Hein Verbruggen (born June 21, 1941 in Helmond ; † June 14, 2017 ) was a Dutch sports official .

biography

Since 1979, Verbruggen took on various functions in cycling. From 1984 to 1991 he was chairman of the Fédération Internationale du Cyclisme Professionel. Then came 14 years as chairman of the UCI , the world cycling association. He resigned in September 2005, and was succeeded by Pat McQuaid , whom he sponsored . Verbruggen initially remained Vice President and later became Honorary President of the UCI. The UCI ProTour came about under his patronage . Despite this controversial reform, he has been made honorary chairman. He was also a member of the IOC since 1996 . Among other things, he was part of the coordination commission for the 2004 Olympic Games in Athens.

In 2004 he took over the chairmanship of the World Sports Federation (GAIFS) from the South Korean Un-Yong Kim , after he had been convicted of corruption. In 2007, Verbruggen was re-elected President until 2011. He was chairman of the coordination commission for the 2008 Olympic Games . However, as early as 1999, the Verbruggen said:

“If people were satisfied that the Tour de France is driven at 25 km / h, there would be no doping problem. But if you want to go 42 km / h, there is only one way to achieve it: With doping ... This is the fundamental problem that can be minimized, but not eliminated, with appropriate controls. "

In September 2013, in a 54-page dossier, serious allegations of corruption were raised against Verbruggen and his successor in the office of UCI President, McQuaid: Witnesses and documents prove that a team owner had been asked for € 250,000, and that they were still against financial support In return, attempts to cover up Alberto Contador's positive doping test in 2010 and to favor Lance Armstrong, who was banned in 2013 for years of doping, several times.

The Cycling Independent Reform Commission (abbreviation CIRC, en., German: Independent Cycling Reform Commission), set up by the UCI after Pat McQuaid was voted out of office, published its results on March 9, 2015, investigating the association's involvement in doping. No evidence of bribery was found. However, the CIRC pointed to numerous violations by the UCI of the anti-doping regulations and of good governance principles during the tenure of McQuaid and his predecessor Verbruggen, particularly in favor of Lance Armstrong. McQuaid's successor, Brian Cookson , who was elected in September 2013, called on Verbruggen to resign as Honorary President of the UCI. Verbruggen, on the other hand, felt completely relieved by the CIRC report.

In 2017, Verbruggen died of complications from leukemia at the age of 75 .
