Hasan Celal Güzel (* 1945 in Gaziantep ; † March 19, 2018 in Ankara ) was a Turkish politician of the motherland party ANAP ( Anavatan Partisi ) and later the Party of Rebirth YDP ( Yeniden Doğuş Partisi ) , who was Minister of State between 1986 and 1987 and then from 1987 to 1989 Minister for Education, Youth and Sport.

Life

Güzel graduated from elementary and middle school in Malatya . He studied economics and finance at Ankara University , which he completed with a thesis on Turkey's economic growth model. He then began his professional activity as an employee at the State Planning Office DPT (Devlet Planlama Teşkilatı) . Later he was economic and social advisor to the Prime Minister and Under-Secretary-General of the State Planning Office. In this function, on January 24, 1980, he was instrumental in initiating economic stabilization measures. In addition, he lectured on economic and social history, economic systematics and public management at various universities and institutes.

He was elected a member of the Grand National Assembly in the November 6, 1983 election. He was a member of this from the 17th to the end of the 18th legislative period on October 20, 1991. On December 13, 1983, Güzel was appointed State Secretary in the Prime Minister's Office by Prime Minister Turgut Özal and held this office until July 21, 1986. In 1986 he joined the motherland party ANAP ( Anavatan Partisi ) and was appointed by Prime Minister Özal on October 17, 1986 to succeed Mesut Yılmaz as Minister of State (Devlet Bakanı) in his first cabinet , to which he was a member until December 21, 1987. In the following second cabinet, Özal , he took over the post of Minister for Education, Youth and Sport (Millî Eğitim, Gençlik ve Spor Bakanı) on December 21, 1987 . He held this ministerial office until March 30, 1989 and was then replaced by Avni Akyol , who took over the office of education minister, and İsmet Özarslan , who in turn became minister of youth and sports.

At the extraordinary party congress of the ANAP, Güzel applied for the position of General Secretary and to succeed Prime Minister Özal, who had been elected President on October 31, 1989 . However, he was subject to Yıldırım Akbulut , who was previously President of the Grand National Assembly of Turkey .

After resigning from the ANAP, Güzel founded the Party of Rebirth YDP ( Yeniden Doğuş Partisi ) on November 23, 1994 and became its chairman. With this he ran in the election of December 24, 1995 for re-entry into the Grand National Assembly. However, with 95,484 votes (0.34 percent), the YDP was unable to achieve any of the parliamentary seats to be awarded. In the local elections of March 27, 1994 and April 18, 1999 , the YDP also failed to make it into the provincial parliaments with 104,285 votes (0.37 percent) and 17,335 votes (0.06 percent), respectively. In the parliamentary elections held at the same time on April 18, 1999 , the YDP was also unable to achieve a seat in the Grand National Assembly with 44,782 votes (0.14 percent). Güzel held the office of chairman of the YDP until the party's dissolution in 2002.
