In addition, he was a functionary in the CDU of the GDR for many years and represented it as a member of the last People's Chamber of the GDR.

Life

Kühne, the son of a chief accountant, first attended the Maria-Magdalenen-Gymnasium in his place of birth in Breslau . After fleeing due to the war, his family settled in Köthen , where Kühne attended the Willy Lohmann High School there until 1951 and graduated from high school. Immediately after school, Kühne was admitted to the Martin Luther University Halle-Wittenberg (MLU), where he studied finance until 1955 and graduated with a degree in economics. The MLU and the city of Halle should become the further center of life for Kühne. After completing his studies, he initially held a position as a research assistant until 1959, in which he was later appointed senior assistant. During this time he completed an apprenticeship, which he initially completed with a doctorate (A) in 1958 and became a Dr. rer. oec received his doctorate. In 1960 Kühne got a job as a lecturer for currency and currency at the Institute for Financial Economics at MLU, where he worked until 1968. During this time he completed his doctorate (B) until 1963, in which he dealt with the topic The Crisis of the Modern Capitalist Monetary System: New Aspects of Its Aging for a Dr. sc. oec received his doctorate. In 1968 Kühne initially received a professorship with a teaching assignment for finance, in 1970 he was appointed full professor with a chair for foreign and world economics. After the political change in the GDR , Kühne headed the Institute for World Economy and International Economic Relations at MLU for some time.

Political career

Kühne joined the CDU in 1949 at the age of 16. In September 1954 he took part in the 7th party congress of the CDU and was elected to the main board of the CDU as a representative of the student body. As a result, Kühne developed into a financial and economic policy expert in the CDU. At the fifth parliament of the FDJ in May 1959, Kühne was elected for at least one legislative period as CDU representative as a candidate for the central council of the FDJ. In 1966, Kühne took on a role as CDU representative in the National Council of the National Front ; until 1978, as the successor to Gerhard Reintanz , he headed the Halle District Committee of the National Front and was also a member of the National Council in this role. Between 1972 and 1982 Kühne was also a member of the presidium of the main board of the CDU, the party's closest leadership circle. In addition, Kühne represented his party for several electoral terms in the Halle district assembly. After being voted out of the main board in 1982, he held the post of deputy chairman of the CDU district association in Halle for several years.

During the time of political change in the GDR, Kühne moved back into the focus of the CDU leadership, as he no longer held such prominent positions in the CDU in the 1980s, although he was a member of the main board of the CDU for 28 years. Kühne became the top candidate of the CDU in the constituency of Halle (7) and was given a mandate from the People's Chamber, as the CDU achieved the third-best election result of all electoral districts with 45.2% and won 19 seats. In the CDU parliamentary group, Kühne was elected deputy chairman of the parliamentary group and, as a financial expert, the people's chamber elected chairman of the finance committee. As a result, however, he was suspected of having worked as an informal employee for the Ministry for State Security of the GDR. Kühne was included on a list of 15 names of ministers and members of the People's Chamber who were accused of this activity. He denied these allegations and did not resign from his mandate. In the CDU regional association that was being constituted, Kühne was even elected deputy regional chairman. In the course of the resignation of the CDU Prime Minister of Saxony-Anhalt Gerd Gies on July 4, 1991, a debate of former CDU functionaries and possibly stasis-burdened CDU functionaries came up again, which was mainly fueled by Joachim Auer, the CDU parliamentary group leader at the time. In this context, Kühne also came back into the focus of the discussion. He then resigned from his party offices on August 29 and left the CDU.
