  • The federal highway 399 (abbreviation: B 399 ) is a German federal highway with a length of 45 kilometers.

    History and today's course

    The B 399 leads from Düren in a southerly direction via Rölsdorf and Birgel and via Hürtgenwald , Simmerath and Monschau to the Belgian border. Due to the local military training area in Elsenborn , it was necessary to relocate the federal road to the west shortly before the border from Kalterherberg .

    In 2010, the course of the federal, state and district roads in the Simmerath area was reorganized. The B 399, which previously led from Lammersdorf via Simmerath to Monschau-Imgenbroich, now leads from Lammersdorf to Fringshaus, where it meets the B 258 . The first section of the B 399 ends here. South of Monschau, near the Perlenbachtalsperre , the second section begins. It leads to the Belgian border via Kalterherberg. The B 399 is not marked between Fringshaus and Perlenau, the two places are connected by the B 258.

    Originally, the road led as Reichsstraße 399 (R 399) further south into the area of Eupen and Malmedy in Belgium , which was annexed by the German Empire at the time, and crossed what was then Reichsstraße 400 (R 400) near Bütgenbach . The R 399 then went on to Sankt Vith .

    Recent additions

    The Gey bypass was completed at the end of 2009 and was only officially opened at the beginning of 2010. The federal highway 399 runs around the town to the east. It is no longer possible to drive through the village, as the southern exit of the former federal road is now a dead end. In the first six months after completion, the number of accidents on the new section increased, as most of the drivers on the intersecting Kreisstraße 29 disregarded the stop sign.

    The construction of a bypass road in Düren as a northern extension of the B 399 with the designation B 399n is currently being planned. This bypass is to lead from the federal highway 264 near Düren-Derichsweiler via Düren-Gürzenich through west and north Düren , over the Rur , past the train station and there to be connected to the federal highway 56 . Parts of the route are to be designed with four lanes. This so-called "northern bypass Düren" serves primarily to improve the traffic conditions in the inner city area. The city administration's traffic experts expect a significant reduction in through traffic in the city center. As a joint measure, the new construction of the federal road is to be carried out together with the state road construction company NRW, which acts on behalf of the Federal Republic of Germany. In connection with this is the renovation of the Düren train station and its surroundings.

    The regional plan for the administrative district of Cologne was changed in this regard and approved by the state planning authority on October 14, 2008. The objection period ended on December 7, 2011.

    However, the Aachener Zeitung quoted Düren building department head Paul Zündorf in an article dated January 30, 2015 with the words: "The north bypass is more of a planning for the next few decades." It is also reported that the negotiations with the railway are from the point of view of Düren's building department will prove difficult, as the B 399n also has to pass through the station area. However, according to Rurtalbahn Managing Director Achim Schmitz, a basic agreement with Deutsche Bahn was reached at the end of 2013. The aim is to sell the entire north station to the holding company of the district (BTG), which in turn would lease the area to the Rurtalbahn. However, the sale was delayed due to the installation of a switch for the northern bypass and the electrification of this route. It was unclear here who had to or will pay for the costs.

    A basic agreement was reached at the end of 2015 / beginning of 2016, because the future Rhein-Ruhr-Express (RRX) between Aachen and Cologne will require the DB to have a passing track at the Düren station and so now the Deutsche Bahn is also interested in installing the controversial Has soft. The state authority for roads in North Rhine-Westphalia is also confident that the bypass road, which has been under discussion for over 30 years, can also be realized in the foreseeable future. Gerhard Decker, head of the Ville-Eifel regional branch, no longer sees any major hurdles for the project. “The agreement has been reached,” he emphasizes. Decker assumes that the building law could be in place in 2018.

    With this confident view, Decker is almost correct. The contract for the purchase of the Nordbahnhof site will be finalized in early 2018. The preliminary draft of the planning should be revised by the end of 2018 so that the discussion meeting with the district government can take place in 2019, according to Decker. The building permit can then be in place in 2020 and construction can begin in 2021.

    In the new Federal Transport Infrastructure Plan 2030, the B 399n is classified in the "urgent need" category. Projects that are classified as "urgent need" in the Federal Transport Infrastructure Plan have a high probability of being implemented by 2030. The construction costs of the B 399n as the northern bypass of Düren are given as € 31.2 million.

The required B 399 / Düren northern bypass was then added to the draft of the Structural Strengthening Act approved by the Federal Cabinet.
