GUTi is the abbreviation for “Guest Service Environment Ticket”. This enables the use of buses and trains with tourist cards free of charge in various communities in the Bavarian Forest . It is part of the national park traffic concept Bavarian Forest .

There were initial efforts to get free bus and train services in the communities of Spiegelau , Neuschönau and St. Oswald-Riedlhütte in spring 2009. They signed a contract with the bus operator RBO to use the spa cards they issued from the beginning of the summer season on May 1, 2009 can also be used as tickets in the hedgehog buses in the Rachel-Lusen area. The prices for the spa cards rose slightly for this reason. Spiegelau and St. Oswald-Riedlhütte raised it from 80 cents to 1.30 euros, Neuschönau from 55 cents to 1 euros per day.

In the course of 2009 and spring 2010, this resulted in the so-called "Guest Service Environment Ticket GUTi". Each day, 31 cents of the tourist tax are paid into the apportionment. 30 cents go to the transport company, one cent to the Bavarian Forest national park transport concept . From May 1, 2010, the spa cards were valid in the municipalities of Grafenau , Spiegelau, Schönberg , St. Oswald-Riedlhütte, Bayerisch Eisenstein , Frauenau , Neuschönau and Hohenau as a ticket in the Bayerwald-Ticket tariff area . The city of Zwiesel introduced this service on June 1, 2010. In July 2009 the municipality of Bodenmais rejected the introduction for reasons of cost. Lindberg joined on August 1, 2010, Mauth on November 1, 2010 and the city of Regen on December 1, 2010. First of all, accession of further municipalities in the pilot phase after January 1, 2011 should be rejected in order to obtain comparative data for a whole year to get. However, at the end of September 2010, the community of Lam decided to introduce the GUTi on July 1, 2011. With this community, part of the Cham district joined for the first time . The scope has thus been extended to this district as well.

With the introduction of the GUTi in May 2010, the number of passengers tripled compared to the same month last year. On the Zwiesel – Grafenau railway line , the load factor on certain trains rose to 80 to 100% after the introduction of the GUTis. In return, sales of Bayerwald tickets fell by a third.

As a result of this development, the operating times of the winter hedgehog buses for the 2010/11 season in the Rachel-Lusen area were extended to daily operation from December to May. In the Falkenstein area, the range of trips has been increased.

With the exception of Freyung, the municipalities of the Bavarian Forest National Park Community Association introduced the so-called National Park Card on January 1, 2011. This builds on the GUTi and standardizes the services of the individual guest cards in all these municipalities.

From January 15, 2011, the GUTi-Ticket will also be available in the Langdorf community. With one exception, all municipalities in the Regen and Freyung-Grafenau districts have now introduced the GUTi-Ticket along the three forest railway lines.

At the end of May 2011, eight municipalities in the district of Cham signed an agreement with the Verkehrsgemeinschaft Landkreis Cham (VLC) to use the spa cards as tickets. Since July 1, 2011, holiday guests in Grafenwiesen , Hohenwarth , Lohberg , Miltach and Neukirchen bei Heiligen Blut have been able to travel by bus and train in the Cham district with their spa card. Since January 1, 2012 this has also been possible for holidaymakers in Arrach and Blaibach . The municipality of Lam chose a combination of GUTi and VLC tickets because of its geographical proximity to the Regen district. Since July 1, 2011, guests in this community have been able to use public transport in the districts of Freyung-Grafenau, Regen and Cham for free.

With the accession of the municipality of Lam on July 1, 2011, the scope of the GUTi was extended to include the district of Cham. The tourist cards for the municipality of Lam and the GUTi municipalities in the districts of Freyung-Grafenau and Regen are therefore valid in the three districts on bus and train as well as on trains to Bodenwöhr and Schwandorf.

In total, 22 of the 88 municipalities from the Cham, Freyung-Grafenau and Regen districts have joined the system up to a year after the GUTi-Ticket was introduced.

At the end of June 2012, the city of Waldkirchen voted to become a member of the GUTi system as of January 1, 2013. As when Lam joined the northern border of the Bayerwald-Ticket, the GUTi-Ticket had to be extended. In the city council's discussion, voices were raised calling for an extension to the northern district of Passau .

At the end of March 2013, the district town of Freyung refused to join the GUTi for the second time and instead introduced free travel for holiday guests between Freyung and Ringelai.

On some lines, GUTi passengers make up the majority of passengers. The municipality of Mauth announced that of the total of 26,865 passengers on the Finsterau-Igelbus line, 83 percent use the GUTi ticket.

The municipality of Rimbach has been participating in the VLC guest card as part of the Kötztinger Land guest card since July 1, 2014 .

In November 2014, the contract between the transport association, the district and the 15 member communities was extended to 2016 and Arnschwang, Stamsried and Chamerau joined the VLC guest card on January 1, 2015. Of the.

On August 1, 2014, Kirchdorf im Wald joined the GUTi-Ticket. Arnbruck, Bischofsmais, Drachselsried joined on December 1, 2014. In August 2014, the Arnbruck municipal council voted unanimously in favor of introducing the ticket. This should be done after approval by the local landlord's meeting. In 2014, the Bodenmais community entered into negotiations for the introduction of the GUTi. However, they still do not see themselves in a position to take over the necessary 250,000 euros per year. However, this is necessary because the municipality does not want to increase the spa fee. In the district of Freyung-Grafenau, the municipality of Eppenschlag decided in December 2014 to introduce the GUTi in the course of 2015.

At the end of July 2015, the Bodenmais market council decided to join the GUTi system on December 1, 2015.

The town of Viechtach followed on December 1, 2016. The neighboring town of Kollnburg voted in mid-April 2017 for the GUTi on January 1, 2018. The Geiersthal community voted in early August 2017 for the ticket to be introduced, which was also implemented on January 1, 2018.

The area of ​​validity today corresponds to that of the Bayerwald-Ticket and the tariff area of ​​the Verkehrsgemeinschaft Landkreis Cham (VLC). This includes the districts of Regen, Freyung-Grafenau and Cham. In addition, the tickets are accepted for train journeys to Bodenwöhr and Schwandorf. To the Czech Republic, the ticket is valid on bus connections operated by the Ostbayernbus company from the Regen and Cham districts and on the Waldbahn trains to Špičák.

Between May and August 2010 the ticket was not recognized in the Czech Republic. Only renegotiations with the Czech Railways led to the cross-border validity since September 1, 2010.

On July 1, 2011, the tariff area was extended by the joining of the municipality of Lam on the VLC.

From April 28, 2012, the Röhrnbach – Freyung (Ilztalbahn) line was also included. Since April 27, 2013 there has been a discounted return ticket for GUTi and Bayerwald Ticket passengers on the Röhrnbach – Passau route on the trains and the parallel RBO buses.

Since September 12, 2016, the GUTi has also been in effect on the forest railway line WBA 4 Gotteszell – Viechtach, which is tested every hour for two years.

The ticket is explicitly not valid on the Gotteszell – Plattling section , which is in the Deggendorf district . A variant corresponding to the "Bayerwald-Ticket Plus", which would contain this, is not available from GUTi. Therefore, tickets at the local transport tariff of the Deutsche Bahn or a connection ticket that is also valid in Deggendorf city buses must be purchased here. The connection ticket of the forest railway for the aforementioned route costs 7.50 euros.

Levy

The income of the GUTi flows together with the income of the Bayerwald ticket into a common pot. These are then divided among the companies in the collective bargaining association depending on the vehicle kilometers driven.

In 2016, a total of EUR 765,851.84 (equivalent to around 2.5 million overnight stays) was paid into the community of participants.

Issue of the ticket

Electronic registration is the basis for issuing the ticket. Landlords who are connected to it can print out the ticket for their guests on site. As a security feature, an individual barcode is printed on the ticket for each guest . For guests who stay overnight with landlords who are not connected to the municipality's electronic registration system, the ticket is issued at the local tourist information office.

Participating municipalities

The tourist cards of the participating municipalities have different areas of validity. From May 1, 2010 to June 30, 2011, the GUTi-Tickets covered the area of ​​validity of the Bayerwald-Ticket, since July 1st, 2011 that of the Bayerwald-Ticket and the Verkehrsgemeinschaft Landkreis Cham (VLC). If “only VLC” is specified for municipalities, these are only valid as a ticket for the VLC.

Holiday guests are to be bound to the Bavarian Forest region by the free local public transport and to make their traffic behavior within the nature parks and the national park more environmentally friendly. The operators of local public transport promise themselves a secure financial basis. On the part of the municipalities, there is hope that the reporting morale will increase and more landlords will join the electronic reporting system. The landlords also want an increase in attractiveness due to the greater radius of action made possible for their customers.

Number of overnight stays

A central aspect that was held in the discussions about the introduction of the GUTis in communities is the increase in the number of overnight stays. According to the figures from the State Statistical Office, the number of overnight stays in the participating municipalities developed positively in the first five months compared to the previous year's figures. There were 3,320 more guests from May to September 2010. In the districts of Freyung-Grafenau and Regen, the number of overnight stays fell by 42,101 in the comparison period. Thus, the numbers in the participating municipalities developed 4.0% better than in the non-participating municipalities in the two districts. The share of overnight stays in GUTi communities in the total overnight stays in the two districts was 28.8%, compared to 28.0% in the previous year. In 2012, 39.7% of all overnight stays in the districts of Freyung-Grafenau and Regen were made in communities that offered the GUTi-Ticket.

Citizen-GUTi

In several municipalities, discussions were held about setting up an offer for locals comparable to the GUTi, i.e. a so-called public transport without a ticket . The local association Zwiesel of Bündnis 90 / Die Grünen campaigned in mid-March 2012 to create discounted public transport for residents as well. At the beginning of November 2012, one year after the introduction of the card in the Cham district, the communities of Lam and Arrach also pleaded for a discounted public transport offer for residents of the towns. At the beginning of June 2013, the city council in Grafenau rejected a similar application. In March 2014, the city of Zwiesel suggested introducing a corresponding ticket for senior citizens.
