The green economy is understood to be a market - based economy oriented towards ecological sustainability , economic profitability and social inclusion .

The term is mainly used in the international discourse on sustainability and complements the same paradigms as the concept of sustainable development . At the United Nations Conference on Sustainable Development (UNCSD) in 2012, the green economy served as one of two main themes alongside the institutional framework for sustainable development.

The concept of the Green Economy is closely related to the Green New Deal , from which it partially emerged, and has now largely replaced this as the guiding concept in the international discussion. In terms of content, the core ideas of the Green Economy can be traced back to the school of ecological modernization that has been in operation since the 1980s .

During the preparations for the UNCSD, which took place in Rio de Janeiro from June 20-22, 2012 , the then UN Secretary General Ban Ki-moon described the Green Economy as an approach “which under one banner covers the entire spectrum of economic efficiency Policies relevant to sustainable development ”.

In September 2012 the Federal Ministry of Education and Research (BMBF) and the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) organized the conference "Green Economy - A new economic miracle?" And wanted to initiate a "Green Economy Agenda Process". The aim should be the formulation of a research agenda for economic practice based on sustainable criteria.
