboring districts. In June 2014, the municipality started the funding process of the Free State of Bavaria for broadband expansion. As part of the guideline for promoting the development of high-speed networks in the Free State of Bavaria of July 10, 2014, the municipalities have a funding amount of at least 500,000 euros and a maximum of 950,000 euros; for Adlkofen this is 940,000 euros. In September 2015, the municipalities of Adlkofen and Kumhausen signed a cooperation agreement to expand broadband. This makes it possible to claim an additional 50,000 euros in funding.

The development of building land in the Adlkofen district took place in different phases and brought it a massive population increase of around 65 percent between 1970 and 2006.

2004-2008

In spring and summer 2004 the development work for the building area "Am Brünnl" (10 plots) was carried out. This supplemented the already developed section 1 (a total of 18 plots) of the building area "am Pfarrgarten" as well as the building area "at the entrance to the village" (7 plots). There were also eight parcels in the "an der Schule" building area and three parcels in the "Schuhbauerfeld Extension" building area next to the primary school. The development of the building area "at the school" was completed in 2007.

Building land was also available for local residents in Günzkofen and Göttlkofen.

2012-2013
Current development of the Adlkofen Nord I section 1

In July 2011 it was decided to draw up a development plan for a new building area south of Staatsstraße St 2045 and north of Aigner Straße. The development of the North 1 building area began in 2012. This gave Adlkofen the following new street names: Brahmsstrasse, Lisztweg, Brucknerstrasse, Schubertstrasse and Richard-Strauss-Strasse. 2013 was the completion. It includes 24 plots. Another 17 plots are possible in a further development section. In 2013, the planning of an adjoining building area began: the "Aigner Straße" building area. With the 28 parish owned or leased parish properties and the 20 privately leased properties, it has a further 48 parcels. On May 13, 2013, the municipal council approved the draft of the development plan "An der Aigner Straße" and the procedure for public display was initiated. After completion of the procedure, the planning for the development (roads / canal construction) was awarded by the municipal council on July 1, 2013. On July 29th, the corresponding 12th amendment to the land use plan for the sub-area "An der Aigner Straße" and the development plan "An der Aigner Straße" were decided, which came into force on October 28, 2013. The development of the same is planned for late autumn 2014. However, the land acquisition by the municipality is not yet complete.

There is also a Sandberg construction area in Göttlkofen.

In 2012/2013 work began on drawing up a development plan for the "Blumberg Sports and Leisure Center". In its meeting on May 13, 2013, the municipal council approved the draft for cover sheet No. 2 of the Blumberg development plan for the sports and leisure facility and the procedure for public display was initiated. On July 1st, the decision was made on the 13th amendment to the zoning plan for the sub-area "Sport and Leisure Facility Blumberg" and for the development plan "Sport and Leisure Facility Blumberg - Cover Sheet No. 2"

Commercial areas

Between 1980 and 2011, land use for farmland increased from 4 ha to 24 ha (+ 600 percent).

The "Ziegelbreite" industrial park is located on Landshuter Strasse with around 6,500 m². The development of the commercial space was intended by autumn 2013. In June 2013, the construction work for the designated canal and road construction work was awarded and the construction work for the extension began in summer 2013. The land acquisition by the municipality is still in progress.

Water supply

The water supply in the municipality is provided by the water supply association Isar-Vils. The association has three development areas available for the supply of drinking water:

  • Hofham
  • Wolfsteinerau
  • Kröning

The seven deep wells operated there largely cover the water requirement. A second feed line is created between the Läuterkofen and Adlkofen as a ring closure.

Desethylatrazine

In the Kröning development area there have been problems with both wells since 2009. At the beginning of 2011, the concentrations of desethylatrazine (degradation product of the spray atratzin, which has been banned since the early 1990s) rose sharply. In order to comply with the limit values, the water from the two Kröninger fountains was mixed - at times also with water from Hofham and Schaumburg. In the further course, however, the Kröninger wells had to be taken off the grid, as the concentrations had increased further. This was initially remedied by built-in packers , which pumped unproblematic water from deeper layers of one of the two wells. The analysis values published annually for desethylatrazine showed high concentrations between 2008 and 2010. The packers ensured a significant reduction in 2011 and 2012. However, the 2013 measurement again showed high values, to which the Isar-Vils association refers restrictively on its homepage: “That the good values in the Kröning development area were only achieved because of this because the sampling happened by chance during the sole pumping of well 1 ” . The second well showed no satisfactory improvement despite the packer. A study for the renovation (e.g. construction of new wells or construction of a treatment plant) was commissioned. Since the limit values for desethylatrazine were exceeded in two measurements in the middle and end of September 2012, an exemption was obtained from the health department in autumn 2012 with the requirement that a renovation concept be submitted by April 19, 2013. This is valid until October 1, 2015. Well II in particular turned out to be problematic, the pollution of which showed an increasing tendency. The exemption, which has been in effect since October 18, 2012, allows production up to a content of 0.003 mg / l desethylatrazine (for comparison: the valid limit value here is 0.0001 mg / l). Test drillings in the Geiselsdorf Forest in Kröning are being used to check whether it is possible to drill two further wells.

nitrate

From 2004 to 2010, the nitrate concentration in the Kröning development area showed an upward trend. The installation of two packers in the two wells and the associated pumping of water from deeper layers led to significantly lower values in the measurement in 2011, but these have increased again since 2012 and reached the level before the packers were installed in 2014. Nevertheless, these are well below the limit of 50 mg / l.

Sanitation

The sewer network for the town of Adlkofen was built in the sixties. At the beginning of 2000 it showed some serious damage. The first renovation work was carried out in 2005. A throttle structure was erected on Deutronicstrasse. In 2006 the canals in Blumenstrasse, Erlenstrasse, Nirschlkofener Strasse and Schwablstrasse were renovated. With the expansion of the Ziegelbreite business park, the households on Frauenberger Strasse will also be connected to the sewage system by spring 2014.

Adlkofens sewage treatment plant

Municipal sewage treatment plants are operated in the districts of Adlkofen (population size: 3000), Deutenkofen (150), Günzkofen (360), Pattendorf (120) and Reichlkofen (350).

In 1990 the current sewage treatment plant of the municipality of Adlkofen started operations. In 2005 it had reached its capacity limit (among other things with regard to rainwater drainage). The first need for renovation was also present. Appropriate planning for expansion and renovation has started. Work on the expansion and renovation began in 2007 and was completed in 2008. The system was brought up to the level of a so-called modified SBR system and expanded to 3500 population equivalents. The existing plant components could be used as far as possible. The renovation was estimated at 1.4 million euros. These costs were allocated to the wastewater charges. The additional price per cubic meter increased by around EUR 0.65. This also includes the cost of sewer rehabilitation work in previous years. In 2011 the planning contract for additional phosphate precipitation was awarded.

At the end of 2004 it was decided to connect the districts of Engkofen and Jenkofen to a central drainage system with a separate sewage treatment plant. The planning and tendering for sewers and an own sewage treatment plant were carried out in 2005. The start of construction for this was planned for 2006 year. Central sewage systems existed in 2006 in the districts of Adlkofen, Deutenkofen, Engkofen, Günzkofen, Pattendorf and Reichlkofen. The degree of connection was thus 70% (district average around 84%). In 2006 it was decided to connect the Ried district to the sewage treatment plant in Pattendorf. This means that the construction of small sewage treatment plants in the Ried district is no longer necessary. The Pattendorf sewage treatment plant was granted a restricted water law permit by the district office in August 2014 to discharge treated wastewater and to discharge mixed water from the mixed water relief structure, valid until December 31, 2015, in order to enable the same to be renovated.

In addition to the large wastewater treatment plants in the municipality of Adlkofen, the wastewater is treated in many districts using small wastewater treatment plants. With the issue of a general decree by the Landshut District Office in the course of adapting the technical rules for construction and operation, the operators of small wastewater treatment plants without biological secondary treatment with wastewater accumulation greater than eight cubic meters per day, which allow their wastewater to percolate directly into the subsoil, into a flowing water or into discharge a surface water channel, requested to clean the wastewater by December 31, 2010 at the latest so that it meets the requirements of the laws and regulations.

There are municipal statutes for the disposal of faecal sludge.

Flood protection

In the Forstenrode area, rain retention options with a total volume of around 20,000 cubic meters have been created since 2000. In 2013, additional retention options with a volume of 13,000 cubic meters were planned or included in the planning in the municipal area. In addition, there are a total of twelve retention basins with a capacity of around 18,000 m³. At the end of 2013, the preparation of the tenders for retention basins in the Birnkofen and Deutenkofen area was awarded.

traffic

Long-distance transport

Motorway connection to the A 92 is via Landshut or Wörth / Isar. The planned federal highway 15n should lead past Adlkofen. As part of this road construction project, Adlkofen would be connected via the so-called eastern bypass Landshut in a northerly direction to the motorway junction of the B 15neu with the A 92 and in a south-westerly direction to the B 299; with the continuation of the so-called southern Landshut bypass to the B 15 (old). As the so-called east-south bypass Landshut, these two road projects are classified as urgent in the Federal Transport Infrastructure Plan 2030.

Local and regional transport

The municipality's road network is 115 km long. 2.7 million euros were recently spent on its renewal and maintenance. The expansion of the Schwatzkofen-Pettenbach and Birnkofen-Frauenberg municipal road is planned for 2013. The land consumption for the construction of roads and paths increased from 157 ha to 198 ha (+ 26 percent) between 1980 and 2011. The district of Adlkofen is located on the state road 2045 and on the district road LA 31. Coming west of Schweinbach (city of Landshut), the state road 2045 leads via the district Adlkofen in a north-easterly direction to the municipality of Kröning. Via the LA 31 district road, which runs through the municipality from the north via Pöffelkofen to the south towards Weizeneck, there is a connection via the municipality of Geisenhausen to the B299. Further district roads in the municipality are the district roads LA 3, LA 11 and LA 30. The district road LA 3 starts on the state road 2045 near Jenkofen and runs through the municipality from the west in a south-easterly direction to Pattendorf and then continues to the municipality of Gerzen. The LA 11 starts in Göttlkofen and heads north towards the municipality of Niederaichbach. The LA 30 starts in Jenkofen and leads in a south-westerly direction via Hohenegglkofen (municipality of Kumhausen) to the B299.

Public transport

There are various bus routes in the direction of Landshut and Vilsbiburg.

Bike paths

In 2005 the construction of a cycle path along State Road 2045 from Schweinbach (City of Landshut) to Adlkofen was awarded. A continuation as a footpath and cycle path via Blumberg to Birken was planned, and its construction with a total length of 2.4 km was decided by the local council in summer 2013. On June 2, 2014, he also decided to carry out the construction himself.

energy

Electrification of Adlkofens

Kienspan was used for lighting until the 1870s, before it was replaced by oil lamps. With the establishment of the electricity cooperative Adlkofen and the surrounding area by three citizens of the municipality on December 8, 1924, the prerequisites for the electrification of the first households in Adlkofen were created with the submission of the statutes to the local court. When it opened on June 20, 1925, after dark, electric light shone in the houses of the village for the first time. The electricity was supplied from the overland plants to Schweinbach. There it was fed into the cooperative's pipeline network. Almost all properties in Adlkofen had been connected to the power grid since 1932. The project was financed by a loan of 1 million gold marks. As a result of the Great Depression in 1929, the loan could no longer be repaid. In 1931 the cooperative had 500 members. The winding up of the cooperative dragged on over many years. Various legal proceedings were conducted in this regard. In 1966 the legal disputes ended and OBAG took over the power supply for this area.

In July, the local council decided to convert 91 street lamps in the Günzkofen, Läuterkofen and Göttlkofen areas to energy-saving LED lamps.

Today (as of February 21, 2014) the electricity consumption in the municipality of Adlkofen is around 29,119 MWh / year. This is offset by around 25,016 MWh / year of electricity produced in the municipality from renewable energy sources (recorded by the EEG - Renewable Energy Act). Thus, the share of EEG electricity in consumption is 86 percent (for comparison: in the Landshut district this share is 43%). The municipality of Adlkofen obtains its electricity as part of the bundle tender of the Bavarian Municipal Assembly for municipal electricity procurement in Bavaria from 2013. With the commissioning of the second open-space photovoltaic system on Wolfsbach in the first half of 2019, Adlkofen’s electricity needs will be covered 100 percent from renewable energies .

Power grids

The power grid in the municipality is operated by Bayernwerk AG, which operated under the name E.ON Bayern AG until June 30, 2013. Adlkofen is now crossed by three power lines:

  • 110 kV line (Altheim-Vilsbiburg / Altheim-Winhöring)
  • 220 kV line (Altheim-St. Peter / Altheim-Simbach)
  • 380 kV line (Isar-Ottenhofen)

In 2012 the community announced that in addition to the existing 220 kV line, a further 380 kV line from Altheim to St. Peter was to be built. The Federal Requirements Plan Act came into force in July 2013. This is planned as project no. 32. The developer is the network operator TenneT. The aim of the measure is to increase the coupling capacity between Germany and Austria. The planning of the approx. 70 km long power line began in July 2012. The route is planned along the 220 kV line (Altheim-St. Peter / Altheim-Simbach), which will be dismantled after the measure has been completed.

1st section from the substation in Altheim to Adlkofen

At the end of 2013, the permit application for the first seven-kilometer section from Altheim to Adlkofen was submitted. The plan approval procedure for this was officially opened in January 2014. On February 7, 2014, an information event was held in Adlkofen. Concerns and objections to different planning variants were expressed from different sides. Ten days later, the Adlkofen local council debated an opinion on the project. The decision of the government of Lower Bavaria whether planning variant A1 (along the existing route of the 220 kV line; the plan approval procedure was opened for this) or planning variant B1 (based on an existing 110 kV line; the building senate of the Stadt Landshut pronounced) is planned for autumn 2014. After the approval process was changed, the plan approval procedure was postponed until summer 2016. First, a spatial planning procedure had to be initiated, which was opened in April 2015 and completed in May 2016. The plan approval procedure is in its final phase at the end of 2019. Construction is expected to start in the second half of 2020.

2nd section from Adlkofen to Matzenhof

The planning procedure for Section 2 was opened in January 2018. On February 19, 2018, the Adlkofen municipal council dealt with the topic. In the course of the comments received, the routing was revised again. The presentation to the public is scheduled for the end of October 2019. The decision to determine and start of construction is expected in 2021 and commissioning in 2023. The old lines will then be dismantled from 2023.

Biomass

Around 13,500 MWh / year are generated in the seven biomass plants in the municipality. The installed electrical output is just under 2 MW peak . The largest expansion took place here in 2007 and especially in 2010.

There are biogas plants in the area of the municipality of Adlkofen in:

  • Obermusbach - 125 kW electric
  • Oberpettenbach (3 systems) - 220 kW electric , 1,146 kW electric , 40 kW electric
  • Santing - 364 kW electric
  • Schwatzkofen - 364 kW electric
  • Willerskirchen - 110 kW electric

Local heating supply Adlkofen

Biogas plant in Santing

In 2009 the local council decided to set up a local heating supply in the Adlkofen district, which, in addition to the new nursing home "Elisabethstift", should also supply the kindergarten, school and town hall with heat. Along the supply line, other consumers should also have the opportunity to connect to the local heating supply. The heat should first be generated in a wood chip heating plant that has yet to be built. The construction and operation of both the supply line and the thermal power station should be carried out by a private contract partner. The fuel should be supplied from the local area. Corresponding contracts were signed in November 2009 (heat supply contract) and in the first quarter of 2010 (licensing agreement for the supply road). The envisaged price for the supply of heat was € 36 per kW connection value and around 5 cents per kWh of heat. In mid-2010, the plan to build a wood chip heating power plant as a heat source in the “Elisabethstift” nursing home was rejected. The heat supply will now come from the biogas plant in Santing. As a result, the length of the supply network increased from the previously estimated 600 m to around 1,700 m. The additional costs for this amounted to half a million euros; However, the connection and heat supply price were estimated to be lower than for the variant with wood chips. The biogas plant in Santing went into operation at the beginning of September. As a result, the school, the kindergarten, the Elisabethstift nursing home and individual private houses could be supplied with local heating in winter 2010/2011. In addition to lowering heating costs for the municipal buildings, CO 2 emissions could be reduced by around 250 tons per year. The examination of a connection to the local heating network of the new construction area Adlkofen Nord 1, which is located in the immediate vicinity of the biogas plant in Santing, was initiated. In spring 2013 the town hall, the "Alte Säge" building area and other private households were connected to the local heating network. The capacities of the biogas plant in Santing are thus fully utilized.

Local heating supply Reichlkofen

In 2009 the supply lines for the local heating supply in Reichlkofen were built. The biomass heating system also went into operation. At the beginning of winter 2009/2010, the first households will be supplied with local heating.

Geothermal energy

Adlkofen lacks the geological prerequisites for hydrothermal energy generation. The situation is different, however, with the use of near-surface geothermal energy. Even if the average temperature on the earth's surface in Bavaria is around 7 to 12 ° C, it can be made usable through the use of heat pumps, something that happens in Adlkofen for heating purposes in single-family houses, for example.

Photovoltaics

Adlkofen offers good conditions for solar energy generation. The average annual sunshine duration is around 1700 to 1750 hours. In relation to the mean daily values in hours, Adlkofen is above the average for the Landshut district from March to October. Almost 11,500 MWh / year of solar power are produced with around 430 systems on the roofs of private, commercial or agricultural buildings. There is also an open space in Pöffelkofen, on which the largest photovoltaic system in the municipality is located with 1,527 kW. The installed electrical output is just under 11 MW peak . The largest expansion took place here in 2009, 2010 and 2011. In 2012, the expansion already decreased significantly. For the construction of the system near Pöffelkofen, the municipal council decided in February 2009 to draw up a special development plan “Special area photovoltaic Pöffelkofen (S05)”, which came into force on April 12, 2010. This covers a base area of max. 23,010 m². At the end of 2018, the groundbreaking ceremony for a second open-air facility on Wolfsbach took place. This should be completed in the first half of 2019 and feed 3 million kWh of electricity per year into the grid.

In July 2012 the installation of a photovoltaic system on public buildings was discussed in the municipal council. The local building yard and the primary school were named as possible locations. It was then decided to build such a system on the roof of the bulk goods hall of the building yard. An award decision for the construction of this facility was initially expected for mid-2013, but is still pending.

Wind power

Areas for a possible use of wind power.

There are currently no wind turbines in the municipality. The wind speeds in the municipality are at a height of 140 m in the range of 4.5 m / s and 5 m / s. There are certainly suitable areas for any use of wind power. Negotiations by the community with interested parties are already underway. According to the current template for an ordinance to amend the Landshut regional plan (compilation of Chapter B VI Energy / Wind sub-area) of the Landshut regional planning association, there are neither priority areas (such as in the neighboring municipality of Geisenhausen) nor reserved areas in the area of the Adlkofen municipality for the construction and operation of space-significant wind turbines. Most of the municipality falls under the category of exclusion areas for wind turbines. This means that the erection of wind turbines that are significant in terms of space is not permitted in these areas. The areas with wind speeds of 5 m / s at a height of 140 m belong to the exclusion areas in which no wind turbines are allowed to be built. The areas in which wind turbines could in principle be built are in the area with wind speeds of 4.5 m / s at a height of 140 m. According to the municipal council resolution of May 13, 2013, no objection is raised against this draft. By decision of January 13, 2014, the government of Lower Bavaria declared this draft with the sixth ordinance amending the Landshut regional plan to be binding.

Public facilities

In 2005, new premises for the town hall were acquired. In 2006, the planning for the renovation of the town hall began. The renovation work began in November 2006 and was completed in summer 2007. In the course of the renovation, a citizens' office was set up, which now serves as a central contact and information point in the town hall.

In 2006/2007 an urn stele was erected in the community cemetery. Urn burials have been possible here since spring 2007. In 2011 the farmyard, the morgue and the network of paths in the cemetery were modernized.

There are a total of five volunteer fire brigades in the districts of Adlkofen, Deutenkofen, Günzkofen, Jenkofen and Reichlkofen. Until 1977, the Günzkofen fire fighting group was part of the Adlkofen volunteer fire brigade, from which it was detached in 1978. In 1979 the district office gave her independence as a volunteer fire brigade Günzkofen. In 2005 the volunteer fire brigade in Jenkofen was equipped with a new fire engine. Third place in the East Bavarian Fire Brigade Award in 2014 went to the Adlkofen volunteer fire brigade for initiating an optional subject "Realschule and fire brigade" at the Realschule Landshut.

In 2005 the Bavarian Red Cross set up an outpatient care base in Adlkofen. A general practitioner will be added in April 2015.

The Vilsbiburg police station is responsible for the citizens of Adlkofen.

Elisabethstift retirement home

For Adlkofen and the immediate catchment area, calculations based on the Bavarian State Elderly Plan had shown a need for around 50 living and care places. At the beginning of 2007, the Adlkofen community began to hold talks with the Diakonie in Landshut about the construction of a nursing home in connection with assisted living. The realization should initially take place via a foundation, through which the advance sale of care and assisted living spaces should take place. At the end of 2007, Diakonie Landshut worked out the lease agreement with a Munich investor group, and property negotiations were advanced. In the first half of 2008, advance sales of the first places should then begin. With the approval of the Diakonie Board of Trustees for the operation, the implementation was pushed forward in the second half of 2008 together with the Adlkofen municipality and the investor WOB Immobilien GmbH. The lease for the retirement home has a term of 25 years and includes an extension option for an additional 5 years. Construction began in June 2009 and the topping-out ceremony was also celebrated at the end of the same year. The completion work was continued during the winter months and the planning for the outdoor facilities and the development was carried out. In 2009 all care apartments had already been sold. At the beginning of 2010 an information evening on the senior citizens' living and care center "Elisabethstift" took place. The house and its facilities were presented to the public. In the first half of 2010, the design of the outdoor facilities was completed. The Elisabethstift retirement home started operations on July 1, 2010. It offers space for 47 people in need of care and is run by the Diakonisches Werk. The residents are accommodated in 39 single rooms and four two-person apartments on two wards. In the course of the opening, an open house was held at the end of July. The care offer includes, for example, music therapy, cooking and baking, gymnastics, group care or wheelchair excursions. The official inauguration of the house was on October 9, 2010. Shortly after the opening, an application for the establishment of places for day care was submitted and short-term care was integrated into the offer.

education

schools

Adlkofen is one of the oldest school locations in the Landshut district. A family of teachers can be identified by name as early as 1635. A first school building was built in 1826 on the main street in Adlkofen. In 1997 it was torn down again. In 1892 the second school house was built, which today houses the town hall and a financial institution. In 1964, today's schoolhouse was built with four classes. It is the third school building in Adlkofen. From 1974 to 1976 the school was expanded to include four more classrooms and a gymnasium. From 1916 to 1974 there was also a two-class elementary school in Günzkofen, which was dissolved again in the course of the rural school reform. However, the organization of the school did not follow the development of territorial reform. Children from the Adlkofen community also attend primary and secondary schools outside of Germany. The school building was fundamentally rebuilt in 1991 and expanded from eight to ten classes. Until 2005, the school in Adlkofen had a primary school with first to fourth grade as well as a partial secondary school with fifth and sixth grade. By resolution of the state parliament in 2004, the partial secondary school with the 5th and 6th grades was dissolved in Adlkofen. On the instructions of the government of Lower Bavaria, the corresponding school district of the Adlkofen secondary school was assigned to the Geisenhausen school district. The attempt to form a joint secondary school with Kirchberg thus failed. Attempts by the municipality of Adlkofen and the parents concerned to continue the schooling of the children in Schönbrunn (City of Landshut) were unsuccessful and the final class was transferred to the new school in Geisenhausen. The municipality is raising an additional € 23,000 per year for the changed school transport to Geisenhausen. Thus, since the school year 2005/2006, only four grades have largely been taught in two classes. There is lunch and homework supervision. The primary school Adlkofen receives support and funding from the association "Schule und Freizeit Adlkofen" e. V., which was founded in 1995. From 2010 to 2011, the school was subjected to an energetic renovation and connected to the local heating network of the community. In the 2011/2012 school year, a total of 110 children were taught in six classes. In the school year 2012/13 there were seven full-time teachers working at the Adlkofen primary school and 99 pupils were taught. As part of the BDKJ's 72-hour campaign "Heaven sends us" in Germany, the school garden was completely renewed in June 2013 by the Catholic rural youth.

kindergarten

The first kindergarten in Adlkofen already existed from 1939 to 1944 as a so-called harvest kindergarten at Landshuter Straße 28. In 1973, a preschool kindergarten was set up in the school building on the initiative of parents, which was run until the opening of a four-group kindergarten in 1977 "Am Himmelreich". In 1993 the kindergarten was expanded with two new group rooms and fundamentally redesigned. The kindergarten in the Adlkofen community is now one of the best equipped in the entire district. A very extensive and varied program has also been continuously built up over the years of operation. The kindergarten has been supported and promoted since 1975 by the Kindergarten Association Adlkofen e. V. At the beginning of 2013, planning began to build a new crèche (designed for 12 children) and the general renovation of the existing kindergarten. Corresponding plans were submitted to the District Office in the summer. In autumn, the government of Lower Bavaria granted permission for the replacement of the new kindergarten in Adlkofen to begin early. Two kindergarten groups can be accommodated here and two day nursery groups can also be set up. It has an integrated kitchen with dining room. The total costs for the replacement are 770,000 euros. In November 2013, 139 children were registered. After the groundbreaking in spring 2014, the topping-out ceremony was held in June.

Community library

In 1993 a community library was set up. Compared to 2009, loans increased by 14% in 2010. It is thus above the usage trend in the Lower Bavaria and Upper Palatinate regions. On April 14, 2013 it celebrated its 20th anniversary. 11,922 media (books and magazines as well as digital media) are currently available. In 2013, E.ON and Bayernwerk AG awarded the community library the "Bookmark" award as part of its funding program "Libraries promote reading - we promote libraries".
