In the land use plan of the city of Landshut from August 13, 2012, valid as of September 2015, two variants of the alignment of an east bypass in Landshut's urban area are shown. Both start at LA 14 and lead along the educational campus at Lurzenhof to the Isar. Route drafts (October 2014)

The Osttangente Landshut is an important road connection in municipal construction. According to the Bavarian State Ministry of the Interior, for Building and Transport , it is “basically eligible for funding from the Bavarian Municipal Transport Financing Act (BayGVFG) and the Financial Equalization Act (FAG)” and the Free State of Bavaria would “support the project as best as possible” . As part of the joint meeting of the city and district of Landshut and the Ergolding market in October 2014, a possible cost sharing was outlined as follows:

On December 15, 2014, the district council commissioned District Administrator Dreier to negotiate the financing with the Free State of Bavaria. If possible, this should be carried out in a municipal special building project for the purpose of higher subsidies. The Ministry of the Interior promised 80 percent funding.

In the Landshut district council, the cost of an Osttangente Landshut is estimated at more than 70 million euros. The bridge structure is the largest single item (for comparison: in 2007 the federal government estimated the costs for the 400 m long Isar bridge as part of the B 15 new with four lanes at Gretlmühle at 20 to 25 million euros.). As part of the dialogue forum on the east-south bypass in Landshut, an east bypass close to the city was examined with regard to its costs and valued at 63 million euros.

Traffic volume

Landshut is an important hub for national road traffic. North of the urban area runs the federal highway A 92, which crosses the federal highways B 15 and B 299, which run through the urban area. In addition, the B 11 connects Landshut with Munich.

For regional road traffic, Landshut serves as a crossing point for State Road 2045 and as a connecting point for State Road 2143 to Ergolding and the district roads LA 26 to Altdorf , LA 52 to Altdorf or Ergolding and LA 14 near Auloh to Niederaichbach . As an enclave , Landshut is located in the middle of the district of the same name and divides it into a north and a south half.

Road traffic crosses the Isar in three places in Landshut :

  • once in the west from Luitpoldstrasse to Wittstrasse
  • twice in the center on Podewilsstraße and
  • twice in the east over the Piflaser bridge and the Konrad-Adenauer-Brücke in the area of ​​Konrad-Adenauer-Straße.

These bridges are not sufficient to accommodate both inner-city traffic and traffic from neighboring communities. As a result, the existing connections are heavily loaded. Outside of Landshut, there are only 17 km to the west (Volkmannsdorferau) and about 14 km east (Niederaichbach) to cross the Isar.

From Ergolding, traffic leads into Landshut via the B 15 . According to the traffic census 2015 (2010) in the Hofmark-Aich-Straße / Luitpoldstraße area, the traffic load was 20,500 (24,500) to 20,000 (26,500) vehicles per day, with a decrease in the direction of Kumhausen to 13,300 (13,500) vehicles per day and in the direction of Ergolding almost 29,000 (21,000) vehicles per day increased. After Ergolding at the junction with the A 92 there were only about 16,600 (13,200) vehicles per day.

The order for a noise-reducing road surface led to significant obstructions in the course of 2016.

Both federal highways cross at the level of the Harlander junction and the Piflaser bridge. In May 2015 it was determined that the two bridges over the large and small Isar can no longer be renovated and will have to be rebuilt within the next ten years. The construction time for these new buildings is estimated at one and a half years each. During the future new building there will be considerable restrictions in road traffic.

While traffic volumes increased by an average of 1000 vehicles per day from 2005 to 2010 south of Landshut on the ascent to Weihbüchl (B 299), the traffic volume in the 2015 census remained almost unchanged compared to 2010. A further increase in traffic in the area of ​​the Kassernenberg towards Geisenhausen cannot be determined. In contrast, however, the traffic in the area of ​​the Landshut Kaserneneck (Landshut St 2045 West) increased by around 3,000 vehicles per day.

The increased traffic volumes can be explained by the following factors: Here at the intersection of the B 299 and the St 2045 there is a shopping center including a supermarket, discounter and drugstore. In the immediate vicinity are various cultural and sports facilities as well as a student residence hall; another student residence is about to be completed. Via the state road 2045 there is a connection to the exhibition center and the Landshut University of Applied Sciences. In the years from 2010 to 2015, the number of students rose continuously. Commuter traffic from the southeastern district of Landshut to Landshut also takes place via the St 2045. Commuters from the east of Landshut (Schönbrunn, Frauenberg and Auloh) also take this route to B. to Landshut or to the north of the Isar industrial and commercial areas of Landshut and Ergolding.

The volume of traffic in the inner city of Landshut resulting from the source and destination traffic is subject to extreme fluctuations in the daytime: in the mornings and afternoons this reaches peak values ​​during rush hour traffic, while in the times in between it is significantly lower, only to drop significantly in the evening hours.

Traffic development

According to an expert opinion from 2002, an eastern bypass could relieve traffic on Konrad-Adenauer-Strasse by up to 25 percent, which would correspond to a traffic volume of 12,000 vehicles. Manfred Dreier, Head of the Landshut State Building Authority, said on October 30, 2014: "The eastern bypass has even more of a relief effect than the B 15 new because it is closer to the city and less detouring". According to the Supreme Building Authority and the Federal Ministry of Transport, a relocation of heavy haulage and long-distance traffic is not to be expected, since the east bypass is not a replacement for a new B 15.

In January 2014, the head of the building department, Johannes Doll, presented the results of a joint report by the Landshut building department and the Landshut State Building Authority to the Landshut Building Senate. It was examined what effects a provisional end of the B 15 new on the LA 14 would have. As a result, it was found that this would not significantly increase the volume of traffic at the barracks junction and on Niedermayerstraße, since the corresponding traffic in the direction of Schönbrunn, Landshut University, Sparkassenakademie and Agricultural Education Center would take the route via the B15new. Such a shift in traffic flows also applies to an eastern bypass to Landshut.

As part of the route investigations carried out by the East-South bypass dialogue forum in Landshut, an average traffic volume of 11,900 vehicles per day was forecast for an east bypass in Landshut. A considerable relief effect for the Konrad-Adenauer-Straße is stated and an improved connection to the East of Landshut is determined.

Feasibility study

At the joint meeting of the district council of the Landshut district, the city of Landshut and the Ergolding market on October 30, 2014, the Landshut State Building Authority proposed a cost sharing between the city and the district of Landshut. On November 27, 2014, the Ergolding Municipal Council approved the creation of a feasibility study. Activities in this regard were suspended between February and June 2015. A total of six of the route variants discussed there also included the construction of an eastern bypass. These were variants 2a, 2b, 4, 5b, 6 and 9.

In 2006 the Citizens' Forum Landshut collected signatures for a "relief road east". In 2012 the citizens' initiative "LA-Ost-staufrei" was founded . This is also committed to the construction of a relief road between LA 14 and the Ergolding market. In September 2012 she started a signature campaign for a citizens' petition for the construction of a "relief road east." This signature campaign brought together almost 1,000 signatures. The quorum of around 3,300 signatures was not achieved.

In a statement on the registration of the 15n federal road to the Federal Transport Infrastructure Plan 2030 , the Landshut district group of the Federal Nature Conservation in Bavaria advocated a Landshut eastern tangent as part of a more comprehensive traffic concept as an alternative to the continuation of the 15 new federal road beyond the A 92.
