Heinrich Gauß was born on March 7, 1858, the son of archivist Matthäus Heinrich Gauß (1818-1891) in Stuttgart. He studied law in Tübingen and later worked as a senior magistrate in Tettnang in the northern hinterland of Lake Constance and as a lawyer . In 1894 he became a paid town councilor and deputy town councilor in his hometown.

On May 19, 1899, Gauss was elected to succeed the late Stuttgart city scholar Emil von Rümelin . In his almost twelve-year tenure, he mainly devoted himself to expanding the infrastructure of the rapidly growing city. While Stuttgart still had 100,000 residents in 1875, the number grew to 250,000 by 1905. Under Gauss gas and electricity plants were bought and the tram network expanded.

In addition, Gauß commissioned the architect Theodor Fischer , who was professor of urban planning at the University of Stuttgart from 1901 to 1908 , to design a new town plan . This was intended to regulate the rapid development of the city as planned, especially since Stuttgart grew considerably due to numerous incorporations. In 1901 Gaisburg was incorporated, in 1905 Cannstatt , Untertürkheim and Wangen and in 1908 Degerloch .

In addition, Gauß reorganized the Stuttgart city administration. So the housing office and the surveying office were newly created under him . The management of the town hall has been expanded to include four paid municipal councilors, which roughly corresponds to today's department mayors. During his last years in office, he faced an increasingly strong social democratic opposition on the city council . On April 1, 1911, he resigned from his position as city school in Stuttgart because of cancer.

Honorary cross bearer and member of parliament

In 1905 Heinrich von Gauß received the Cross of Honor of the Württemberg Crown , which was also associated with the personal title of nobility. In 1906 he moved to the Württemberg state parliament as a member of the People's Party , of which he was a member until 1918. He was also chairman of the Württemberg Association of Cities and, from 1905, the Stuttgart representative in the Association of German Cities . In addition, von Gauß was involved in the German Peace Society .

In the last years of his life he spent a lot of time in his summer house in Langenargen on Lake Constance. Heinrich von Gauß died on December 8, 1921 in his hometown of Stuttgart at the age of 63.
