Life

After studying law and completing his doctorate, Will has been a finance officer since 1930 and, most recently, senior government councilor in the local department of the Prussian Ministry of the Interior. His speech at the opening of the 25th German East Fair has been preserved. He never played a role in the National Socialist German Workers' Party . From October 20, 1941 to 1943 he was district commissioner in Kiev . Will had presented the Gauleiter of East Prussia, Erich Koch, with Königsberg's letter of honorary citizenship. In contrast to this, Will stayed in the city of Königsberg, which was declared a fortress. With the Wehrmacht soldiers he went into a ten-year Soviet captivity . He was the last chairman of the Königsberg Art Association .
