The Heydər Əliyev Order ( Azerbaijani : “Heydər Əliyev” ordeni ) is the highest order in the Republic of Azerbaijan . It was founded on April 22, 2005 by the President of the Republic of Azerbaijan İlham Əliyev and the National Assembly of the Republic of Azerbaijan and replaced the İstiqlal Order as the highest order in Azerbaijan.

history

After the death of the President of the Republic of Azerbaijan Heydər Əliyev on December 12, 2003, his son and new President of the Republic of Azerbaijan İlham Əliyev proposed to the National Assembly of the Republic of Azerbaijan with Decree No. 38 of March 10, 2004 On Maintenance of the Memory of the National Leader of the Azerbaijani population Heydər Əliyev ( Azərbaycan xalqının ümummilli lideri Heydər Əlirza oğlu Əliyevin xatirəsinin əbədiləşdirilməsi haqqında ) among other things the foundation of a Heydər liyev order.

The order was founded by law No. 896-IIQ of April 22, 2005 on the establishment of the Heydər Əliyev Order ( “Heydər Əliyev” ordeninin təsis edilməsi haqqında ) . The medal was awarded to İlham liyev for the first time on April 28, 2005 by the chairman of the Constitutional Court Fərhad Abdullayev , otherwise the award is reserved for the President of the Republic of Azerbaijan. The last award to the Italian President Sergio Mattarella was on July 18, 2018.

Award criteria

The award criteria are set out in Law No. 896-IIQ of April 22, 2005 in paragraphs 1 to 3:

  1. The Heydər Əliyev Order is awarded to the citizens of the Republic of Azerbaijan in the following cases:
    1. for exceptional services that add to Azerbaijan's prosperity, splendor and fame;
    2. for courage and valor in defense of the homeland and the national interests of Azerbaijan.
  2. The Heydər Əliyev Order is awarded to the President of the Republic of Azerbaijan according to his status.
  3. The Heydər Əliyev Order is awarded to foreigners in the following cases:
    1. For outstanding service to the Republic of Azerbaijan;
    2. For outstanding service in implementing the Azerbaijani idea, strengthening the solidarity of Azerbaijanis around the world;
    3. For outstanding service in establishing and developing political, economic, scientific and cultural relations between the Republic of Azerbaijan and other countries.
