Nushi was a member of the 118-person Anti-Fascist Council for National Liberation and its Presidium, which was elected as a transitional parliament by the Përmet Congress in May 1944 and helped the Communists to take power. After the founding of the People's Republic of Albania on January 11, 1946, he became a member of the People's Assembly ( Kuvendi Popullor ) and was a member of it as a representative of the Durrës district from the first until his death during the sixth electoral term in 1970. On March 15, 1945 he was Minister of Commerce in the Provisional Government.

Already at the 1st party congress of the PPSh in November 1948 he was elected a member of the Central Committee (ZK) and a member of the Politburo of the PPSh . Nushi was a member of this top management body of the party until November 1971. At the same time he was chairman of the People's Assembly from 1949 to 1950 and thus for the first time President of Parliament and from 1949 to 1951 for the first time chairman of the General Council of the BSSH ( Bashkimi Sindikal i Shqipërisë ).

On July 24, 1953, he was appointed Minister of Commerce and Communications in the cabinet of Prime Minister Enver Hoxha , of whom he was a confidante and supporter, and held this office in the subsequent governments of Prime Minister Mehmet Shehu until July 14, 1962. In addition he was Central Committee secretary from July 12 to July 20, 1954.

Between 1954 and 1956 he was again chairman of the people's assembly. He was then from June 4, 1956 to June 21, 1958 Deputy Chairman of the Council of Ministers.

He was later a member of the Presidium of the People's Assembly and thus of the collective State Presidium, and from 1958 until his death in 1970 he was again Chairman of the General Council of the BSSH. Successor as chairman of the trade union federation was Rita Marko .

He also visited the People's Republic of China and the Soviet Union , where he held talks with Leonid Ilyich Brezhnev and others about the crisis in relations between Albania and the USSR and the stronger ties to the People's Republic of China.

Between 1980 and 1982 selected works by Nushi were published posthumously in three volumes under the title Vepra të zgjedhura in a Tiran publishing house.
