Horst Frank (politician)

Horst Frank (born March 25, 1949 in Konstanz ) is a German lawyer and politician ( Free Green List ). From 1996 to 2012 he was Lord Mayor of the city of Konstanz on Lake Constance .

Life

Frank passed the Abitur at Heinrich-Suso-Gymnasium Konstanz . He later studied law at the Albert Ludwig University of Freiburg and the Ludwig Maximilians University in Munich . He passed the first and second state exams in Munich. Horst Frank has practiced as a lawyer in Konstanz since 1985 and in Erfurt since 1995 .

On July 7, 1996, he was elected Lord Mayor of the City of Constance with 35.7% as the successor to Horst Eickmeyer in the second ballot. As a native of Constance, he had a home advantage over three foreign candidates. He was the first green mayor in Germany.

On July 25, 2004, he was just re-elected with a relative majority of 38.6%, after he was in second place behind the CDU candidate in the first ballot. Other competitors were Frank Nägele , a foreign SPD candidate, and a young independent from Konstanz. Frank ruled with varying majorities, but on factual issues often with liberal-conservative majorities against his own party or constituency. His term of office ended in 2012 and he decided not to run again. On July 15, 2012, Uli Burchardt was elected to succeed Frank.

Frank was a member of the district council of the district of Constance . He was also a member of the Presidium of the German Association of Cities and the Board of Directors of the Municipal Joint Agency for Administrative Management (KGSt), and until June 2010 he was a member of the German Government's Council for Sustainable Development .
