Hélder Martins de Moraes
Hélder Martins de Moraes (born March 21, 1937 in Mauriti , Ceará ) is a Brazilian journalist, filmmaker and former diplomat .
Life
Hélder Martins de Moraes is the son of Rosa Amélia de Moraes and Elias Martins de Moraes. In the 1950s he studied journalism in Paris , where he was a correspondent for O Cruzeiro (revista), founded by Carlos Malheiro Dias and edited by Rachel de Queiroz . He then studied law in Brasilia and took photos for the magazine A Cigarra (1914–1975), also published by O Cruzeiro Verlag in São Paulo under the direction of Lili de Oliveira .
In 1963 he entered a Curso de Preparação à Carreira de Diplomata of the Rio Branco Institute and was appointed Secretary of the Third Class. From 1965 to 1968 he was the third class legation secretary in Prague . In 1969 he was Chargé d'affaires in Saigon . From 1969 to 1970 he was Chargé d'affaires in Jakarta . From 1969 to 1971 he was the second-class delegation secretary in Tokyo in charge of Expo '70 affairs. From 1977 to 1979 he was first class legation secretary in Georgetown . From 1980 to 1981 he was employed at Itamaraty. From 1981 to 1984 he was a Counselor in the United States . From 1984 to 1986 he was chargé d'affaires in Abu Dhabi , United Arab Emirates . From 1986 to 1987 he was chargé d'affaires in Tehran . From 1988 to 1990 he was Minister Counselor in Tel Aviv . From 1990 to 1993 he was Counselor in Stockholm , where he was Chargé d'affaires in 1993.
On December 17, 1993, he was appointed ambassador to Accra , where he was accredited from 1994 to 1997. At the same time he was accredited by the governments of Monrovia , Liberia and Freetown , Sierra Leone . From 1998 to 2001 he was ambassador to Maputo .
From March 2002 to May 2003 he was ambassador to Kiev . During his tenure, the Alcântara Cyclone Space (ACS), a binational company for low-earth transport services, was founded, which was damaged by the Brazilian rocket explosion on August 22, 2003.
In 2003 he produced Padre Cícero , an excellent documentary , for the media company Sistema Verdes Mares in the state of Ceará.
