Location of the Regen district in Bavaria | |
The district of Regen is the northernmost district of the Bavarian administrative district of Lower Bavaria . In the north it borders on the Upper Palatinate , in the northeast on the Czech Republic .

location
The district area is completely covered by the Bavarian Forest , which here consists of the so-called Inner and the Front Bavarian Forest . Between the two lies the pile , a landscape made of quartz rock. The highest elevation in the Bavarian Forest, the Great Arber , is located on the northern boundary of the district of Cham . The district and district town are named after the Regen river , whose source river Schwarzer Regen runs through the district from east to west in a wide arc. The black rain in turn arises from two source rivers, the small and the large rain, which unite in Zwiesel , in the east of the district.
Neighboring areas
The district borders counterclockwise in the north, beginning with the districts of Cham , Straubing-Bogen , Deggendorf and Freyung-Grafenau . In the northeast and east it borders on the Czech administrative district of Pilsen Region ( Plzeňský kraj ).
history
Regional courts
The area of the Regen district belonged to Bavaria before 1800. In 1803 the Regen and Viechtach regional courts were established. The district court Viechtach initially belonged to the rain district , from 1810 to the Lower Danube district , to which the district court Regen belonged before. In 1838 the Lower Danube District was renamed Lower Bavaria.
District Offices
In 1862, a district office was formed from each of the two regional courts .
Counties
On January 1, 1939, the designation district was introduced as everywhere else in the German Reich . So the district offices became the districts of Regen and Viechtach.
Regen district
As part of the regional reform in Bavaria , on July 1, 1972, the two districts of Regen and Viechtach as well as the municipality of Lohberg from the dissolved district of Kötzting were merged into today's district of Regen. On May 1, 1978, the community Wettzell , which was incorporated into the town of Kötzting , and the community Lohberg moved to the district of Cham. At the same time, the community of Niederndorf moved from the district of Cham to the district of Regen and was incorporated into Arnbruck .
In 2012, a CSU district council sparked a debate that provided for the Regen district to be renamed "Arberland district".
Population development
From 1988 to 2008 the Regen district grew by almost 3,000 inhabitants or around 4%. Since 2002 the trend has been declining after a high of around 82,700 inhabitants. Between 1988 and 2018 the district grew from 76,869 to 77,656 by 787 inhabitants or by 1%.

Referendum
On February 8, 2015, the voters were called in the district, in one initiated by the district council referendum over a two-year trial operation of the reactivation of the railway line between Gotteszell and Viechtach vote. It should be clarified whether the district should declare its willingness to ensure 10% of the costs incurred during the trial run in the event of insufficient passenger participation and, at the same time, the freedom to travel for schoolchildren. Both the reactivation of the railway line and the referendum passed by the district council were hotly debated in the Internet media and in forums of the local newspaper. When voting, those eligible to vote voted with a majority of 63.9% of the votes cast (with a turnout of 20.9%) for the trial run. In a total of 17 municipalities in the district, the citizens voted for the referendum, in seven municipalities they voted against. With Achslach, Geiersthal, Gotteszell, Patersdorf, Ruhmannsfelden, Teisnach, and Zachenberg, these were all communities in the vicinity of the railway. The biggest rejection of the decision was in Teisnach with 66.42% against the trial run. There was the greatest approval in Viechtach with 85.69%. This community was also the only neighboring community of the railway line that spoke out in favor of trial operation. Although the necessary quorum (15% of the electorate) was not achieved, District Administrator Adam announced that the election result, as determined by the district council, would be regarded as binding.

Economy and Infrastructure
In the Future Atlas 2016 , the Regen district was ranked 305 out of 402 districts, municipal associations and urban districts in Germany, making it one of the regions with “future risks”. According to the study, it offers the fifth worst future prospects of all the districts in Bavaria.

Rail transport
The AG der Bayerischen Ostbahnen opened up the district area in 1877 with the railway line Plattling - Deggendorf - Regen - Zwiesel - Bayerisch Eisenstein ( Bavarian Forest Railway ), which connected here to the Austrian Railway (today the Czech State Railway).
In 1890, two local railway lines were added that branch off the first line: The Bavarian State Railways established the connection from Zwiesel with the Zwiesel – Grafenau railway line to Grafenau, and a local railway company ran a line from Gotteszell to Viechtach.
Only decades later, in 1928, did the railway network experience two more additions and now comprised a network of 119 km in length:
The Lokalbahn-AG extended its line from Viechtach to Blaibach to the Gotteszell – Blaibach railway line and from then on operated as the Regentalbahn AG (RAG), while the Deutsche Reichsbahn built the Zwiesel – Bodenmais railway line from Zwiesel .
In 1991 the Regentalbahn shut down its route from Gotteszell to Blaibach and thus 38 km of a total of 119 km of railway lines in the district; However, between Gotteszell and Viechtach there are still tourist trains of the “Wanderbahn im Regental e. V. ". In cooperation with the municipalities and the district, the association is endeavoring to resume regular passenger traffic on this route.
The RAG took over the passenger traffic under the name " Waldbahn " first in 1993 on the two Zwiesel branch lines and from 1997 also on the main line Plattling - Bayerisch Eisenstein on behalf of the DB Regio Bayern . The German railway continues to be represented in the district as an infrastructure operator. As a result of a Europe-wide tender by the BEG, RAG has been commissioned directly with the provision of the local rail transport since December 2013 . In December 2015, this order was transferred to the subsidiary Die Länderbahn .
Local public transport
RBO regional buses and private bus routes such as the Igelbus operate in the district . City bus lines exist in Zwiesel, Regen and Viechtach (free of charge there). A citizens' bus is operated in the municipality of Kirchdorf . Call-line taxis are used on individual lines, especially in the western district . In addition to the in-house tariffs of the bus companies, the tariffs of the transport associations of the respective neighboring districts, namely the VLC tariff for the district of Cham, the VLD tariff for the district of Deggendorf and the VLS tariff for the district of Straubing-Bogen, apply in individual outgoing and incoming lines .
The Bayerwald ticket is valid in the district . In the municipalities of Bayerisch Eisenstein, Frauenau (both since May 1, 2010), Lindberg (since August 1, 2010), Zwiesel (since June 1, 2010), Regen (since December 1, 2010) and Langdorf (since January 15, 2011 ) the guest cards are valid as a so-called GUTi ticket in the district as well as in the neighboring districts of Freyung-Grafenau and Cham.
Streets
The federal highways 11 and 85 run through the district . In addition, several state roads connect the district with these highways.
media
In addition to the national media, the Passauer Neue Presse with the Bayerwald-Bote and the newspaper group Straubinger Tagblatt / Landshuter Zeitung with the Viechtacher Anzeiger publish local newspapers in the district.
tourism
development
Tourism in the Regen district was born at the end of the 19th century with the establishment of the Bavarian Forest Association . However, it was not until the 1960s that tourism in the region increased. The number of rental companies rose to the same extent. There are currently around 32,000 beds available in the district.
Parameters
In 2014, around 480,000 holidaymakers visited the district. A total of 2.25 million overnight stays were counted this year. Approx. 15% of the full-time employees in the Regen district work in tourism.

The municipality of Bärndorf was incorporated into the city of Regen on April 1, 1962. The Eggenried community followed on July 1, 1964.
Protected areas
The district has 14 nature reserves , three landscape protection areas , 15 FFH areas and at least 50 geotopes designated by the Bavarian State Office for the Environment (as of August 2016).

License Plate
On July 1, 1956, the district was assigned the REG distinguishing mark when the vehicle registration number that is still valid today was introduced . It is still issued today.
Until the 1990s, vehicles from the old district of Viechtach had license plates with the letter pairs KA to ZZ and the numbers from 1 to 99.
From March 1, 2018, it is possible to receive the VIT of the old district Viechtach .
