In the sleepy Welsh town of Pen-y-Wig (end of the pier), teenage girl Jennifer disappears. In reality, she falls unhappy over a sheep in an accident and is buried in the woods by the two young men involved, Joe (Jennifer's friend) and Glen, who are under the influence of drugs at the time. A local tramp, the Tin-Man, who tried to help Jennifer break down his car overnight, is charged with murder in a circumstantial trial and sentenced to life in prison. The young men, who only know about the real circumstances of the disappearance, are silent, however, because they fear for their future.

14 years later, strange coincidences suddenly pile up in the idyllic city. A girl named Nicky, who is exactly like the missing Jennifer, moves to town with her mother. At the same time, the alleged murderer from that time is released from custody under certain conditions. The ambitious policeman Max, who recently moved into town, also deals with the strange circumstances of Jennifer's disappearance. The real participants, meanwhile respected citizens of the place, come under increasing pressure due to the original events. Glen has made a political career and is about to make a crucial choice. Joe, who actually wanted to report the accident with Jennifer at the time, now suffers from flashbacks and nightmares. He's also not sure if Jennifer was really dead when she was removed. Eventually they come up with a grueling plan to bury their dark past once and for all. They want to eliminate Nicky and again let Tin-Man stand as the culprit, with Glen primarily pulling the strings in this perfidious plan.

Ultimately, while trying to kill Nicky in the woods, Joe and Glen have an argument, whereupon Joe shoots Glen. Still haunted by the past, Joe tries to kill Nicky too, but is persuaded by the policeman Max to abandon his plan and to surrender.
