Green New Deal

The term Green New Deal describes concepts with which an ecological turnaround in industrial society is to be initiated.

Origins

The Green New Deal takes up the term New Deal coined by the Franklin D. Roosevelt government , with which it responded to the global economic crisis that began in 1929 . Originally the term “ new deal ”, which comes from the card game , means that the cards are shuffled and redistributed. H. there is a new beginning. With the “ Green New Deal ”, such a new beginning is to be used to bring about an ecological turnaround in industrial society.

The term was used in two essays by journalist Thomas L. Friedman that appeared in the New York Times in 2007 .

Friedman wrote in January 2007:

“If you have a wind turbine in your garden or solar panels on the roof, hats off. But if we want to make the world greener, we have to fundamentally rebuild our power grid - and say goodbye to dirty coal and dirty oil and rely on clean coal and renewable energies. It's a huge industrial undertaking, and much bigger than anything you've heard before. But if we get involved in this green variety, it can ultimately - like the New Deal - lead to the creation of a new division for clean energy that makes our economy fit for the 21st century. "

This concept was subsequently taken up by the Green New Deal Group, whose report A Green New Deal appeared on July 21, 2008.

The United Nations Environment Program (UNEP) contributed to the widespread use of the term and concept . On October 22, 2008, UNEP Director Achim Steiner announced the Global Green New Deal initiative . The idea is to create more jobs in “green” industries, thereby stimulating the economy and at the same time slowing down climate change .

United States

In the United States, a Green New Deal u. a. demanded by Sunrise Movement , a grassroots movement. Climate strikers in the US are also campaigning for such a deal.

Since 2019, many members of the Democratic Party have been calling for the Green New Deal, also proposed by Bernie Sanders , for the indirect future. The program is ideologically opposed by right-wing forces like Donald Trump and right-wing media like Fox News and its scope is misrepresented.

In the USA, the New Consensus think tank is decisive for drawing up a Green New Deal ; Rhiana Gunn-Wright is responsible for this .

An application for an expert hearing on the Green New Deal in the Senate failed on March 26, 2019. The Republicans let the vote without debate. 57 senators out of 100 voted against, including all Republicans and three Democrats; the remaining 43 Democrats abstained in protest.

Europe

European Union

On December 11, 2019, the new Commission President Ursula von der Leyen presented the EU's Green Deal. One of the goals is to be the first continent to become climate-neutral by 2050 . This is achieved through an ambitious package of measures for sustainable ecological change that is intended to benefit people and the economy in Europe. The staggered measures range from drastic emission reductions to investments in cutting-edge research and innovation to preserving our natural environment.

Investing in green technologies and sustainable solutions should trigger Europe's new growth strategy that will bring new opportunities for companies. At the same time, this should pave the way for more social justice . The promise is: Nobody, neither person nor region, should be left in the lurch in the upcoming change of times.

The announcement was greeted cautiously by politicians from the Greens and criticized by a lobby group that represents parts of German industry.

Germany

In Germany, Bündnis 90 / Die Grünen and Die Linke in particular have adopted the term and concept. In addition to ecologists, a number of economists and politicians from other parties also support this approach, as they see it as a strengthening of Germany as a location . In the strategy paper On the Path to a Green New Deal published by the Worldwatch Institute and the Heinrich Böll Foundation , Hilary French, Michael Renner and Gary Gardner tried to refine national and international approaches for such a fundamental restructuring of the economy and society.

Austria

In the course of the election to the European Parliament on May 26, 2019, the SPÖ called for a “Green New Deal” for the EU. The catalog of measures against the climate crisis, which was drawn up by the Socialist Youth (SJ) and its chairwoman Julia Herr , supplemented the SPÖ's election program for the EU election. Top candidate Andreas Schieder and SJ chairwoman Julia Herr presented the climate program at a press conference. This 15-page "Green New Deal" proposes measures to combat climate change - including the expansion of fossil-free energy and sustainable transport. Among other things, the SPÖ is in favor of an EU-wide CO 2 tax , against concluding trade agreements with countries that have not signed the Paris Climate Agreement , and in favor of building a Europe-wide express train network to offer alternatives to air travel. Among the Greens , who have been part of the federal government since 2020, members of the National Council, such as Ewa Ernst-Dziedzic , are also calling for a Green New Deal at European level.

Italy

In Italy there is an initiative with Clima Europa that promotes a manifesto with climate protection measures at the center for Europe.

Great Britain

The Labor Party decided on a Green New Deal at its party congress in September 2019, the demands of which are also reflected in its program for the elections in December 2019.

Pan-European Initiatives

2019, the "Movement for a fundamental reform of the European Union" appeared democracy in Europe in 2025 ( Democracy in Europe Movement in 2025 , shortly DiEM25) together with other parties to the electoral alliance European Spring in the European elections with a program called New Deal for Europe to which a Green New Deal, funded with adequate funding from the central banking sector.

Supporters of DiEM25 movement started after the European elections in 2019 a bipartisan campaign Green New Deal for Europe (GNDE) ( English Green New Deal for Europe ), which will continue this idea and develop. In addition to MEPs such as Leslie Groves Williams ( MEP candidate, Green Party, South East England ), Julie Ward (MEP, Labor Party ) and Bart Staes ( Flemish Greens ) , GNDE was able to manage personalities such as author and environmental activist Bill McKibben and economist James Galbraith and think tanks such as the New Economics Foundation , which was involved in the publication of the A Green New Deal and on which Andrew Simms worked at the Green New Deal Group, as partners . An explanation and 10 pillars were defined. The campaign sees itself as a coalition based on these 10 pillars.
