Halfdan T. Mahler (born April 21, 1923 in Vivild , Denmark ; † December 14, 2016 in Geneva , Switzerland ) was a Danish doctor, pulmonologist and Director General of the World Health Organization (WHO) from 1973 to 1988 .

Life

Halfdan Mahler completed his medical degree in Copenhagen in 1948 , then made a diploma in public health and became a pulmonologist . In 1951 he joined the WHO and was responsible for tuberculosis control in India . From 1962 to 1969 he was head of the WHO tuberculosis unit in Geneva and secretary of the WHO Expert Advisory Panel on Tuberculosis . In 1970 he was elected Assistant Director General and in 1973 Director General of the WHO. He held this office for three electoral terms until 1988. In 1988 he received the Four Freedoms Award in the Freedom from Want category.

During his tenure, he was responsible for the global health policy concept of primary health care. It was first declared in 1978 at the Alma-Ata international conference and was adopted by the 32nd World Health Assembly in 1979 with the aim of health for all by the year 2000 . The 1986 Ottawa Charter for Health Promotion was also published under his auspices . After his tenure as Director General of WHO, he was head of the International Association for Family Planning from 1988 to 1995.
