Guy Morin (born December 4, 1956 ) is a doctor and politician ( GPS ) from the Swiss canton of Basel-Stadt . From 2009 to 2017 he was President of the Government Council of the Canton of Basel-Stadt.

Live and act

Professional and political career until 2004

Guy Morin studied medicine at the University of Basel from 1978 to 1984 . There followed a training as doctor for general medicine FMH in different hospitals of the canton of Basel-Stadt . From 1993 to 2004 he ran his own family doctor's practice in the St. Johann quarter in Basel . From 1996 to 2004 he was President of the HMO Family Physicians Association.

Guy Morin was secretary from 1984 to 1986 and has been a board member of the Swiss Section of Doctors for Social Responsibility and the Prevention of Nuclear War ( PSR / IPPNW ) since 1987 . Since 1988 he has been a member of the Doctors for Environmental Protection . From 1988 to 2001 he was a member of the Grand Council of the Canton of Basel-Stadt . From 1997 to 2001 he chaired the health commission there.

Government Councilor and Head of the Justice Department 2005 to 2009

After his election to the government council in 2004 - as the first member of the Basel-Stadt Green Party - Guy Morin was head of the cantonal justice department from 2005 to 2009.

District President and Head of the Presidential Department from 2009 to 2016

In 2008, Guy Morin was quietly elected as the first district president of the government council of the canton of Basel-Stadt for four years ( legislature 2009-2013). He stood for a further legislature (2013-2017) as regional president and was re-elected to the governing body on October 28, 2012 and to the regional council on November 25, 2012 in the second ballot that he won before Baschi Dürr .

As district president, Guy Morin was also responsible for the management of the presidential department, which was newly created in 2009, with the departments for external relations and location marketing , gender equality , cantonal and urban development , culture , the statistical office as well as the state chancellery and the general secretariat .

During his time as President of the Government and Head of the Presidential Department, the Basel Metropolitan Conference was founded on January 16, 2012 and is presided over by Guy Morin. The Basel Metropolitan Conference, which brings together actors from politics, business and civil society, aims to represent the interests of the federal government and other regions on key issues that are of particular importance for the metropolitan area .

The cantonal housing subsidy law was drawn up under his executive committee and was adopted by the Basel-Stadt voters on September 22, 2013.

During this time the planning of the extension of the Kunstmuseum Basel came about, which is to open in 2016. The renovation of the Basel Museum of Cultures was also completed and the new buildings for the Basel Natural History Museum and the State Archives initiated.

On May 21, 2014, the Grand Council of the Canton of Basel-Stadt approved the new cantonal law on public statistics (Statistics Act; StatG). With this new law, the activity of public statistics in the canton of Basel-Stadt is anchored in law. This requires the principle of legality , which requires a sufficient legal basis for every state activity .

In January 2016 it was announced that Guy Morin would no longer run in the government council elections on October 23, 2016. He left office at the end of the legislature in February 2017.

Back to the roots as a doctor

Since May 2017, Guy Morin has been practicing part-time as a family doctor in a group practice in Basel and has been a member of the board of directors of the Felix Platter Hospital since the beginning of 2017 .
