Hans Merkel (born April 20, 1934 in Nuremberg ) is a German lawyer and politician ( CSU ).

Life

Merkel grew up in Gauting and studied law . He received his doctorate in 1961 under Friedrich August von der Heydte at the Julius Maximilians University of Würzburg with a thesis on the Austrian State Treaty . In it he argued that the annexation of Austria to Nazi Germany in 1938 was in accordance with international law .

Merkel was one of the white cohorts , but did voluntary military service with the mountain troops of the Bundeswehr . After the assessor exam in 1960 he was a. a. Speaker at the Federal Ministry of Defense and at the CSU regional group in the German Bundestag. From 1979 to 1983 he was head of the office of Bundestag President Richard Stücklen and then until 1998 he headed the department for international parliamentary relations of the German Bundestag with the rank of ministerial conductor . After German reunification , he was the first director of the Saxon state parliament .

Merkel, herself a member of the CSU, headed the CSU Circle of Friends in the German capital until 1997. Later he was a board member of the Putzbrunn CSU local association.

Merkel is a member of the Arminia-Rhenania fraternity in Munich and the initiator of the “Academic Freedom Initiative”. He is also a board member of the Bavarian branch of the Association for German Cultural Relations abroad. V. (VDA) .

Political positions

Germany and Austria

In 1978 he wrote a policy paper on Germany policy which, in accordance with the current case law of the Federal Constitutional Court , adhered to the continued existence of the German Reich and reunification and which was adopted by Franz Josef Strauss and the CSU as the basis of Germany policy .

In 1991, in a congratulatory address for the 40th year of the Austrian magazine Die Aula, later classified by various social and political scientists as right-wing extremists , he described the “independent Austrian nation” as a “life lie of the second Austrian republic” and certified its authors “that they are Germans like we Federal Republicans too ”.

In 2002 he declared at a fraternity committee in Vienna that his “concept of Germany ” encompassed “ Bismarckian Empire and German Austria”.

In May 2011 he gave a speech at the Langemarck memorial of the German fraternity , in which he described Austria as one of “two parts of Germany” and called the ban on affiliation “anachronistic”.

Fraternity

Merkel is a member of the legal committee of the German fraternity in 2010, which prepared a controversial expert opinion in which criteria for admission to a fraternity were set. On the basis of this expert opinion, in the future people who want to join a fraternity would have to prove their “suitability as fraternity members” before the legal committee of the German fraternity. This would apply above all to candidate countries with a non-European migration background, because "People with a majority of non-European ancestors are therefore not members of the German people, with reference to the community of descent of a people." After violent protests, the legal committee of the German fraternity withdrew these new rules with a different cast. This was also the cause of a dispute between liberal and right-wing conservative associations, as a result of which 27 associations split off from the DB and founded the General German Burschenschaft . Merkel's fraternity is a founding member of the ADB.

Private

Merkel lives in Putzbrunn , is widowed and has three daughters.
